The aim is to minimize disruption—not to guarantee that every flight, route, stand, or passenger service will operate exactly as usual. If work cannot safely proceed alongside current operations, those operations must be adjusted.
Why airports phase construction around operations
An airport is not simply a construction site that happens to have aircraft nearby. Runways, taxiways, aprons, stands, terminals, service roads, utilities, lighting, markings, and navigation aids all interact with aircraft movements and the people and vehicles supporting them. Construction can alter those relationships even when the work area itself appears physically separate from a runway or terminal.

Planning therefore starts by identifying the affected geography and understanding how each part of it is used during normal operations. The airport operator, designers, contractors, airport users, and relevant aviation authorities then work through how equipment, work limits, access, temporary routes, and facility changes will affect those operations. The sequence is not chosen for construction convenience alone: it must account for safe operating conditions as well as the practical delivery of the work.
The Federal Aviation Administration (FAA) expresses the balance clearly in Advisory Circular (AC) 150/5370-2G, Operational Safety on Airports During Construction, published December 13, 2017: “However, careful planning, scheduling, and coordination of construction activities can minimize disruption of normal aircraft operations and avoid situations that compromise the airport’s operational safety.” The wording matters: planning can minimize disruption, but safety cannot be traded away to preserve the usual operating pattern.

What the Construction Safety and Phasing Plan does
For U.S. airports, the FAA’s principal planning framework is the Construction Safety and Phasing Plan, commonly called a CSPP. It organizes the construction sequence and the operational-safety measures associated with each phase. It is developed iteratively, with input from airport users and relevant FAA stakeholders, rather than treated as a drawing prepared once and handed over unchanged.
A CSPP connects the proposed work to the airport’s operating conditions. It describes what is affected in each phase, what temporary arrangements are needed, and how operations will be managed while the configuration changes. The sequence established during planning also needs to carry through into design and contract documents. Otherwise, the project can be bid or built to a sequence that does not match the operational assumptions on which its safety arrangements depend.
The FAA framework is specific to the United States. Airports in other countries work within their own regulators’ requirements and aeronautical information systems. The same broad planning problem—coordinating construction with live operations—applies internationally, but a U.S. CSPP should not be presented as a universal regulatory requirement.

1. Map the work and its interfaces
Planners define more than the footprint where crews will dig, pave, or build. They also identify changing areas that may affect operations, such as haul routes, material storage, contractor access, utility work, temporary barriers, and the paths used by aircraft or service vehicles. The relevant interfaces may include pavement, lighting, markings, navigation aids, and access to nearby facilities.
This wider map helps reveal indirect conflicts. A contractor route may cross or constrain a service-vehicle path; a utility relocation may affect a facility needed for a later phase; or temporary storage may compete with access needed by airport operations. Each project has its own geography, so a generic stage diagram cannot substitute for mapping the actual site and its operating connections.

2. Document how the airport operates today
For every affected area, the team records how it is used and what users require from it. That baseline includes the relevant runway and taxiway characteristics and the operational procedures associated with the area. The important unit of analysis is each construction phase: an airport’s configuration and available routes can change as work advances, so describing only its normal, pre-construction layout is not enough.
The baseline gives the project a way to test proposed limits and temporary arrangements against actual operating needs. It also makes the consequences of a proposed closure or restriction more visible: which movements, aircraft, routes, stands, or services rely on the area, and what alternatives remain if it is unavailable?

3. Set stage boundaries and operating limits
Planners divide the work into stages that can be isolated and managed. They determine the limits of each work area and whether temporary facilities, access routes, or other arrangements are needed to keep operations functioning safely. The boundaries and sequence depend on the project, site, and airport; there is no universal number of stages or standard order that applies to all construction.
Each proposed stage needs to be considered as an operating configuration, not merely as a construction milestone. The team must know what stays available, what changes, and what conditions apply while the work is underway. If a safe configuration cannot support current operations, the plan must account for revised operations rather than assume the normal pattern can continue unchanged.
4. Coordinate temporary operational changes
Airport operations staff, airlines, air traffic services, contractors, emergency responders, and relevant regulators need to understand what changes and when. Depending on the work and authority, coordination can include communicating closures and restrictions through Notices to Airmen (NOTAMs), notifying airport operations and emergency responders before a change, and checking affected navigation aids before a facility reopens. These practices are illustrated in the FAA’s sample taxiway reconstruction plan; that sample comes from an earlier version of the guidance and should be treated as an example, not a current checklist of universal requirements.

Communication must reach the people who have to act on the new configuration. Pilots need to understand applicable operating changes; airlines and ground handlers need to work with revised routes or stands; passengers may need updated wayfinding or boarding arrangements; and contractors need clear work limits and access controls. A change that is understood by the construction team but not by affected airport users is not a complete operational plan.
5. Reassess each transition before it takes effect
Moving from one stage to another can alter access, markings, facilities, or restrictions. Before a transition, the airport and project team need to coordinate the next arrangement and ensure that the people affected know what is changing. The next stage should be treated as a fresh operating condition to assess, not as an automatic continuation of the previous one.
Plans may need to be revisited if the operating conditions or stage plan changes. That is why the sequence must remain consistent across planning, design, contract documents, and delivery: a late change in work limits or timing can also change the assumptions behind routes, notifications, access, or other safety arrangements.
How to assess whether a phasing proposal is workable
There is no sound way to rank two phasing approaches without project-level information. A useful review compares the operational consequences of each proposal across the same dimensions:
| Planning dimension | What to establish |
|---|---|
| Affected operating areas and capacity | Which parts of the airport are unavailable or constrained in each phase, and what operating capacity remains? |
| Duration and timing | How long does each stage last, and when is the restriction in effect? |
| Available aircraft operations | Which aircraft, routes, gates, stands, or movements remain available under the proposed arrangement? |
| Temporary arrangements | What temporary routes, facilities, markings, and access controls are needed? |
| Safety and response | What measures govern the work area and the airport’s operations, including emergency-response arrangements? |
| Change communication | How will closures, restrictions, and transitions be communicated to affected users, and when? |
These questions make trade-offs legible without assuming that one approach is automatically better. A proposal that keeps more of the airport open may have other implications for its duration, work limits, or temporary arrangements. The available evidence does not support a general percentage for flights preserved, delay avoided, or cost saved; those outcomes depend on the specific project and operating context.

Why some disruption may be necessary
Keeping every operation unchanged is not the planning objective if doing so would compromise safety. The FAA describes safety, maintaining aircraft operations, and construction cost as interrelated. Its guidance makes the priority explicit: safety must not be compromised, and if construction cannot be adjusted to safely maintain current operations, operations must be revised accordingly.
That can mean a closure, restriction, temporary procedure change, different stand arrangement, or other adjustment. The particular measure depends on the phase and location. For travelers, the practical consequence may be a changed route through the terminal or a different boarding arrangement; for operators, it may involve altered aircraft or service-vehicle movements. These are not signs by themselves that planning has failed. The relevant question is whether the change is communicated and managed as part of a safe, workable stage.
What real airport projects illustrate
Tawau Airport: arrangements change by stage
The Civil Aviation Authority of Malaysia’s 2026 aeronautical information for Tawau Airport describes terminal expansion work in which utility relocation is followed by passenger boarding bridge, ramp, and apron work in separate stages. The accompanying operational notice says Stage 1 was planned so passenger movements and tug-and-dolly operations in the apron area, along with aircraft stands Bays 1–6, were not affected; a ground-service-equipment road was temporarily re-channelized.
Later stages introduce temporary stand arrangements and aircraft operating restrictions. The example shows why an airport cannot describe all construction impacts with a single statement such as “the apron remains open”: the arrangement can vary from stage to stage and by aircraft type. Tawau’s dates, limits, stands, and procedures apply to that project, not to other airports. Because aeronautical notices can change, anyone relying on current restrictions should consult the airport’s current aeronautical information and notices.

In an August 20, 2026 announcement, Sydney Airport said Multiplex had been appointed to provide construction planning and delivery expertise for the T2–T3 terminal project. Paul Willis, Sydney Airport Group Executive, Planning and Delivery, said: “This is a highly complex project in the heart of a live airport precinct. Early collaboration between the airport, designers and contractor will help us test how the project can be built and staged safely and efficiently, while minimising impacts on passengers, airlines and airport operations.”

The statement describes the project team’s intended planning approach; it is not evidence of the project’s eventual schedule, cost, or disruption outcome. Its practical point is that buildability and staging are considered collaboratively while the project is being planned, rather than left solely to the construction team after the design is fixed.
Off-site prefabrication: a project-specific delivery method
A Burns & McDonnell company case study reports that an innovative phasing method allowed operations to continue during concourse construction and describes off-site prefabrication as useful where the active-airport site was limited. This is a company-reported case, not an independent evaluation or a prescription for other airports. The broader planning implication is limited but useful: when on-site space is constrained, teams may examine whether parts of the work can be prepared elsewhere, while still assessing the method’s fit with the particular design, staging, and operating conditions.
What travelers and airport users should expect
A phased project may preserve important operations while changing selected parts of the airport. Depending on the stage, users could encounter a changed passenger route, different aircraft stands, revised taxi or service-vehicle routes, temporary markings or barriers, restricted access, or aircraft operating limits. These are possibilities, not a fixed bundle of measures; which ones apply is determined by the project and phase.

For a current trip or operational decision, general project descriptions are not a substitute for current notices. A published construction sequence describes how the project is intended to proceed, while live aeronautical information and airport communications tell users which restrictions or arrangements are in force at a given time.
