Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteArchitects involve displaced communities effectively when residents share decisions—not merely opinions—from needs assessment through planning, design, construction, management and evaluation. Start by understanding how different people experience safety, privacy, access, services, land and tenure. Then convert that knowledge into documented design criteria, keep feedback channels open, and show residents what changed as a result.
The process must include displaced people and, where a project affects them, host communities. Local authorities, community organisations and specialists in protection, health, water and sanitation, energy and accessibility should be part of the team. UNHCR guidance treats participation as continuous work that requires time, trust, accessible methods and a budget.

1. Define participation as a decision process
A consultation is meaningful only when it can influence a real choice. Before inviting people to a meeting, publish a short, plain-language explanation of what is open for decision, what is fixed by law or funding, and when decisions will be made. Keep a decision register showing the issue, the community input, the design response and the reason when a request cannot be adopted.

For an architect, that means residents should be able to influence the brief, site and layout options, room arrangements, access routes, services, construction changes, management rules and post-occupancy improvements. A single workshop at the beginning cannot provide that continuity.

Set responsibilities and safeguards
- Name a participation lead with authority to convene the design team and report decisions back to residents.
- Agree with community organisations how participants will be invited, compensated for time where appropriate, and protected from retaliation.
- Explain confidentiality limits, referral routes for protection concerns and the difference between design feedback and case-management support.
- Reserve money and staff time for interpretation, transport, childcare, accessible venues, follow-up meetings and complaint handling.
2. Map who needs to be heard
“The community” is never one viewpoint. Work with local organisations and residents to map groups, communication channels, existing services and barriers. Do not assume that one leader, committee or household representative speaks for everyone. A representative can help open doors, but the design team still needs direct conversations with people who may be absent from formal structures.
UNHCR’s age, gender and diversity approach calls for engagement with people of different ages, genders, backgrounds and abilities. A participatory-assessment plan should deliberately include women, men, children, older people, people with disabilities, sexual and gender minorities, and minority or Indigenous groups where they are present. In a displacement setting, also consider people with different legal statuses, lengths of displacement, household compositions and language needs.
Check access and risk before inviting people
- Identify whether travel, cost, documentation, work schedules, caring duties, mobility or digital access prevent attendance.
- Ask trusted organisations whether a proposed meeting could expose someone to family, community or official reprisals.
- Use discreet invitations and private options when discussing gender-based violence, tenure disputes, discrimination or security threats.
- Separate information that informs design from personal data that should not enter a public drawing or meeting record.
Participation should not force people to disclose trauma. Ask about patterns, risks and priorities, and refer individual protection cases through qualified services rather than attempting to solve them in a design workshop.

3. Start with experience, not a preselected solution
Before drawing a preferred building, use structured participatory assessment to learn how people live now, what threatens their safety and dignity, what capacities already exist, and what solutions residents propose. UNHCR’s Participatory Assessment Analytical Framework, updated 18 December 2024, defines participatory assessment as structured consultation intended to inform programme decisions.
Questions that produce design information
- Which daily journeys feel unsafe, and at what times? Include routes to water points, toilets, schools, markets, transport and work.
- Where can people obtain privacy for sleeping, washing, breastfeeding, prayer, study or confidential conversations?
- Which rooms or facilities are overcrowded, inaccessible or difficult to maintain?
- How do heat, cold, rain, smoke, noise and lighting affect health, sleep and security?
- What household, neighbourhood or cultural practices should the layout support?
- Which services and community capacities should a new project connect to rather than duplicate?
- What are residents’ concerns about land, property rights, rent, eviction, inheritance and the duration of occupancy?
Keep every question tied to a decision the project can make. If the site cannot move, say so; residents can still influence entrances, paths, shade, room layouts, service points and management arrangements.
4. Use several safe and accessible engagement methods
No single method reaches every group or reveals every spatial issue. Combine methods, adapt them to language, literacy, age, disability and safety, and offer private ways to respond. UNHCR’s settlement guidance specifically calls for separate consultations with women and girls on proposed layouts so that concerns may be expressed freely.

| Method | What it can reveal | Conditions for useful participation |
|---|---|---|
| Small, separate group discussions | Priorities and protection concerns that people may not voice in mixed meetings | Use trusted facilitators, appropriate language and safe venues; create groups by age, gender or other relevant factors when that increases safety. |
| Participatory mapping and walking reviews | Unsafe routes, service gaps, barriers, informal activities and valued places | Plan routes for different mobility levels and times of day; do not expose participants to danger while mapping. |
| Scale models, annotated plans and drawings | Feedback on room relationships, entrances, visibility, privacy and shared spaces | Explain symbols in plain language, provide tactile or large-print alternatives, and test understanding rather than assuming literacy. |
| Household or individual interviews | Specific needs involving disability, care, tenure, health or household composition | Offer confidential settings and trained interpreters; store personal information securely. |
| Accessible surveys or phone channels | Broad reactions to options and questions that people prefer to answer privately | Provide non-digital alternatives, translation and a clear response deadline; explain how answers will affect decisions. |
| Prototype or mock-up review | Practical usability of fixtures, thresholds, circulation, storage and service points | Invite people with varied bodies and abilities, and record changes before construction is finalised. |
Always close the loop. After each round, report which issues were heard, which design changes are proposed and which requests are outside scope. A complaint mechanism should be separate from a general comment box, with clear contact points, response times and escalation routes.

Turn consultation records into requirements that the whole team can test. A useful brief links each priority to a measurable or reviewable design response, its responsible person and the stage at which it will be checked.
Review the brief against protection and dignity
- Safety: assess sightlines, lighting, entrances, locks, crowding, emergency access and routes used at night without assuming that more surveillance is always safer.
- Privacy: check views between homes, sleeping and washing arrangements, acoustic separation, shared facilities and spaces for confidential support.
- Accessibility: apply universal-design principles to paths, gradients, thresholds, doors, toilets, water points, signage and common facilities. UNHCR states: “Adopting universal design principles will make settlements more accessible, more secure and safer for everyone.”
- Services: locate water, sanitation, waste, energy, transport, schools, health care and markets in relation to actual daily journeys and maintenance capacity.
- Land and tenure: identify who has authority over the site, what occupancy rights exist, how residents could be displaced again, and which agreements or referrals are needed before construction.
- Climate and maintenance: test shade, drainage, ventilation, materials, repair access and operating responsibilities with residents and technical specialists.
Use applicable national accessibility, planning and building-safety requirements, plus local building practice where it meets those obligations. This article is general guidance, not jurisdiction-specific legal advice; confirm requirements with the relevant authorities and qualified professionals.

6. Compare settlement and housing responses with residents
Designing a new settlement is not automatically the best answer. UNHCR guidance says alternatives such as rental support, hosting arrangements or inclusion in existing communities should be prioritised over creating or expanding temporary settlements where appropriate. The right choice depends on protection, legal, service and political conditions, so compare options with residents, host communities and authorities rather than presenting one as universal.
| Response | Questions for residents and partners | Design and governance implications |
|---|---|---|
| Rental support or access to existing housing | Can people find safe, affordable units without discrimination or eviction risk? Are landlords, tenants and municipalities prepared? | Focuses architectural work on adaptation, accessibility, inspections and links to services; requires clear tenure and grievance arrangements. |
| Hosting arrangements | Can host households provide adequate space and privacy, and what support prevents strain or conflict? | May require extensions, service upgrades, privacy measures and agreements that protect both households. |
| Inclusion in existing communities | Can displaced and host residents use schools, health care, water, transport and public space fairly? | Connects housing decisions to municipal plans, infrastructure capacity and local participation. |
| New or expanded temporary settlement | Are land, services, safety, management and a realistic transition or exit plan secured? | Requires settlement layout, communal facilities, tenure safeguards and sustained participation through construction and management. |
Evaluate each option by resident safety and privacy, accessibility, service access, tenure and legal feasibility, participation and governance, effects on host communities, and connection to local plans and services.
7. Plan with host communities and local institutions
Displacement changes the places that receive people. Where a project affects host communities, involve them early rather than treating them as an afterthought. Joint discussions can identify pressure on water, sanitation, schools, roads, housing markets and public space, as well as opportunities for shared improvements.

Coordinate with municipal authorities, planning and technical departments, community organisations and specialists in protection, health, water and sanitation, energy and accessibility. UNHCR’s guidance on formal settlements and urban displacement emphasises links to local services and development planning. Confirm who will own, operate and maintain infrastructure after handover; a beautifully designed facility can fail when no institution has the mandate or budget to run it.
Make trade-offs visible
When land, funding or regulations limit a request, explain the constraint and offer alternatives where possible. Record whether a change affects displaced residents, host residents or both. Avoid promises about jobs, tenure, services or timelines that the project cannot guarantee. Transparent trade-offs build more trust than presenting an incomplete plan as final.
8. Keep residents involved during construction, management and evaluation
Detailed drawings rarely survive construction unchanged. Maintain resident involvement when specifications are finalised, works are sequenced, units are allocated, defects are corrected and management rules are set. Provide a safe channel for reporting unsafe work, harassment, inaccessible elements, water failures or unauthorised changes.
A practical continuation cycle
- Before construction: review the final layout, access routes, service locations, tenure information and construction risks with representative groups.
- During works: share a schedule, protect occupied areas, provide accessible site information and invite monitored walk-throughs at safe times.
- At handover: inspect homes and shared facilities with residents, record defects, explain maintenance responsibilities and publish complaint contacts.
- During management: include residents in rules for shared spaces, repairs, safety and conflict resolution, with representation that can change over time.
- After occupation: review whether safety, privacy, accessibility, services and social relations match the brief, then fund corrective work and a new participation round.
UNHCR notes that participation across diverse constituencies is difficult. Time, access, representation and trust are not reasons to shorten the process; they are work items to schedule, resource and monitor.
Common failures and how to correct them
- One meeting with one leader: map other groups, hold separate and confidential sessions where needed, and compare feedback across constituencies.
- Beautiful plans that ignore daily life: observe routines, map journeys and test layouts with models or full-scale prototypes before approval.
- Consultation without influence: publish the decision register and change the brief when evidence shows a risk or unmet need.
- Public meetings that are unsafe: offer private channels, trusted facilitators, separate groups and protection referrals.
- Accessibility added at the end: apply universal design from site selection through maintenance, and involve people with disabilities in every review.
- Host communities excluded: assess shared service capacity and include host representatives in choices that affect local infrastructure or public space.
- Feedback stops at handover: fund post-occupancy reviews, repairs and continuing resident governance.
What a credible participation record contains
At project close, an independent reader should be able to see who was engaged, how barriers were addressed, what residents prioritised, which decisions changed, what could not change and why, and how complaints were handled. Keep meeting notes and drawings proportionate, anonymised where necessary and accessible to the people who contributed. This record is both an accountability tool and a practical guide for future upgrades.
The central test is simple: can a resident point to a concrete part of the home, settlement or management system and explain how community input shaped it? If not, participation has not yet reached the design decision.
