How Construction Projects Affect Nearby Property Values and Rents

Construction can either reduce or increase nearby property values and rents. Active works commonly create temporary costs—noise, dust, traffic diversions, blocked access and perceived loss of amenity. After completion, the same project may improve transport, add housing or create new amenities. The net result depends on the project’s purpose, stage, distance, housing segment and local market.

There is no reliable universal percentage for “the construction effect.” A Texas study of selected roadway widenings and intersection upgrades found a modest average price increase, while a Helsinki study found higher rents near new housing overall but lower estimated effects immediately beside the largest projects. Those results illustrate why a property-specific assessment needs a defined comparison area, timeline and outcome measure.

Why the same project can lower values first and raise them later

A construction project exposes nearby households to several different effects at once. During the works, residents may experience disturbance without receiving the finished project’s benefit. Once the project opens, travel times, access to services, housing supply or neighborhood amenities may change. A permanent feature can also create a lasting disamenity, such as traffic, visual intrusion or air pollution.

Property markets may price these stages differently. Buyers can react when a project is announced, before machinery arrives. During construction, uncertainty and nuisance can affect demand. At completion, buyers and tenants can reassess the actual service, access and amenity. A project that looks harmful at the site boundary may be beneficial several blocks away, while a transport link that helps commuters may make homes directly beside a busy road less attractive.

The main impact channels

  • Temporary nuisance: construction noise, dust, vibration, lighting, vehicle movements and restricted access.
  • Permanent disamenity: more traffic, road noise, visual bulk, loss of open space or changes to privacy.
  • Improved access: shorter journeys, better intersections, new transit connections or safer routes.
  • New amenities: shops, public spaces, schools or community facilities associated with development.
  • Added housing supply: more choice for tenants and buyers, with effects that vary by demand and project location.
  • Expectation and uncertainty: markets may capitalize an anticipated benefit or risk before completion.

What the evidence shows for different project types

Road widening and intersection upgrades

A 2024 study in Transport Policy, “Limited impact of roadway construction and traffic congestion on nearby housing prices,” examined Texas property transactions using a near-versus-far difference-in-differences design. For the selected congestion-reducing roadway improvements, the authors reported an average nearby home-price increase of 1–2%, equivalent to less than $4,000 over the study’s sample mean value.

That estimate applies to the projects and Texas transactions studied, not to every road project or an individual address. The paper also found that homes near major roads generally sold for less than comparable homes farther away, with differences related to traffic volume. The small measured uplift may therefore reflect a balance between congestion relief and countervailing costs from expanded infrastructure. A new road through a previously quiet area is a different exposure from widening an existing bottleneck.

New apartment construction

A University of Vaasa thesis published in 2024 analyzed Helsinki apartment rents from 2021 through 2024 with address-level data and a quasi-experimental difference-in-differences method. It reported that rents within 400 metres of new buildings rose by an average 5.8% relative to apartments 400–1,000 metres away.

The result is a Helsinki case study, not a general rent rule. The thesis excluded rental-discount campaigns, which the author says could make the measured increase larger than the effective increase tenants paid. Effects also varied by project and distance: buildings containing more than 60 apartments were associated with rent changes about 6% lower than those near smaller projects, while the estimate within 200 metres changed to a 1.5% rent decrease. One-bedroom rents grew more weakly. The average increase was discussed in the context of desirable areas attracting demand and amenities, alongside possible competition from newly supplied units.

Transit and other infrastructure

Transport, utilities and civic projects can improve accessibility or services after opening, but their effects depend on exact alignment and operation. A station may increase convenience for many homes while producing noise or crowding for the closest buildings. A utility upgrade may be valuable but visually unobtrusive; a new corridor can permanently change traffic patterns. Treat the completed asset—not the construction label—as the relevant long-term exposure.

Temporary construction activity

A World Bank project assessment identifies construction noise and dust, temporary occupation of roads or surrounding land, traffic-safety effects and possible damage to residents’ property or facilities as project risks. It states in its construction-impact table that “Construction noise will disturb residents.” This is a project assessment rather than a quantified estimate of a sale-price or rent discount.

Construction phase versus completed project

During active works

Construction impacts are often strongest at the closest properties and at times when residents are at home. Heavy vehicles can occupy lanes, change parking, obstruct entrances and increase pedestrian risk. Dust and vibration may affect comfort and, in unusual cases, building contents or finishes. Even when the final project is beneficial, a long period of disruption can affect tenant retention, viewing activity and buyers’ willingness to pay.

Mitigation can reduce exposure but does not necessarily eliminate it. Measures identified in the World Bank assessment include limiting strongly noisy night work, arranging work times, routing construction traffic away from noise-sensitive areas and periods, and using a temporary sound barrier when night work is unavoidable. The quality and enforcement of these measures matter when assessing a particular site.

After opening

The finished project can deliver a different bundle of effects: faster journeys, improved safety, new services, more homes or a change in neighborhood identity. It can also leave permanent noise, traffic, shadows, reduced privacy or loss of an amenity. A valuation should record which effects remain after practical completion rather than treating the construction nuisance as permanent by default.

How timing changes the measured result

Sale prices can respond to an announcement, planning approval or funding decision years before completion. Research on transport-infrastructure capitalization warns that a study spanning announcement through opening must account for anticipation and for the possibility that treated and comparison areas were already following different trends. If prices rose before works began, attributing the entire change to construction would overstate the construction-period effect.

Rents may be more closely tied to the current service flow because tenants pay for present access and amenity, but rents still move with employment, migration, interest rates, new listings and landlord pricing. A credible comparison needs a defined radius, a similar control area and a period long enough to distinguish project effects from ordinary market movement.

Three useful stages to track

  1. Announcement and planning: record the date, publicly described scope and likely alignment. Look for price or rent changes before physical work.
  2. Construction: measure actual working hours, road closures, traffic routes, complaints and duration, rather than assuming every month has equal disruption.
  3. Operation: assess the completed project’s observed traffic, access, noise, amenities and occupancy after an appropriate settling period.

What to measure: prices, rents and reported nuisance

Measure What it captures Key limitation
Sale price Capitalized expectations and long-term ownership value Can react before completion and is affected by financing, buyer mix and property improvements
Achieved rent Current service flow and tenant demand Requires controls for lease terms, incentives, unit quality and market turnover
Advertised rent Landlord asking position and available supply May not equal the negotiated rent; discounts and vacancies can be missed
Vacancy and marketing time Ease of letting or selling Can reflect many local conditions unrelated to the project
Household noise reports How often residents say nuisance is experienced Not a price or rent coefficient

The English Housing Survey for 2024–25 reported road-works noise for 7% of households and road-traffic noise for 22%. These are prevalence figures for reported noise, not estimates that a home loses a particular percentage of value or rent. They are useful context for exposure, but they cannot substitute for transaction or tenancy analysis.

Distance, housing type and local supply determine who gains or loses

“Nearby” is not a single market. A study may define nearby as 200 or 400 metres, while a road’s traffic effects may extend farther along an approach route. The closest properties can face the greatest noise and access costs; homes just beyond the immediate disturbance may gain access without bearing the full nuisance.

Housing segment also matters. The Helsinki results differed for large and small developments and for one-bedroom units. Family homes, studios, luxury apartments and regulated rentals may have different tenant pools and sensitivity to transport, schools, parking or quiet. A project in a constrained, high-demand market can produce a different rent response from an equivalent project where many units are already vacant.

Questions that define the relevant comparison

  • How far is the property from the worksite, road, station or completed building?
  • Is the exposure direct, such as a frontage, entrance or bedroom facing the works, or indirect?
  • What was the local trend before the announcement?
  • Are comparable homes in the control area similar in age, size, tenure, quality and access?
  • Did the project add supply, remove supply, or merely improve existing infrastructure?
  • Are measured rents achieved rents, advertised rents or leases with incentives?

A practical method for assessing a specific property

  1. Define the project precisely. Identify the asset, alignment, scope, construction schedule, working hours, traffic plan and expected operating conditions. “Road construction” is too broad to analyze.
  2. Map exposure by distance and orientation. Separate immediate adjacency from wider areas and note entrances, bedrooms, balconies, parking and likely haul routes.
  3. Build a before-and-after timeline. Include announcement, approval, site preparation, major works, opening and any later expansion. Record market conditions at each point.
  4. Select genuinely comparable properties. Match unit type, floor area, age, condition, tenure, neighborhood quality and access. A distant control with different demand can create a misleading result.
  5. Choose the outcome that answers the question. Use completed sale prices for ownership value, achieved rents for tenant cost, and vacancy or marketing time for letting friction. Use noise reports only to describe nuisance.
  6. Check for offsets. Estimate both temporary costs and lasting benefits or disamenities. Improved travel may offset road noise; new apartments may add amenities while competing with existing units.
  7. Stress-test the conclusion. Repeat the comparison with alternative radii, time windows and housing segments. A result that disappears when the radius changes should be described as uncertain.

Common analytical mistakes

Turning one study into a forecast

The Texas 1–2% estimate and Helsinki 5.8% estimate answer narrow, location-specific questions. They do not provide a multiplier that can be applied to a property elsewhere. Use them as evidence that effects can be positive, negative or mixed.

Confusing construction nuisance with the asset’s permanent effect

A noisy worksite may end, while a widened road, station or apartment block remains. Conversely, a completed project may remove temporary access problems. Keep construction-period and operating-period outcomes separate.

Ignoring anticipation and pre-existing change

Areas selected for investment may already be improving. If prices or rents were rising before the project, a simple before-and-after average can credit the project for unrelated growth. A near-far design and common-trend checks are intended to reduce that problem, not erase it automatically.

Using market value as a complete welfare measure

The UK Ministry of Housing, Communities and Local Government Appraisal Guide makes this distinction explicit: “Those impacts which are experienced by new occupants of the development will be reflected in the market price. However the existing community and UK as a whole will also be impacted by new developments. These impacts are not included in market prices and separate estimates should be made of them.”

In practice, a market uplift can coexist with costs borne by existing residents, including congestion, amenity loss, additional noise or poorer air quality. A property transaction records willingness to pay, not every social cost or benefit.

Implications for owners, tenants and project teams

For property owners and buyers

Do not rely on a headline percentage. Obtain the construction programme, inspect the property at likely working times, identify access and traffic changes, and compare recent transactions in locations with similar exposure. Consider whether your holding period extends through construction and whether the completed project’s benefit is relevant to your likely buyer or tenant.

For landlords and tenants

Ask whether quoted rents include concessions, how long disruption is expected to last and which rooms face the works. A temporary discount may compensate for inconvenience, but the lease should also address access, notice of noisy work and any change in services. Compare achieved rents for similar units rather than relying only on advertised listings.

For developers and public agencies

Publish clear schedules, traffic routes, working hours and complaint channels. Route heavy vehicles away from noise-sensitive periods where feasible, limit strongly noisy night work and use temporary barriers when necessary. Monitoring complaints and access failures can reveal impacts that a land-value analysis misses. Evaluate existing residents separately from the value captured by new occupants.

Bottom-line interpretation

Construction does not have one predictable effect on nearby property values or rents. Temporary works usually impose nuisance, while the completed project may add access, amenities or housing—or leave a lasting disamenity. The defensible way to assess an address is to specify the project, stage, distance, housing segment, comparison area and market measure, then test both benefits and costs against the local trend. Published estimates should be treated as context for that analysis, never as a guaranteed premium or discount.
