How Cement Plants Can Reduce Fuel Costs Without Compromising Clinker Quality

Fuel savings depend on useful heat, preparation costs and stable combustion—not simply the cheapest fuel or highest alternative-fuel substitution rate.

Cement plants can lower fuel costs by comparing fuels on delivered cost per unit of useful heat, reducing avoidable moisture and preparation losses, improving fuel feeding and combustion, and recovering heat where the plant can use it. Alternative fuels may reduce fuel expense, but their moisture, heating value, particle size, reactivity and ash chemistry can raise heat demand or disturb kiln operation. The practical objective is therefore not the highest possible substitution rate: it is a lower total cost per tonne of clinker while maintaining stable operation, emissions compliance and the plant’s clinker-quality requirements.

Compare fuels by useful heat, not price per tonne

A low purchase price does not necessarily make a fuel economical. Moisture and low calorific value mean less of the delivered mass becomes useful kiln heat; coarse or less-reactive particles may burn less completely or more slowly. Drying, grinding, storage, metering and handling add costs, too. A sound comparison includes the whole route from receipt to stable heat release in the kiln system.

Start with the fuel’s lower heating value (LHV), which expresses the heat available after accounting for water vapor in the combustion products. Then compare cost per unit of usable heat, not just cost per tonne. In simplified form, divide the delivered cost per tonne by the fuel’s LHV per tonne. That calculation is a first screen, not a final cost estimate: it does not account for plant-specific combustion performance, preparation, feed-system changes, emissions controls, downtime or effects on clinker output and quality.

The European Commission Joint Research Centre’s 2013 BAT reference document reports that two otherwise identical kiln systems using hard coal and lignite differed by nearly 100 MJ per tonne of clinker because of fuel quality. It also gives an example in which finely ground coal had more than 300 MJ per tonne of clinker lower energy demand than a low-reactivity or coarse fuel. These are reported reference observations—not savings forecasts for a particular plant. They show why fuel properties and preparation matter alongside purchase price.

Build a whole-cost comparison

For each existing or candidate fuel, calculate the cost at the plant boundary and per tonne of clinker. Include expenses and operating consequences that can change the apparent price advantage:

  • Delivered purchase price, freight, unloading and storage.
  • Drying, grinding, screening, shredding, blending, metering and feeding.
  • Extra energy used in preparation and fuel-handling equipment.
  • Changes in kiln heat consumption, throughput, stability or maintenance.
  • Potential emissions-control, bypass, cleaning or residue-management costs.
  • Any change in clinker quality, cement performance or saleable output.

Keep the accounting boundary consistent. A price-per-tonne comparison for one fuel should not be set against a cost-per-tonne-of-clinker figure for another without converting both to the same basis.

Establish a reliable plant baseline first

Before changing the fuel mix, document how the kiln system performs under current conditions. The GCCA/ECRA protocol distinguishes fuel fed directly to the kiln or calciner from fuel consumed for drying or preparing kiln fuels. That distinction helps prevent preparation energy from disappearing from the comparison. Collect data at plant level and keep the same system boundary across the baseline and any trial.

  1. Separate fuel streams. Record kiln and calciner fuel by type, and identify fuels used for drying or preparation rather than direct kiln firing.
  2. Record actual quantities and LHV. Use measured fuel quantities and representative LHV data, along with moisture measurements. For variable fuels, make the sampling and averaging approach consistent and representative of the material actually fed.
  3. Calculate specific thermal energy use. Express thermal energy per tonne of clinker, alongside fuel cost per tonne of clinker. Track production and operating conditions so that a change in output or kiln stability is not mistaken for a fuel-efficiency improvement.
  4. Capture quality and operating context. Preserve the plant’s established quality indicators and relevant kiln operating data for the baseline period. They will be needed to assess whether a fuel change affects the product or process.

The GCCA/ECRA protocol provides a reporting framework; it does not establish a universal sampling schedule or plant-specific acceptance limits. Use the facility’s quality system and measurement procedures, and check that changes in fuel or feed are reflected in the data rather than hidden by inconsistent accounting.

Characterize candidate fuels for heat, feeding and chemistry

A candidate fuel should be assessed as a process input, not treated as interchangeable with coal or another established fuel. The European Commission JRC identifies moisture, calorific value, reactivity and coarseness as factors that affect kiln energy use. Other constituents can influence combustion, deposits, emissions and the chemistry of the clinker.

Obtain representative information on LHV, moisture, particle-size distribution, reactivity, ash content and ash chemistry, sulfur, chlorine, metals and other constituents relevant to the plant’s fuels, raw mix, permits and equipment. Confirm that the supplier can provide a reliable quantity and consistent specification over time. A sample that performs well once is not evidence that an inconsistent stream can be fed safely and economically at scale.

The Energypartnership China cement-sector guideline (2022) presents an average calorific value of 20–22 GJ per tonne of fuel as needed for kiln firing and notes that precalciners may integrate lower-calorific fuels, with an approximate lower value for that application. Treat this as guideline context, not a universal acceptance specification: the acceptable fuel depends on the kiln configuration, fuel properties, feed point and operating conditions.

Reduce avoidable heat demand and preparation losses

Manage moisture where it pays

Water entering with fuel or raw materials can consume heat as it is warmed and evaporated. Where moisture reduction is practical, compare the cost and energy required for drying with the resulting reduction in kiln demand. NITI Aayog’s 2022 report identifies reducing input moisture and using recovered heat for predrying as energy-efficiency measures. Whether either measure is worthwhile depends on the plant’s existing equipment, available heat, material properties and operating condition.

Measure moisture on representative samples rather than relying on a supplier’s nominal figure or a single reading. An industrial moisture analyzer may be relevant to process control, but instrument choice and performance must be established for the actual material and operating environment; no particular model or accuracy follows from the general recommendation to track moisture.

Match preparation to the fuel and feed point

Particle size and reactivity affect how rapidly fuel burns. Fuel that is too coarse or slow-burning may not release its heat where and when the kiln system needs it. Improving grinding, shredding, screening or blending can help, but consumes energy and adds equipment, maintenance and handling costs. Assess the net result rather than assuming finer preparation is always economic.

Feed consistency matters as much as the laboratory specification. Metering and delivery should avoid large swings in fuel quantity, heating value or particle size. Poorly controlled feeding can create unstable combustion and make it difficult to interpret changes in heat consumption or clinker quality. The required equipment and controls vary by fuel and plant design.

Recover heat only where there is a usable sink

Dry-process kilns, preheaters and precalciners are among the measures NITI Aayog identifies in its 2022 discussion of cement energy efficiency. Waste heat may also support fuel or raw-material predrying where the temperature, quantity and timing of available heat match the drying demand. A recovery project should be evaluated against the plant’s actual operating profile, required capital and maintenance, and the energy it displaces. The presence of a hot gas stream alone does not establish a worthwhile saving.

Use alternative fuels without treating substitution as a target

Thermal substitution rate (TSR) describes the share of kiln thermal energy supplied by alternative fuels. Raising TSR can reduce dependence on conventional fossil fuel, but the percentage alone says little about total cost or operating risk. Alternative fuels with high moisture or low heating value can increase thermal demand; preprocessing can consume energy and money. High chlorine and sulfur can contribute to coating and build-up in kiln-inlet areas, while variable supply or feeding can make stable operation harder.

Fuel ash also enters the process. Its constituents can affect clinker composition and may require adjustments to the raw mix. Large or variable particles may not burn out before reaching the clinker bed. Reducing conditions or cooling in the sintering zone can impair combustion and affect product formation. The Cement Manufacturers Association’s technical material and Holtec Consulting’s 2024 discussion both identify fuel and process factors that make quality management essential; neither supports a single substitution percentage that is safe or economic for every plant.

The Energypartnership China guideline states that high alternative-fuel substitution rates of 65% and more might lead to operational problems in the kiln system. This is a caution in that guideline, not a universal threshold. A plant’s feasible rate depends on fuel characteristics, kiln and calciner design, feed systems, raw materials, controls and permit conditions.

Interpret published cost examples cautiously

Holtec Consulting’s 2024 article gives illustrative fuel costs for coal plus alternative fuels of US$21.6 per tonne of clinker at 10% TSR, US$21.0 at 15% TSR and US$21.1 at 20% TSR. The article also includes a 100% coal comparison, but these examples do not establish a transferable benchmark or a universal trend. They illustrate why a higher substitution rate does not automatically produce a lower fuel cost: the result is specific to the cases and assumptions presented.

At industry scale, NITI Aayog reported in 2022 that coal supplied 70% of global cement-industry thermal fuel demand, oil and natural gas 24%, and biomass and waste fuels 6%. The same report attributed 30–35% of cement emissions associated with pyro-processing to fossil-fuel combustion. These are report-level global figures, not a description of an individual plant’s fuel mix or emissions profile.

Trial changes with process and quality controls

Change one practical variable at a time where possible, and define the test conditions before increasing a new fuel’s contribution. Plant-specific trials help separate the effect of fuel properties from changes in production, raw mix, operating settings or feed consistency. The sources identify relevant risks but do not prescribe one universal test schedule.

  1. Set acceptance criteria. Establish acceptable ranges for the candidate fuel’s moisture, LHV, particle size and relevant chemical constituents, based on plant equipment, process controls, product requirements and local permits.
  2. Confirm feed-system readiness. Check storage, preparation, metering and injection arrangements for the fuel’s physical form and variability. Verify that operators can control its feed consistently.
  3. Introduce the fuel in a controlled trial. Keep records of fuel quantities and properties, preparation energy, kiln operation, production and quality indicators. Avoid interpreting a short or unstable run as a dependable saving.
  4. Watch combustion and deposits. Assess whether fuel burns out as intended and whether kiln-inlet coating, build-up, cleaning or bypass requirements change. Maintain stable, oxidizing combustion and follow the plant’s operating and safety procedures.
  5. Test clinker and review the economics. Use the plant’s established quality system to assess free lime and relevant chemical and physical indicators. Recalculate net fuel cost and specific thermal energy use per tonne of clinker using the same boundary as the baseline.
  6. Scale only after verification. Increase the contribution only when operation remains stable, product requirements and emissions limits are met, supply is dependable, and the measured cost benefit persists under representative conditions.

Holtec Consulting states that “Regular testing and analysis of raw materials is key and ensures compliance with quality standards.” For fuel substitution, the practical implication is to evaluate fuel ash and other relevant inputs alongside raw materials, while using the facility’s established controls for clinker quality. The appropriate test frequency and acceptance thresholds are plant-specific.

Track a balanced set of operating and economic indicators

Fuel cost alone can reward a change that increases heat demand, reduces throughput or creates quality problems. Review process, cost and product measures together, using consistent definitions and plant boundaries.

Measure What it helps reveal
Fuel quantity, LHV and moisture by stream Whether the delivered mix and its effective heat input changed, including fuel used for preparation.
Specific thermal energy per tonne of clinker Whether the kiln system’s heat requirement changed, independent of price per tonne of fuel.
Net fuel and preparation cost per tonne of clinker Whether purchase savings remain after transport, processing and operating costs are included.
Fuel feed consistency and kiln operating stability Whether variability or combustion changes are affecting reliable operation.
Clinker free lime and relevant chemistry and physical indicators Whether product quality remains within the plant’s established requirements.
Emissions compliance and cleaning or bypass needs Whether the fuel change introduces compliance or kiln-inlet management consequences.

Review trends over periods that reflect normal fuel and production variability. An apparent reduction in cost during a period of lower output, different clinker production or atypical fuel quality is not enough to establish a durable process improvement.

Account for local limits and plant-specific economics

There is no universal best fuel, TSR target, payback period or guaranteed savings figure established by the cited technical and industry material. The JRC BAT document is an EU technical reference, not a substitute for local permits. The NITI Aayog figures describe a global context. The Holtec figures are illustrative consulting cases. Each plant must account for its own kiln and calciner configuration, raw-material chemistry, equipment condition, fuel contracts, supply reliability, emissions requirements and cement-quality standards.

A fuel choice is ready to scale only when it performs on a like-for-like basis against the existing operation: total cost is lower, specific heat consumption and throughput remain acceptable, clinker meets requirements, emissions obligations are met, and the fuel can be supplied and fed consistently. If any of those conditions is unresolved, continue with characterization and controlled trials rather than optimizing for a substitution percentage alone.
