Bridge construction sites are made safer by planning for the hazards of each work phase, separating workers from traffic and equipment where feasible, protecting people from falls and impalement, and keeping routes for drivers, pedestrians, and cyclists safe and accessible. The right measures depend on the bridge, site, project phase, and rules adopted by the responsible authorities; a project-specific safety and traffic-control plan must guide the work.
Why bridge-site safety has to change as work progresses
A bridge project does not present one fixed set of hazards. Site setup, demolition or repair, foundations, substructure, deck and steel work, finishing, and removal of temporary works each change where workers, equipment, materials, and the public are located. A control that works for one phase may not address the next phase’s risks.
OSHA identifies falls, electrical hazards, struck-by incidents, and caught-between hazards among the common dangers in highway work zones, which include bridge work. Workers may be exposed to activity inside the work area as well as traffic passing alongside it. The OSHA highway work-zone overview provides this broader hazard frame; it is not a project-specific hazard assessment.
How crews plan around changing hazards
Before work begins, the project team needs to consider how each stage affects workers, road users, access, and the surrounding site. Temporary traffic control is part of that planning—not simply a sign layout prepared after the work area is occupied. FHWA’s MUTCD principles call for planning appropriate to the project’s complexity, with attention to both worker safety and road-user movement.

- Identify the hazards and access needs for each work phase, including risks from traffic and equipment inside the site.
- Plan traffic arrangements and temporary routes for the actual site layout and changing work limits.
- Coordinate the plan with the public authority responsible for the roadway and confirm which standards and approvals apply.
- Reassess arrangements as work, traffic patterns, or access points change; a plan for one phase should not be assumed to fit the next.
The current MUTCD edition is the 11th Edition with Revision 1. FHWA says Revision 1 took effect March 5, 2026. State adoption and local or project requirements matter too, so crews and project teams should verify the rules in force for the specific location.
How workers are protected from falls, platforms, and water hazards
Temporary work bridges and docks
A temporary work bridge or dock used to help construct a bridge or load and unload materials and equipment onto barges can fall under OSHA’s construction scaffold requirements. OSHA’s February 9, 2004 interpretation on work docks and bridges says that applicable scaffold and fall-protection requirements must be considered.

Work over water also brings lifesaving provisions into play. That interpretation identifies Coast Guard-approved life jackets or buoyant vests, ring buoys with line, and a lifesaving skiff immediately available among the provisions it discusses. This is not a complete checklist for every bridge site: employers must determine the requirements that apply to the actual work and conditions.
Elevated work and protruding reinforcing steel
OSHA’s December 9, 2002 interpretation on work bridges in concrete construction treats a temporary work bridge used as an elevated work platform as a scaffold, regardless of what a manufacturer calls it. The interpretation also addresses fall protection under scaffold rules and the hazard of workers falling onto protruding reinforcing steel.

OSHA quotes 29 CFR 1926.701(b) in that letter: “all protruding reinforcing steel, onto and into which employees could fall, shall be guarded to eliminate the hazard of impalement.” The letter is an interpretation; the applicable regulation and standards in force, along with site-specific design and conditions, govern the work.
How work areas are separated from traffic and equipment
Bridge workers may face hazards from construction vehicles and equipment within the work area as well as vehicles passing nearby. Project planning should consider how workers are separated from moving traffic where feasible and how the work area, equipment movements, and public roadway interact. No single barrier or device controls every hazard, and the appropriate arrangement depends on the project.

For covered Federal-aid highway projects, FHWA’s Work Zone Safety and Mobility Rule sets minimum requirements and guidance concerning positive protection between work space and motorized traffic, temporary traffic-control devices, use of uniformed law enforcement, and contract pay items for those provisions. The rule’s scope matters: it does not mean every listed measure is required on every bridge job. State, local, and project-specific rules may add requirements.

A bridge project’s public-safety plan needs to account for more than motorists. Temporary traffic control must consider bicyclists and pedestrians, including people with disabilities, when normal roadway functions are disrupted. FHWA’s current-edition page identifies the operative MUTCD edition, while its Part 6 text on temporary traffic control explains foundational principles. Because that linked Part 6 PDF is the December 2023 text, check the current edition and Revision 1 for operative wording and prescriptive details.

Depending on the project, the plan should address lane shifts or closures, detours, pedestrian and bicycle routes, access to adjacent properties, and changes as the work advances. Routes need to be considered for continuity and accessibility as well as traffic flow. The agency-approved plan and current standards determine the site-specific layout; there is no universal detour or sidewalk arrangement suitable for every bridge.
What the available work-zone fatality figures do—and do not—show
FHWA reported 891 work-zone fatalities in 2022 and, separately, 94 highway-worker occupational fatalities in roadway construction sites that year. The figures appear in FHWA’s April 4, 2024 article. They describe different populations: the first is a work-zone fatality count, while the second is occupational fatalities among highway workers in roadway construction sites. Neither figure is specific to bridge construction or a count of injuries.
