How Commercial Bay Rewired Auckland’s Waterfront—and What Actually Changed

Commercial Bay transformed Auckland’s waterfront by replacing an older shopping-centre site with a mixed-use precinct that combines retail, hospitality, offices, hotel accommodation and public laneways beside the city’s rail, bus and ferry connections. It opened on 11 June 2020. The project made the connection between Queen Street, Britomart and the Waitematā waterfront more direct, but it was one part of a wider public programme rather than the sole cause of Auckland’s waterfront renewal.

For visitors, the result is a place to arrive by public transport, eat, shop, work, stay and continue on foot toward the harbour. For Auckland, the important change is urban rather than simply commercial: a formerly inward-looking retail site now operates as a link between the central business district and a sequence of waterfront public spaces.

What is Commercial Bay in Auckland?

Commercial Bay is a mixed-use waterfront precinct in central Auckland developed by Precinct Properties. Its built form combines three levels of retail and hospitality with five major office buildings, public laneways and close connections to rail, bus and ferry hubs. The InterContinental Auckland hotel opened within the precinct in 2024.

The development is therefore more than a shopping centre. A visitor can arrive from the Queen Street retail area, walk through the laneways toward Britomart and the harbour, use the dining and hospitality spaces, or continue into the wider waterfront network. Office workers, hotel guests, commuters and day visitors use the same connected public realm at different times.

Precinct Properties’ current property description says the centre has more than 120 retailers and dining options. Its separate case study uses a different category and says there are over 100 retailers, bars and restaurants. Those figures should not be treated as contradictory counts of exactly the same thing: the first includes dining options in a broader current listing, while the second describes retailers, bars and restaurants in the case-study format.

The owner also reports more than 13 million annual visitors, with more than half described as domestic and international tourists. That is an owner-reported estimate, not an independently audited footfall series, so it is best used to indicate the precinct’s intended scale and reach rather than as a definitive measure of Auckland visitor traffic.

When did Commercial Bay open?

Precinct Properties announced that the retail centre officially opened on 11 June 2020. At the opening, chief executive Scott Pritchard called it “a significant milestone for our business and Auckland’s city centre precinct.” The date marks the opening of the retail component; the precinct’s mixed-use role continued to develop as offices, public connections and later the hotel became part of the experience.

The InterContinental Auckland opened inside the precinct in 2024. Precinct’s case study estimates that the wider development accommodates about 10,000 professionals and that the hotel’s opening brings another 1,000 people to the precinct each day. Both figures are developer estimates, not independent employment or daily-occupancy counts.

What changed on the former shopping-centre site?

Commercial Bay replaced an earlier shopping-centre arrangement with a denser, mixed-use block. The change matters because different activities now support one another: offices supply a weekday population, retail and restaurants serve workers and visitors, the hotel adds overnight accommodation, and public laneways provide routes through the site rather than ending at a single enclosed mall entrance.

The central-waterfront prospectus from Auckland Economic Development lists 39,000 square metres of office space and 18,000 square metres of retail and hospitality space for the development. It also lists a 180-metre tower height and a 5 Star Green Star rating. These are project specifications presented in the prospectus; they are not measures of the economic performance of the precinct.

A route between city and harbour

The precinct is planned as an urban laneway experience. Its routes help connect the Queen Street retail area and Britomart with nearby waterfront spaces instead of treating the harbour edge as a separate destination. That design intent is why Commercial Bay is often discussed as an urban connection as much as a retail project.

On the ground, the practical effect is straightforward: a person arriving near the central transport hubs can move through a sequence of retail, food, office and open-air spaces and continue toward the waterfront. The development does not eliminate the city’s existing streets or public spaces; it adds another leg to the walking network between them.

How does Commercial Bay connect to trains, buses and ferries?

Commercial Bay sits beside Auckland’s central rail, bus and ferry connections. The precinct’s relationship with Britomart is particularly important: the transport hub, Queen Street shopping area and harbour-side destinations are within the same walkable central-city cluster.

  1. Arrive by rail: Use the central rail connection associated with Britomart, then follow city wayfinding toward Commercial Bay and the waterfront.
  2. Arrive by bus: From the nearby central bus stops, walk toward the Queen Street–Britomart area; Commercial Bay’s laneways provide a route onward to the harbour.
  3. Arrive by ferry: From the ferry side of the central waterfront, walk inland toward Commercial Bay, or use the precinct as a stop before continuing along Quay Street and the waterfront spaces.
  4. Continue on foot: Treat Commercial Bay as part of a longer route linking Queen Street, Britomart, Te Komititanga, Quay Street and the Viaduct Basin rather than as an isolated destination.

Exact transport routes and service patterns change, so visitors should check current operator information on the day. The enduring point is the location: the precinct was built beside the city’s established transport interchange, not as a detached suburban retail centre.

What shops, restaurants and visitor services are in Commercial Bay?

The available descriptions establish the scale and mix of the offer, not a permanent tenant list. Precinct Properties currently describes more than 120 retailers and dining options, while its case study refers to over 100 retailers, bars and restaurants. Tenants can change, so a particular shop should be confirmed through the precinct’s current directory before travelling.

The hospitality component serves several audiences: office workers during the day, visitors exploring the waterfront, evening diners and hotel guests. The hotel adds accommodation within the same block, while the public laneways make the dining and retail offer part of a broader pedestrian route.

Commercial Bay’s owner-reported visitor estimate and tourist share indicate that the centre is designed for more than the weekday office population. They do not, however, establish how many visits are unique people, how long visitors stay, or how much spending is generated for surrounding businesses.

What is the history behind the name Commercial Bay?

The name refers to the southern shore of the Waitematā Harbour, where transport, trade and commerce shaped Auckland’s early waterfront. Precinct’s historical account says “Commercial Bay” described the strong trading activity along the foreshore in the late 1800s.

The geography was useful but difficult. The beach was shallow, which made unloading cargo close to shore challenging, even though deeper water farther out provided anchorage. That tension between a convenient landing place and difficult shallow water helped define the working waterfront before modern wharves and transport infrastructure altered the shoreline.

Precinct Properties reintroduced the historic name for the modern city-centre development. The name therefore does two jobs: it recalls the trading landscape that occupied the foreshore and identifies a contemporary commercial district built on a substantially changed urban edge.

How Commercial Bay fits Auckland’s wider waterfront transformation

Commercial Bay is a visible private development, but Auckland’s waterfront change was delivered through a combination of private construction and public-space investment. Auckland Council’s Downtown Programme involved six projects, including work around the central city and waterfront. The council says Auckland Transport and Auckland Council invested NZ$350 million across those six projects, with NZ$42 million provided by central government.

That programme-wide figure is not Commercial Bay’s development cost. It covers the group of public projects and should not be attributed to the precinct alone. The distinction matters because a new private building can open onto streets, parks and transport connections funded through separate public decisions.

Auckland Economic Development’s current central-waterfront prospectus presents an even broader area view: it reports more than NZ$2.2 billion in private investment underway and NZ$350 million in public upgrade investment in the central waterfront area. Those figures cover the wider area, not just Commercial Bay, and they use a different scope from the Downtown Programme totals.

The public places around the precinct

The surrounding network includes Te Komititanga, the restored Chief Post Office, Amey Daldy Park, Te Wānanga, Quay Street and the Viaduct Basin. These places give people reasons to keep walking after leaving the precinct and help turn the waterfront into a connected civic destination rather than a collection of separate developments.

Eric Van Essen, programme director for the Downtown Programme, described the goal as “a meeting place where the land connects to the sea, and where people can gather and look out over our beautiful Waitematā Harbour in the heart of the city.” The statement captures the public-space ambition, but it should not be read as proof that Commercial Bay alone delivered every nearby upgrade. Auckland Council attributes the broader work to the Downtown Programme and its associated projects.

What did Commercial Bay transform—and what did it not?

Changes the project clearly represents

  • A former shopping-centre site became a mixed-use precinct with offices, retail, hospitality, public laneways and a hotel.
  • The development strengthened the physical link between Queen Street, Britomart, central transport hubs and the waterfront.
  • Large office and hospitality components added people to the area beyond traditional shopping hours.
  • The historic Commercial Bay name returned to a contemporary waterfront district.

Claims that require caution

  • The more than 13 million annual visitors figure is an owner-reported estimate, not independently audited footfall.
  • The 10,000 professionals and 1,000 additional daily people associated with the hotel are developer estimates.
  • The NZ$350 million Downtown Programme figure and the broader NZ$2.2 billion private-investment figure describe different geographic and programme scopes.
  • The available figures do not establish Commercial Bay’s independent effect on retail sales, employment across the wider waterfront or the city-centre economy.

This distinction does not diminish the project’s physical importance. It explains it accurately: Commercial Bay is a major private anchor within a larger public and private waterfront transformation.

What is planned next around the waterfront?

Auckland Council has discussed the Downtown Car Park redevelopment as a separate future project. It should not be described as completed Commercial Bay work. Council material from 2023 discusses plans and outcomes subject to council processes, so the project’s status and final form should be checked against current council decisions before making a visit or development claim.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For readers trying to understand the waterfront as it exists now, the completed and operating elements are the Commercial Bay precinct, its offices, retail and hospitality levels, public laneways, the 2024 hotel opening and the surrounding public-space connections. Future proposals belong in a separate planning timeline.

Why the project matters to Auckland visitors and workers

Commercial Bay changes how the central waterfront is experienced. A visitor can combine a rail, bus or ferry arrival with food, shopping, a hotel stay and a walk through civic spaces without making separate trips to disconnected districts. Office workers gain a concentrated set of services near the transport interchange. Hotel guests are located inside the same network used by commuters and day visitors.

Its significance is ultimately connective. The project did not create Auckland’s harbour, public transport system or entire waterfront programme. It supplied a dense private destination at the point where those systems meet, helping the central city read as one continuous route from Queen Street to the Waitematā rather than as a series of barriers between downtown and the water.
