To qualify for semiconductor plant subcontracting, a construction firm must meet the requirements of the specific fab owner, project, trade package, and contracting route. There is no single published checklist that qualifies a contractor for every fab. Owners may assess safety capability, require project-specific risk planning, and make worker training, permits, or site access conditional on their own processes. The first step is therefore to identify a target project and obtain its current bid and onboarding documents from the owner or the awarded prime contractor.
What “qualified” means on a fab project
Qualification is not one industry-wide certificate or a permanent approval that automatically applies to every semiconductor facility. It is better understood as a set of gates that may differ from one opportunity to another. A firm can be considered for a bid yet still need to complete a project assessment, submit safety plans, have individual workers finish site training, or satisfy commercial terms before work begins.

The route into a project also varies. Procurement and onboarding may be managed by the fab owner, an engineering or construction manager, or an awarded general contractor. The available owner materials do not establish a common route for all projects. Confirm who controls each stage before investing time in registration or preparing a bid.
- Supplier or bid eligibility: The firm is identified in the relevant procurement process and can respond to the opportunity.
- Contractor and EHS assessment: The owner or prime reviews the contractor’s safety capability and relevant experience.
- Project planning and approvals: The contractor provides plans and risk assessments suited to the scope and hazards.
- Worker readiness: Workers complete the required owner- or task-specific training and meet applicable permit and access conditions.
- Commercial and operational approval: The firm meets the actual contract’s insurance, licensing, staffing, quality, schedule, and other stated terms.
These are practical categories for understanding the process, not a universal checklist published by Intel, TSMC, or the construction industry. Only the current documents for the opportunity establish the actual requirements.

Start by identifying the opportunity and approval route
- Choose a target: Identify the fab, project or expansion, location, trade package, and likely schedule. “Semiconductor construction” is too broad to determine the hazards, worker qualifications, or commercial terms that may apply.
- Identify the contracting party: Find out whether the owner or a prime contractor is handling bid invitations, subcontractor approval, EHS review, training, permits, and site access. If a prime is involved, ask which owner requirements it administers and which it expects the subcontractor to manage directly.
- Request the live requirements: Ask for current supplier registration instructions, bid documents, subcontractor onboarding materials, EHS standards, training and access rules, and any trade-specific exhibits. Do not assume that an old manual, a public supplier page, or a portal registration is sufficient for the project.
- Map requirements to the work: Compare the proposed scope and work methods with the project’s stated hazards, approvals, training, and deliverables. Clarify which items must be submitted with the bid and which are required only after award.
- Confirm unanswered terms in writing: Request the applicable revision, responsible contact, submission deadline, and acceptance process for unclear requirements. Record who is responsible for each action on the owner, prime, and subcontractor sides.
TSMC’s Supplier Management page points suppliers to management resources and its supplier portal. Intel’s construction EHS page lists construction-supplier safety resources. These are useful places to find owner information, but registration or access to supplier resources should not be represented as proof of qualification for a particular project.
Build an evidence file for contractor review
Owner materials show that contractor assessment and project safety planning can matter, but the reviewed sources do not publish one universal list of documents every applicant must submit. Prepare a concise, organized evidence file so the firm can respond to the actual assessment rather than scramble after an invitation.
Safety organization and written programs
Be ready to explain who is responsible for company-wide safety and who will lead safety on the project. Gather the written programs and procedures relevant to the proposed trade and scope, along with a clear account of how they are communicated and put into practice. These are sensible categories to prepare for review; the project’s submission requirements decide what must actually be provided.
Training and worker readiness
Keep training records organized by worker and subject, and make it possible to establish whether a person has completed the training required for the work they are assigned. The owner may specify courses, tests, retraining intervals, task credentials, or other conditions. Do not assume that a general safety course or an outside credential substitutes for the owner’s training or acceptance process.

Incident learning and corrective actions
Prepare an accurate record of how the firm handles incidents, identifies causes, assigns corrective actions, and checks whether actions were completed. If asked about performance history, distinguish documented facts from explanations and show how lessons were applied. A credible account of follow-through is more useful than presenting a safety policy without evidence of implementation.
Relevant project experience and delivery capacity
Identify comparable work by trade, scope, work environment, and the firm’s role. Be prepared to describe the personnel, supervision, equipment, and schedule capacity available for the opportunity. Do not imply that experience on one industrial site automatically satisfies a fab owner’s standards; use it as evidence for an owner-specific review.
Expect project-specific safety plans and risk assessment
At TSMC, the 2024 Sustainability Report says contractors must submit a Construction Safety Protection Plan and Risk Assessment before each construction project and comply with the Contractor ESH Bluebook on Fab Construction. The report describes assessing hazards in relation to construction methods, procedures, equipment, protective measures, and management rules. This is a TSMC-reported process, not a universal requirement that can be applied to every semiconductor project. Read the target project’s current safety documents to determine whether it uses these documents or different ones.
For a project-specific plan, connect the written analysis to the actual scope and work sequence. Explain the methods and equipment the firm expects to use, the hazards those choices create, the protective measures planned, and how supervisors will manage the work. If the scope, sequence, or equipment changes, establish how the plan will be reviewed and updated under the project’s rules. A generic company safety manual may support the submission, but it cannot by itself answer project-specific questions that the owner requires the contractor to address.

The same 2024 report describes a three-level TSMC construction-safety management arrangement involving contractors, a site Safety and Health Committee, and a Safety Management Center. That illustrates why contractors should ask how safety decisions, reviews, and escalation work on the actual site instead of assuming the owner’s structure or contacts are the same everywhere.
Plan for training, permits, and access controls
Worker approval can be separate from company approval. TSMC’s December 2022 description of its online safety-training system says workers in high-risk operations had to complete required online courses and pass a test before work permits became effective; it also says training records were connected with access control and the work-permit system. The article describes annual retraining for contractors in that system at the time. These details document TSMC’s published 2022 approach, not a current rule for all TSMC projects or other fab owners.
Before mobilization, ask the owner or prime for the current requirements that apply to each worker and task:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Which courses and tests are required, and which operations are classified as high risk?
- Who assigns training, how completion is recorded, and whether records must be submitted or linked to an access system?
- Whether there are renewal or retraining intervals, and how workers demonstrate current status.
- Which work permits are needed, who issues them, and what must be complete before they become valid?
- Whether site access requires additional screening, credentials, or approvals.
Build training time into the mobilization plan and check completion before scheduling work that depends on a permit. If a worker is not cleared, ask the site contact which requirement remains open and how to resolve it; do not assume that a completed course alone grants access or authorizes a task.

Verify commercial and trade requirements in the bid documents
Public owner materials reviewed for this topic do not establish common numerical thresholds for insurance, bonding, financial tests, licenses, quality credentials, workforce qualifications, or background screening. These terms can depend on the trade, jurisdiction, owner, project, and prime contractor. Do not quote a supposed industry-wide minimum or rely on requirements from an unrelated project.
Use the live bid and subcontract documents to verify:
- Required insurance types, limits, endorsements, and evidence of coverage.
- Whether bonds or other forms of financial assurance are required, and at what stage.
- Applicable contractor and trade licenses for the project location and scope.
- Any worker credentials or role-specific qualifications named in the documents.
- Quality procedures, inspection records, or other required deliverables.
- Staffing levels, supervision, equipment, schedule, and capacity commitments.
- Any background, identity, or site-access screening and its timing.
Check whether an item is an eligibility condition, a post-award submittal, or a condition of mobilization. Where requirements conflict between bid documents and later onboarding instructions, seek clarification from the designated owner or prime contact before pricing or committing to a start date.

| Intel construction EHS page | Lists an Intel Construction EHS Manual and minimum performance requirements, and identifies a Contractor Safety Assessment Program as part of contractor qualification. The page lists the manual as Revision 9, updated August 2014, and the minimum performance requirements as Revision 7, updated July 2013. | Confirm directly with Intel which versions and requirements apply to the target project. The revision dates on the listed materials make it especially important not to treat a public copy as current project instruction. |
| TSMC 2024 Sustainability Report | Describes project safety plans and risk assessments, compliance with the Contractor ESH Bluebook on Fab Construction, and a three-level management arrangement. | Use the report to understand TSMC’s published approach, then obtain the applicable project documents and instructions. |
| TSMC contractor training article, December 2022 | Describes online occupational-safety courses, tests for high-risk operations, and links among training records, access control, and work permits. TSMC reported that more than 200,000 people had completed 21 occupational safety and health courses as of December 2022. | Treat the figure as a historical, company-reported count and ask for the current course, renewal, permit, and access process. |
| TSMC contractor evaluation article, January 2020 | Reports that TSMC identified 34 high-risk contractors and had completed safety-management evaluations for those contractors by October 2019. The company described providing a Safety Evaluation Form to support continued self-evaluation. | This is a historical example of one owner’s evaluation and improvement process, not a universal certification or present-day count. |
TSMC’s 2024 report also gives project-level activity figures for Taiwan: six joint toolbox meetings with more than 29,178 participants, and 12 emergency-response drills with 936 participants. These are TSMC-reported figures for its projects in 2024, not a benchmark for every fab or subcontractor. They show the scale of coordination and emergency-preparedness activity reported in that setting, but do not establish an individual contractor’s qualification threshold.
Treat approval as an ongoing operating responsibility
Passing an initial review does not remove the need to keep project records and performance current. TSMC’s 2020 evaluation example connected contractor assessment with continued self-evaluation; the 2024 report describes layered safety management. For a subcontractor, a practical response is to assign ownership for maintaining training records, closing corrective actions, tracking changes to the scope, and meeting the reporting and review expectations stated in the contract and site procedures.
When an assessment identifies a gap, record the requirement, responsible person, corrective action, due date, and evidence of closure. When project conditions change, determine whether the safety plan, risk assessment, worker training, permit, staffing, or schedule submission needs to change as well. Keep the owner or prime informed through the required channel rather than relying on informal assumptions about whether approval carries over.

A readiness check before pursuing a package
- Opportunity: The target fab, location, trade scope, likely start, and bid route are identified.
- Requirements: The firm has requested current procurement, onboarding, EHS, training, access, and commercial documents from the responsible owner or prime.
- Evidence: Safety leadership, written programs, training records, corrective-action practices, and relevant project experience can be documented.
- Project planning: The firm can develop the scope-specific safety and risk submissions required by the opportunity.
- Workforce: Supervisors and workers can complete the applicable courses, tests, screening, and permit steps on the required schedule.
- Commercial fit: Insurance, bonding, licensing, quality, staffing, equipment, and schedule requirements have been checked against the actual bid documents.
- Continuity: Someone is responsible for keeping records current and tracking changes and corrective actions during the work.
This check helps a firm decide whether it is ready to pursue a package and what to clarify next. It does not replace the owner’s or prime contractor’s formal qualification and award decisions.
