Construction cycles affect both cement and wood-panel manufacturers, but not in the same way. Cement demand follows ready-mix concrete and concrete products used across residential, nonresidential and public construction. Wood-panel demand—especially for oriented strand board (OSB)—is more directly tied to new-home building, so mortgage rates, housing affordability and buyer confidence can make its cycle sharper. The useful analysis is not to watch one housing number, but to match each indicator to the part of the construction pipeline and end market that a manufacturer actually serves.
What a construction cycle means for material producers
A construction cycle is the rise and fall of building activity over time. When developers, builders, governments and businesses approve and start more projects, demand for basic materials generally increases. When financing becomes expensive, sales slow or projects are postponed, material purchases can weaken. The timing is not identical for every product because orders occur at different stages and manufacturers sell into different markets.

A cement company can be exposed to apartment foundations, highways, factories, schools and other public works at the same time. A wood-panel producer may have a much larger share of sales linked to framing and sheathing in newly built houses. As a result, the same interest-rate or economic shock can produce different volume patterns, prices and capacity decisions for the two industries.

A U.S. housing indicator should not be treated as a complete measure of global construction or as a direct forecast of any particular company’s revenue. Product mix, plant locations, imports, customer inventories, pricing and company execution can change the outcome.

Which construction indicators matter?
The U.S. Census Bureau’s New Residential Construction program separates several stages of privately owned housing. Each answers a different question, and substituting one for another can lead to a false signal.
- Building permits: permits show that a local authority has authorized construction. They can provide an early indication of potential future work, but an authorized unit may not start immediately.
- Authorized-but-not-started units: this count identifies permitted homes that have not yet reached the construction stage. A rising backlog can indicate projects waiting on financing, labor, materials or a builder’s schedule.
- Housing starts: a start occurs when excavation begins for the footings or foundation. It marks the commencement of construction, not the date a permit was issued or a home was completed.
- Units under construction: this measures homes in the active building pipeline. It can remain elevated even after new starts slow because projects take time to finish.
- Completions: a completion marks finished units entering the available housing stock. It is a later-stage measure and can stay firm while starts are already declining.
These series are useful for wood panels because new-home framing and sheathing occur after a project moves from authorization into construction. They are less complete for cement analysis: housing is only one part of cement demand, while nonresidential buildings, infrastructure and public projects may follow separate schedules and funding cycles.
Why cement manufacturers are cyclical
The demand chain starts with construction
A 2026 SEC-filed cement-company annual report states: “Demand for cement is derived from the demand for ready-mix concrete and concrete products which, in turn, is dependent on the demand for construction.” The statement describes a downstream chain: construction activity creates demand for concrete products, concrete production requires cement, and cement plants therefore participate in the broader construction cycle.
Because cement is an ingredient in many concrete applications, a producer can receive demand from several subsectors at once. Residential construction contributes foundations, slabs and other concrete work. Nonresidential construction includes offices, warehouses, factories and institutional buildings. Public construction can include transportation, utilities and other government-funded projects. The balance among these categories differs by company and geography.
Historical U.S. demand declines reported in a company filing
The same 2026 filing reported declines in U.S. cement demand for three consecutive years. These are historical figures reported by the company, not a forecast and not a universal measure of every producer’s shipments.

| Year | Reported U.S. cement-demand change | How to read it |
|---|---|---|
| 2023 | Decline of 0.7% | Annual change reported in the 2026 SEC filing |
| 2024 | Decline of 5.2% | Annual change reported in the 2026 SEC filing |
| 2025 | Decline of 1.8% | Annual change reported in the 2026 SEC filing |
The sequence illustrates why a single year of housing data cannot explain cement results. A cement producer with substantial public-project or industrial exposure may experience a different volume path from a producer concentrated in private housing. Prices, imports, plant utilization and regional shortages can also offset or amplify a change in demand.
Why wood-panel manufacturers can feel housing cycles more directly
OSB and lumber follow the homebuilding pipeline
A 2026 SEC-filed wood-products interim report says: “New home construction activity in the U.S. is a significant driver of lumber and OSB demand in North America.” OSB is used extensively in structural sheathing, roof decking and subflooring. Those applications make the number and timing of new homes important to panel consumption, particularly when builders are purchasing material for active starts.

Completions are too late to serve as a standalone near-term purchasing signal because the panels were generally bought earlier in the build. A producer that sells heavily to repair, remodeling or industrial customers may have a different exposure than one focused on new single-family construction.
Financial and consumer conditions that can suppress panel demand
The wood-products filing identifies several risks to new-home construction and, by extension, wood-products demand:
- Mortgage rates: higher borrowing costs can reduce the number of buyers who qualify for a given monthly payment and can make builders more cautious about starting homes.
- Housing affordability: elevated home prices, rates or both can limit effective demand even when households need housing.
- Consumer confidence: uncertain households may delay a purchase, while builders may slow starts if sales traffic weakens.
- Employment and the wider economy: a slowdown can affect household formation, financing conditions and builders’ willingness to commit capital.
These factors can move faster than long-run demographic trends. They also affect different regions unevenly, so a national housing figure may hide stronger activity in one market and a sharper decline in another.

Do housing starts affect cement and wood-panel companies in the same way?
No. Housing starts are relevant to both, but they represent a narrower share of the cement market than of the new-home wood-panel market in the disclosures cited here. The comparison is best made across several dimensions.
| Dimension | Cement manufacturers | Wood-panel manufacturers |
|---|---|---|
| Primary demand path | Ready-mix concrete and concrete products used in construction | Lumber and OSB used substantially in new U.S. home construction |
| Construction mix identified in disclosures | Residential, nonresidential and public construction | Homebuilding, with new-home activity highlighted as a significant driver |
| What housing starts capture | One part of the addressable market | A closer indicator of a major end market, especially for structural panels |
| Other cycle influences | Public and infrastructure schedules, nonresidential investment, regional concrete demand | Mortgage rates, affordability, confidence, employment and builder purchasing |
| Geographic qualification | The cited demand history is U.S.-specific | The cited driver is U.S. homebuilding and North American lumber/OSB demand |
This does not establish a fixed percentage change in earnings for a one-percent change in starts. The cited filings explain demand pathways and risks, but they do not provide a universal elasticity that applies to every manufacturer.
How a cycle moves through the construction pipeline
Early slowdown: permits weaken first
When financing conditions deteriorate or buyers pull back, permits can soften before starts. For panel analysts, a sustained fall in permits may warn of fewer future sheathing orders, but the timing depends on the backlog of authorized projects. For cement, the signal is incomplete because commercial and public projects may continue even as residential permits decline.
Active slowdown: starts and orders respond
If builders do not convert permits into excavation, starts decline. That is the point at which future material consumption is more directly threatened. Panel demand can react as builders reduce production schedules or draw down inventories. Cement demand may weaken in residential work while remaining supported by other construction categories.
Late-cycle data: completions remain elevated
Homes already under construction can still reach completion after new starts have fallen. Completions therefore provide information about finished supply and the remaining work-in-progress pipeline, not a clean real-time measure of new material commitments. A manufacturer reading only completions could mistake a late-stage pipeline for renewed demand.

Recovery: starts improve before completions
In a recovery, permits and starts generally turn before completions because new projects must be authorized and begun before they can finish. Analysts should look for confirmation across stages rather than declaring a recovery from one monthly release. For cement, confirmation should also include nonresidential and public indicators relevant to the company’s footprint.

The Congressional Budget Office’s September 2024 housing-start outlook identifies population growth as the most important long-run driver of its projection. It also notes near-term restraint from high mortgage rates and the possibility that lower rates and pent-up demand could support activity. These statements serve different analytical purposes: population growth provides structural context, while rates and accumulated demand influence the timing of starts.
The CBO projected average annual U.S. housing starts of 1.68 million from 2025 through 2029 and 1.52 million from 2030 through 2033. Those figures are forecast averages published in 2024, not observed results or a guarantee for any manufacturer. A forecast can be directionally useful while actual starts, regional mix and material intensity differ from the assumptions.
| CBO projection period | Average annual U.S. housing starts | Status |
|---|---|---|
| 2025–2029 | 1.68 million | September 2024 forecast |
| 2030–2033 | 1.52 million | September 2024 forecast |
A practical framework for analyzing a manufacturer
1. Map the company’s end markets
Start with the company’s own geographic and product disclosures. For cement, identify the share associated with residential, nonresidential and public work where the filing provides it. For panels, determine how much exposure is tied to new housing versus repair, remodeling, industrial or other uses. Do not infer this mix from the product name alone.

3. Separate volume from price
Industry demand can fall while reported revenue holds up because prices rise, or revenue can weaken more than volume because prices decline. Keep company-reported volumes and prices separate from government housing indicators. A national starts number is not a substitute for a shipment or realization measure.
4. Check geography and capacity
U.S. totals may not represent the markets around a producer’s plants. Regional construction, transportation costs, imports and local capacity can create different conditions. A company with plants near active public projects may be less exposed to a housing downturn than one concentrated in a single homebuilding region.
5. Test alternative explanations
When results change, examine customer inventories, plant outages, weather, raw-material costs, energy, imports, acquisitions and pricing actions alongside construction data. The cited evidence does not establish that monthly starts alone determine earnings.
What investors and industry readers should watch next
- For wood panels: the direction of permits and starts, the gap between authorized and started units, mortgage rates, affordability, builder confidence and employment conditions.
- For cement: residential indicators plus nonresidential and public-project activity, regional shipment conditions and the company’s own market mix.
- For both: whether reported company volumes move with the relevant end-market measure, whether pricing changes the revenue result, and whether management describes inventory or capacity adjustments.
The most reliable conclusion comes from a sequence: identify the end market, select the indicator that corresponds to its stage, confirm the geography, and then reconcile the signal with company-reported volume and price data. That method avoids treating every construction decline as equally damaging to every material producer.
Key limitations when comparing sectors
The available company disclosures establish that construction is pro-cyclical and that housing is a significant driver for lumber and OSB. They do not provide a matched, company-by-company comparison of shipments, prices or earnings sensitivity. Nor do they show that a given change in U.S. starts produces the same change in cement or panel demand. Any investment or operating conclusion should therefore be presented as a company-specific assessment rather than a mechanical industry rule.
