How Bangkok Is Using Nature to Help Manage Flood Risk

Bangkok is adding parks, wetlands and green roofs to complement conventional flood infrastructure. Chulalongkorn Centenary Park shows how landscape design can slow and store stormwater, though its stated capacity is not proof of reduced citywide flood damage.

Bangkok is adding parks, wetlands, urban forests and green roofs to its flood-management toolkit—but these do not replace drains, pumps, floodgates or canals. The approach is to make landscapes help absorb, slow and store stormwater while conventional infrastructure continues to move and control it.

How nature-based measures fit into Bangkok’s flood strategy

Bangkok’s approach is a collection of projects and planning measures, not one citywide nature-based system. The OECD’s 2024 review describes urban renewal efforts that expand urban forests, eco-friendly parks, green roofs and wetlands to improve the environment and reduce flood risk. It identifies Chulalongkorn Centenary Park as one example.

These features can help manage rain where it falls: a roof, planted area or wetland can hold or slow some runoff before it reaches drains and sewers. That may complement the city’s drainage network, but the sources do not quantify how much each intervention reduces flooding across Bangkok.

Chulalongkorn Centenary Park: a designed path for rainwater

UNFCCC describes the 11-acre park, opened in 2017, as Bangkok’s first new park in 30 years and an early piece of green infrastructure intended to reduce urban flood risk. Its design uses the site’s slope to guide water through several stages rather than sending it immediately into the drainage system.

  1. Collect: A green roof captures rainfall.
  2. Slow and store: Some water is held in underground tanks, while runoff moves through a detention lawn and wetlands.
  3. Retain and reuse: Water reaches a retention pond; UNFCCC says stored water is reused for irrigation and supplied to nearby facilities.

UNFCCC reports that the park can collect, treat and hold up to one million gallons during heavy rainfall, easing pressure on public sewage. That is a reported design capacity, not a measured reduction in flood damage. The available sources do not establish how much damage the park has prevented in Bangkok or how its performance compares with other interventions.

Why parks do not replace drains, pumps and canals

Nature-based features work alongside conventional flood-control infrastructure. The Bangkok Metropolitan Administration’s Department of Drainage and Sewerage lists responsibilities that include floodgates, pumping stations, drainage tunnels, embankments, dams, drainage lines and “Kaem Ling” (Monkey Cheek) reservoirs, as well as canal dredging and maintenance. The department’s responsibility page is older, so specific organizational details may have changed.

The distinction is practical: a park can temporarily hold and slow runoff, while pumps, gates, tunnels and maintained canals help convey or control water through the wider urban system. The World Bank’s 2026 overview describes effective urban flood strategies generally as combinations of gray infrastructure, nature-based solutions and non-structural measures; it is general context, not an evaluation of Bangkok’s performance.

How development rules can encourage stormwater features

The OECD’s 2024 report says Bangkok’s floor-area-ratio bonus may give developers up to 20% more buildable space when they include selected features, with green space and stormwater storage among the examples. The report also suggests rain gardens and stormwater planter boxes as possible additions to the incentive; it does not say those suggestions are already requirements.

Who shapes the projects matters

UNFCCC’s profile describes landscape architect Kotchakorn Voraakhom, founder of Landprocess and Porous City Network, as working on public green space and nature-based solutions for Bangkok’s urban resilience. It also describes work with flood-vulnerable communities around Latprao Canal, Hat-Lek Fishery and Bann-Pai, including participatory design in which women residents contributed.

These examples point to an important design question: who helps decide what gets built, and whose flood exposure is being addressed? The UNFCCC account documents community participation in those projects, but it should not be read as a current census of affected households.

What the evidence does—and does not—show

  • Documented: Bangkok is pursuing several types of green infrastructure, and Chulalongkorn Centenary Park combines a green roof, detention lawn, wetlands, underground tanks and a retention pond.
  • Reported, not an impact measurement: UNFCCC gives the park’s capacity as up to one million gallons and its area as 11 acres.
  • Not established by the cited material: A Bangkok-wide reduction in flood damages attributable to the park, a comparative ranking of interventions, or a quantified flood-risk benefit from the floor-area-ratio incentive.

For judging a project, the useful questions are how it slows, stores, filters or reuses water; how it connects to drains, pumps and canals; what public-space and community benefits it brings; and whether the people most exposed to flooding have a voice in its design.
