How Border Barriers Can Change Flooding, Drainage, and Wildlife Movement

Raised patrol roads can obstruct established water flows, while pedestrian panels can divide habitat and wildlife corridors. GAO’s southwest border examples show why effects depend on location, infrastructure, and date.

Border infrastructure can alter water flow when a raised road or other obstruction crosses a natural drainage path, and it can restrict wildlife movement when pedestrian barrier panels divide habitat or travel corridors. The effects depend on the barrier type, terrain, watercourse, species, and location; the documented examples do not show that every barrier causes flooding or affects every species.

What the southwest border examples show

A U.S. Government Accountability Office (GAO) review examined border barrier construction by Customs and Border Protection (CBP) and the Department of Defense (DOD) from January 2017 through January 2021, as well as agency assessments and actions after a construction pause in January 2021. During that four-year period, the agencies installed about 458 miles of border barrier panels. Eighty-one percent of those miles replaced existing barriers, and more than 62 percent were on federal lands. These are historical construction figures for the period GAO reviewed, not a count of all border barriers or a current inventory.

The installation figures describe the scale of construction, not its environmental results. GAO’s examples instead illustrate specific ways infrastructure and construction work can affect a landscape: a raised patrol road can obstruct water flow, while pedestrian panels can separate habitat and cross-border travel routes. Other reported concerns included cultural resources, water sources and flooding, wildlife migration and habitat, vegetation and invasive species, and erosion.

How a road or barrier can change drainage

Rainwater moves across land along paths shaped by elevation and terrain. If a raised road crosses one of those paths, it can act as an obstacle: water arriving during heavy rain may meet the roadway rather than continuing along its previous route. Depending on local conditions, that can redirect flow, hold water back, or contribute to flooding. GAO quoted the agency’s warning that “The barrier system itself can disrupt the natural flow of water in heavy rain events.” The statement identifies a possible mechanism, not a finding that flooding increased everywhere along the border.

The distinction between the physical barrier and associated construction matters. A panel, patrol road, levee, lighting installation, drainage feature, or construction site can interact with the land in different ways. In one place, the raised road may be the obstruction; elsewhere, grading, vegetation clearing, or incomplete erosion controls may be relevant. The effect depends on where water already flows, the surrounding terrain, and the infrastructure present. GAO reported that National Park Service and Bureau of Land Management officials said barrier-related obstructions can exacerbate flooding.

Organ Pipe Cactus National Monument: a documented road example

At Organ Pipe Cactus National Monument in Arizona, GAO described a patrol road built several feet above the desert floor and up to 8 feet high in places. Water that typically flowed south toward Mexico encountered the road. As of GAO’s observation in May 2022, the contractor had not regraded the road for proper drainage. That date is essential context: the observation documents the condition at that time and does not establish what happened afterward or the site’s present condition.

The example helps explain why a road’s elevation and placement can matter even when the road is not itself a wall of barrier panels. It crossed a path water typically followed, and the height difference created an obstruction to that flow. It should not be read as a measured estimate of flooding, or as proof that all raised roads, barriers, or border segments produce the same outcome.

How barrier type affects wildlife movement

Wildlife movement depends on whether animals can pass through or around infrastructure and whether a route connects useful habitat. A tall pedestrian barrier can block passage across a landscape, divide habitat, or sever a travel corridor. The significance varies by species and location; a documented effect on one species or corridor cannot establish the same level of impact for every animal or border segment.

GAO described a specific case in parts of Texas’s Rio Grande Valley. A joint agreement between the U.S. Fish and Wildlife Service (FWS) and CBP reported that the full barrier system fragmented endangered ocelot habitat and severed travel corridors across the border. This is a documented example of habitat and route disruption, rather than a border-wide estimate of effects on ocelot numbers or wildlife populations overall.

Vehicle barriers and pedestrian panels are not interchangeable

GAO described vehicle barriers as typically about 3 feet tall, with openings wide enough for wildlife passage. Pedestrian barrier panels are the movement-obstructing component in the comparison. The difference helps explain why the presence of infrastructure alone does not reveal how passable a particular location is for wildlife. However, the description of vehicle barriers does not guarantee that every animal can pass them; the species, opening, terrain, and other infrastructure all matter.

Infrastructure or setting What GAO’s examples establish What should not be inferred
Raised patrol road At Organ Pipe, water typically flowed south toward Mexico but encountered a road raised several feet above the desert floor and up to 8 feet in places; the un-regraded condition was observed in May 2022. That all roads or barrier segments obstruct flow, or that the May 2022 condition remains unchanged.
Vehicle barrier Typically about 3 feet tall, with openings wide enough for wildlife passage, according to GAO. That all wildlife can pass, or that a vehicle barrier has no ecological effects.
Pedestrian panels Can impede wildlife passage; the FWS-CBP agreement described fragmented ocelot habitat and severed corridors in parts of the Rio Grande Valley. That the documented ocelot effect measures impacts on every species or every border location.

Other construction-related effects documented by GAO

Water and wildlife were not the only resource concerns in the review. GAO also reported vegetation clearing, invasive plants establishing at Texas project sites, erosion on steep slopes, and damage to cultural resources. These effects are connected to where and how construction takes place, as well as to installed infrastructure. Work that changes a slope or removes vegetation can leave land vulnerable to erosion; an unfinished site can prolong that exposure if restoration or erosion-control work is incomplete.

Some projects were unfinished after the January 2021 pause. GAO reported that this left some sites unrestored or with erosion controls incomplete. That point is about conditions associated with unfinished work in the period reviewed; it does not establish the current state of any particular site.

The audit also recorded reports of positive effects in particular places. Some officials said barrier construction was followed by less trash and trampling of native vegetation. Those observations are local and attributed, not a universal net assessment that outweighs or cancels the concerns elsewhere. A useful account of impacts must distinguish among locations and reported outcomes rather than assume that every project produces identical harms or benefits.

Why assessments, consultation, and mitigation matter

For the construction period GAO reviewed, DHS and DOD used legal authorities to waive various requirements related to cultural and natural resources. Agencies nevertheless reviewed studies, made some assessments and surveys, and sought input. Officials from land-management agencies, Tribes, and stakeholders told GAO that some project information was not detailed enough to support meaningful input. They also raised concerns about limitations in studies and analysis, and about limited flexibility to choose barrier type or location.

GAO cited a survey conducted outside an appropriate season for identifying potentially affected species as an example of a study limitation. Timing can affect what a survey detects, so an assessment’s usefulness depends not only on whether one occurred but also on whether its methods and timing fit the resources being evaluated. The review’s broader point was that assessment and consultation took place in some forms, while officials and stakeholders also described constraints on the information and choices available to them.

Historical agency testimony offers a specific example of monitoring and coordination. In 2020, Scott J. Cameron, then Principal Deputy Assistant Secretary for Policy, Management and Budget at the Department of the Interior, said that the National Park Service had an agreement with the U.S. Geological Survey to provide real-time monitoring and an alarm for the Quitobaquito spring hydrological system, in order to protect the area’s hydrology, wildlife, and cultural resources. This describes an arrangement at that time; it is not evidence of its current status or a comprehensive outcome evaluation.

What GAO’s recommendation tracker says as of its latest updates

GAO’s page for the September 2023 review includes agency status updates from July and August 2026. It marks CBP’s lessons-learned evaluation as implemented in spring 2026. A separate joint CBP-Interior mitigation strategy remained open and partially addressed in the updates: CBP reported in July 2026 that its portion awaited Interior approval, and Interior said in August 2026 that it anticipated final approval in late fall 2026. That is the latest status reported in those updates, not confirmation of whether approval occurred afterward.

The distinction between an implemented review and an open mitigation strategy is important. Evaluating lessons from prior work is not the same as completing a joint strategy, and a status label does not by itself demonstrate that a particular site’s drainage or wildlife conditions have changed. The tracker describes agency actions and reported progress; the site-specific examples describe observed or documented conditions.

How to interpret claims about border-wide effects

GAO’s material supports a clear explanation of mechanisms and documented cases, but it does not supply a single statistic for an overall border-wide increase in flooding or a border-wide wildlife population effect. The approximately 458 miles of panels installed from January 2017 through January 2021, along with the replacement and federal-land percentages, measure construction scale. They are not measurements of environmental outcomes.

When evaluating a claim about a particular place, keep several distinctions in view:

  • Infrastructure: Identify whether the issue concerns panels, a patrol road, a levee, lighting, drainage features, or unfinished construction.
  • Setting: Consider terrain, elevation, established drainage routes, slope, and the location of habitat or a travel corridor.
  • Impact: Separate a documented observation or agreement from a broader inference about flooding, species, or population change.
  • Date: Preserve the date and scope of the evidence, especially for conditions that may have changed after an observation.

Those distinctions do not minimize the risks described in the audit. They make it possible to explain what the evidence establishes without treating a site-specific observation as a universal result.
