How Commercial Development Can Affect Nearby Home Values

Commercial development has no universal effect on nearby home values. Research findings vary by project type, distance, access, neighborhood conditions, and method.

Commercial development can raise, lower, or have no clear effect on nearby home values. New retail may make shopping and services more accessible, while traffic, noise, industrial activity, or other local costs may weigh on buyers’ willingness to pay. The outcome depends on the project, its distance and access routes, and the neighborhood’s starting conditions—not on a universal percentage.

One 2019 study found positive associations between retail development and nearby housing values that weakened with distance. Other studies found no systematic relationship across nonresidential uses or reported negative associations for some nearby uses. Those findings describe different places, projects, periods, and methods; none is a reliable price forecast for a particular address.

Why commercial development can push values in either direction

A home’s market price reflects what buyers are willing to pay for its location as well as the property itself. A nearby project can change that location’s perceived advantages and costs. Whether the net result is positive, negative, or hard to distinguish depends on how residents experience the development and how buyers value those effects.

Potential benefits: access and convenience

Retail and other commercial uses can bring shops, services, or employment closer to homes. Easier access may make an area more useful to some buyers and reduce the effort or travel involved in reaching everyday destinations. If the development adds something residents value without imposing comparable costs, that advantage may be reflected in what buyers are prepared to pay.

Access is not determined by distance alone. A project may be physically close but awkward to reach, or farther away yet convenient because of the route and connections. The practical effect can also differ between households: a nearby service may matter to one buyer and little to another. A project’s name or category, by itself, does not establish how much local residents will value it.

Potential costs: activity and disruption

Commercial activity can also bring traffic, noise, industrial operations, or other local disamenities. These may make a nearby location less attractive to some buyers, especially where homes are exposed to the activity or its routes. The relevant question is not just what is built, but how people living nearby encounter it.

These effects need not reach every home equally. The homes closest to an active site, or those affected by its access routes, may experience a different balance of convenience and disruption from homes farther away or oriented toward another part of the neighborhood. The research discussed below supports considering distance and context; it does not establish a fixed radius within which every property gains or loses value.

The neighborhood’s starting point matters

A project enters an existing market, not a blank slate. Nearby amenities, existing commercial activity, travel costs, and local market conditions influence how buyers perceive an additional development. The same type of project can therefore have different implications in different places. A proposal that fills a local gap may be regarded differently from one that adds activity or uses the area already has in abundance.

This is why “commercial development” is too broad a category to predict a price effect. A retail project and an industrial use do not offer the same combination of access, activity, and possible disruption. Project size matters too: the 2019 retail study described below reported that its estimated positive effect was affected by project size, but it does not provide a general formula to apply to a new proposal.

What the studies found—and what their estimates mean

The available studies do not point to a single result that applies to all nonresidential development. Their findings vary with the land use, geography, period, and method examined. They are useful context for understanding possible effects, not a calculator for estimating a home’s future sale price.

Retail development: positive estimates that diminished with distance

Antti Kurvinen and Jon Wiley’s 2019 study, “Retail Development Externalities for Housing Values,” used property registry records for retail developments and residential sales, along with propensity-score matching. The authors estimated housing-value increases of 1.5% within 0.5 kilometer and 0.6% within 1.0 kilometer. They reported that the positive impact diminished with distance and was also affected by project size.

Those percentages are estimates from that study’s method and studied market; they are not promised gains for homes at those distances elsewhere. They do not show that every retail project raises values, that every home within either band receives the same change, or that distance alone predicts the effect. A homeowner should not add 1.5% or 0.6% to an asking price simply because a proposed retail development is nearby.

Nonresidential uses: no systematic relationship in one study

David M. Grether and Peter Mieszkowski’s 1978 Caltech working paper examined 16 market experiments around industrial, commercial, high-density residential, and highway uses. It reported no systematic relationship between nonresidential land use per se and housing prices.

That finding is not proof that development never affects housing values. It says the study did not find a consistent relationship attributable to nonresidential use in the settings and analysis it examined. Its range of uses and 1978 date also differ from a specific contemporary retail proposal, so it should not be treated as a direct test of every project a homeowner might face.

San Francisco Bay Area: accessibility and proximity can pull differently

Kara Maria Kockelman’s 1997 study of San Francisco Bay Area census tracts found that accessibility and travel costs affected land and dwelling-unit values. In many models, after controlling for travel costs, high proximity to industrial land uses and commercial activity depressed values.

This geographically and historically specific result highlights a distinction important to interpreting nearby development: access can be valuable while proximity to some activity can be a cost. The study does not establish that commercial proximity lowers prices in every neighborhood, or that its Bay Area findings can be transferred to another market without local evidence.

The evidence base has limits

Homes England’s 2025 report, “Measuring the Placemaking Impacts of Commercial-led Regeneration,” says there is “minimal substantive research” into the wider external impact of commercial development on local property values, including little evidence about whether development enhances or reduces those values and the magnitude of any impact. The report’s own analysis focused on commercial property values and excluded nearby house prices. It is therefore evidence of a gap in the residential evidence base, not an estimate of what happens to nearby homes.

Taken together, these studies support a careful conclusion: retail development has been associated with positive nearby housing-value estimates in one study; other research found no systematic relationship across nonresidential uses or negative proximity associations in many Bay Area models. Differences in findings are not proof that one result cancels out the others. They concern different settings, development types, dates, and research methods.

How to assess a specific proposal near your home

If you are comparing a home or trying to understand a proposed project, examine the proposal and neighborhood on the same dimensions. Separate established project facts from forecasts, assumptions, and unanswered questions. This makes the comparison more useful than relying on a general claim that development always raises or lowers nearby prices.

  1. Identify the actual use. Determine whether the proposal is retail, industrial, a mix of uses, or another nonresidential category. “Commercial” alone does not explain what activity will take place or what nearby residents may experience.
  2. Look at the project’s scale. Compare the size and scope of the proposal with other projects being considered. The 2019 retail study found that project size affected its estimated impact, but the reviewed studies do not supply a universal size-to-price formula.
  3. Measure distance and consider exposure. Note how far homes are from the site, but also consider their relationship to the development and its access routes. The retail study’s estimates weakened between the 0.5-kilometer and 1.0-kilometer bands, but they do not validate distance as a stand-alone prediction rule.
  4. Examine access and travel costs. Consider how residents would reach the project and whether the proposal changes the convenience of reaching shops, services, jobs, or other destinations. Kockelman’s Bay Area study found that accessibility and travel costs affected values, so access is a meaningful comparison dimension—not a guarantee of a price increase.
  5. Consider likely local disamenities. Identify the traffic, noise, industrial activity, or other effects that may accompany the use. Distinguish documented project details from projections; the studies do not establish the magnitude of a particular project’s effects without local evidence.
  6. Assess the neighborhood before the project. Record existing amenities, commercial activity, travel conditions, and market circumstances. A proposal’s likely meaning depends partly on what is already available and how the surrounding area functions.
  7. Compare like with like. When weighing two proposals, use the same dimensions—use mix, scale, distance, access routes, potential disamenities, and existing neighborhood conditions. Do not compare one project’s confirmed features with another’s most optimistic or most adverse projections.

This checklist helps organize the question; it does not convert the studies into a property valuation model. The reviewed evidence supports no universal percentage formula for a specific home, and the retail estimates should not be blended with the other findings into a single average.

What a homeowner can—and cannot—infer

A nearby project can be relevant to a home’s market appeal, but the available evidence does not tell an individual owner exactly how a sale price will change. A study-level association is not a certain causal prediction for one address. Prices also reflect the property and market conditions beyond the project, so a neighborhood-level result should not be presented as a guaranteed outcome for a particular home.

If you need an estimate for one property, a local, property-specific valuation may help assess its circumstances. That valuation answers a different question from the area-level studies: it concerns the home and its market context, rather than establishing a general causal effect for commercial development. The valuation should not be mistaken for proof that a project caused a particular change.

Finally, a price effect is not a complete measure of what development means for residents. Market prices reflect the advantages and costs buyers recognize and are willing to pay for; they do not by themselves describe every effect on people who already live nearby. Keeping those questions distinct avoids treating a home-value estimate as a full account of a project’s local impact.
