Affordable housing is usually funded with a combination of public resources, private loans and investment, and the sponsor’s development work—not a single grant that pays for an entire building. A public-private partnership brings those pieces together: public agencies set eligibility and affordability rules, sponsors organize the project, lenders and investors provide financing, and construction and operations teams deliver and maintain the homes. The exact funding mix and process depend on the location, project, and programs involved.
Why affordable housing needs several funding sources
A housing project has development costs that must be paid even when the homes will rent or sell for less than market prices. The income those homes can support may not be enough to cover all costs and debt while keeping prices affordable. A project therefore often combines sources with different purposes, repayment rules, application routes, and obligations.

In a public-private partnership, “public-private” describes both financing and delivery. Public agencies may make grants or loans, guarantee financing, or allocate tax credits. A nonprofit or for-profit sponsor assembles and manages the project. Banks or other lenders may provide debt; tax-credit investors may contribute equity; and architects, engineers, contractors, housing operators, and community partners carry out design, construction, and long-term operations. The arrangements are transaction-specific; no single partnership structure applies to every building.

How the main funding sources differ
For any prospective source, a sponsor should ask who administers it and who may apply; which activities and costs qualify; which households and affordability levels must be served; whether matching funds, leverage, or repayment are involved; how awards are allocated; and what compliance continues after construction. The comparison below is a national overview, not a project eligibility determination.
| Source | Administrator and application route | What it can support | How funding is provided | Key conditions and limits |
|---|---|---|---|---|
| HOME Investment Partnerships Program | HUD provides formula grants to participating states and localities; those jurisdictions decide how local funds are used, often working with nonprofit organizations. Developers should approach the relevant participating jurisdiction rather than treating HOME as a direct HUD grant to a developer. HUD’s Affordable Housing Programs | Eligible construction, acquisition, rehabilitation, homeownership assistance, and direct rental assistance. The local program determines how funds are deployed. | Formula grant funding flows to participating jurisdictions. Project-specific repayment terms and allocation method: not stated in HUD’s general program overview. | Participating jurisdictions generally must provide 25 cents of match for each dollar of HOME funds spent, according to HUD program guidance accessed in 2026. This general requirement is subject to statutory exceptions and applicable rules; it is not a universal project leverage ratio. Federal funds such as CDBG generally do not count as HOME match. See HUD’s HOME FAQs. |
| Community Development Block Grant (CDBG) | HUD provides formula grants to states and eligible local jurisdictions. A project sponsor generally works through the municipality or county, not by applying directly to HUD for a project award. HUD’s CDBG program page | Eligible housing and community-development activities, subject to a CDBG national objective. | Formula grants go to grantees. Project-specific repayment terms and allocation method: not stated in HUD’s general program page. | HUD says grantees must use at least 70 percent of expenditures over a selected period of up to three years for activities benefiting low- and moderate-income persons. This rule applies at the grantee level as HUD describes it, not necessarily as a per-project share. |
| Section 108 | A CDBG recipient uses the program; check HUD’s current application and availability information. HUD’s Section 108 Loan Guarantee Program | Eligible community-development, housing, public-facility, and infrastructure projects. HUD’s current housing focus includes infrastructure supporting housing, adaptive reuse, preservation and rehabilitation, manufactured housing, eligible mixed-use or transit-oriented development, and loan pools. HUD’s housing opportunities focus | A CDBG recipient can leverage its grant allocation to obtain financing backed by a federal loan guarantee. Current terms and project-specific financing details: check HUD’s current program information. | HUD notes that Section 108 financing can be layered with sources such as HOME and LIHTC. Availability, terms, and application requirements are time-sensitive. |
| Low-Income Housing Tax Credit (LIHTC) | State or local housing credit agencies administer allocations. Owners use IRS Form 8609 to obtain an allocation and certify information; sponsors must also consult the applicable agency’s Qualified Allocation Plan. IRS: About Form 8609 | Qualified residential buildings. A project’s eligibility and allocation depend on applicable tax rules and the housing agency’s process. | A tax credit is a financing source, not a construction grant. In a conventional partnership structure, credits support investor equity; ownership, pricing, and financing documents vary by transaction. | Owners of qualified residential low-income buildings can receive the credit over a 10-year credit period, according to current IRS Form 8609 materials accessed in 2026. That is the credit period, not the full compliance or affordability period. |
| Federal Home Loan Bank Affordable Housing Program (AHP) | Each Federal Home Loan Bank maintains an AHP. Under the competitive application program, an FHLBank member submits an application on behalf of a nonprofit or for-profit sponsor. FHFA’s Affordable Housing Program page | Eligible purchase, construction, or rehabilitation of owner-occupied housing for low- or moderate-income households, and rental housing meeting the program’s specified very-low-income unit share. | FHFA says AHP leverages other financing. The current award form and project-specific repayment terms: not stated on FHFA’s general program page. | Application materials and scoring details differ by Federal Home Loan Bank; consult the bank whose program would receive the application. |
The programs can play complementary roles, but a project cannot assume that any source is available simply because its intended use sounds eligible. For example, Section 108 can be layered with HOME or LIHTC, but each source has its own application, underwriting, and ongoing requirements. A local agency’s funding notice and the project’s full financing plan are what determine whether a particular combination is workable.
What the partners do
Public agencies
A state or local agency administers programs within its authority, sets local application procedures and priorities, selects or funds activities, and monitors the public-fund requirements that apply. Formula funding does not mean every project automatically receives a share: local governments make decisions about how to use their allocations within program rules. HUD describes the Consolidated Planning process as a way communities identify and coordinate priorities across formula programs including CDBG, HOME, the Housing Trust Fund, ESG, and HOPWA. For local opportunities, consult the jurisdiction’s current consolidated plan, action plan, funding notices, or housing agency at HUD’s Consolidated Planning page.

Sponsors and developers
The project sponsor is responsible for turning a housing goal into a proposal that can be evaluated, financed, built, and operated. Depending on the project, that work includes assembling the site and development team, coordinating applications, preparing a sources-and-uses budget, obtaining financing commitments, and managing delivery. A sponsor may be nonprofit or for-profit; program-specific rules and the partnership documents determine its role.
Lenders and tax-credit investors
Lenders assess whether projected income and other committed resources support the requested debt under the project’s underwriting. In a conventional LIHTC partnership, tax-credit investors provide equity in exchange for credits, subject to transaction-specific ownership and financing documents. Those are different forms of financing: a loan and an equity investment should not be described as though they have the same repayment or compliance terms.
Design, construction, and operations teams
Architects and engineers develop a design that responds to the site, code requirements, budget, and housing program. Contractors price and build the approved scope, while the sponsor coordinates funding, approvals, and construction decisions. Operators and property managers take responsibility for running the homes after completion and supporting applicable occupancy and affordability requirements. The exact division of duties is established by project contracts and program documents, not by a universal public-private partnership template.

From community priority to occupied homes
The stages below are a practical way to understand a typical project’s work, not a single federally prescribed sequence. They can overlap, and the approvals and order depend on local rules, funding sources, and whether the work is new construction, acquisition, rehabilitation, or another eligible activity.
- Identify the need and local priority. Communities establish housing goals and funding priorities through local planning and program processes. Sponsors should check the jurisdiction’s current plans and funding notices before shaping a proposal around a particular source.
- Select and assess a site. The sponsor evaluates whether a location can support the intended homes and whether site conditions, access, and surrounding context are compatible with the proposed use. This early work helps identify feasibility questions before the project budget and funding request harden.
- Form the sponsor team. Bring together the sponsor and relevant development, design, construction, finance, and operations partners. The project needs people with the capacity to perform their assigned roles and coordinate program-specific requirements.
- Test feasibility and prepare sources and uses. Estimate the project’s uses—such as acquisition, design, construction, and other eligible costs—and identify plausible funding sources. Test whether rents or sales, debt, public funding, and investment can support the project while meeting its affordability goals. At this stage, a potential source is not the same as a firm commitment.
- Apply and secure written commitments. Submit applications through the appropriate jurisdiction, housing credit agency, or other administrator. Track each program’s current schedule and required materials. A financeable plan needs firm written commitments, not only prospective funding or an expectation of a future award.
- Complete design, approvals, and financing close. Advance the design and permitting required for the particular site and project, resolve financing and program conditions, and coordinate the documents needed to close. Public awards, private debt, investor equity, and other resources must fit together on the project’s actual terms.
- Build or rehabilitate. The construction team delivers the approved work under the project’s contracts, budget, schedule, and applicable requirements. For rehabilitation, the scope and phasing must also account for the existing property and the program rules governing the activity.
- Lease or sell, then operate compliantly. After completion, the sponsor and operator place households in homes under the project’s eligibility and affordability terms. Compliance and reporting may continue after construction; the specific obligations and period depend on the funding and tax-credit documents.
What makes a project financeable
HUD’s HOME underwriting guidance provides a useful set of checks for assisted projects. Underwriting is not just the process of assembling enough sources on paper; it tests whether the plan is realistic, the team can deliver, and the homes can remain viable over the required affordability period.
- Complete sources and uses: the budget should account for the project’s uses and identify the proposed sources that will pay for them.
- Reasonable costs for durable housing: costs should be reasonable for quality affordable housing over the affordability period, not assessed only against an initial construction target.
- Market demand: examine neighborhood market demand to determine whether the proposed homes and assumptions fit the location.
- Developer qualifications and financial capacity: assess whether the sponsor has the qualifications and resources to carry out the project.
- Firm written commitments: verify that the financing plan has actual written commitments where required, rather than relying on hoped-for awards.
These are among the checks HUD identifies in its HOME underwriting guidance. The existence of a program match does not itself establish feasibility: the project still needs a viable budget, demand, capable delivery partners, and financing commitments that fit together.

Common funding and construction pitfalls
Treating a program description as an award
A program’s eligible uses do not guarantee that a project qualifies, that funds are available, or that an application will be selected. Confirm the current local notice, eligibility rules, application window, and administrator before putting a source into the financing plan as though it were committed.
Assuming the federal government funds an individual developer directly
HOME and CDBG generally flow to participating jurisdictions or eligible grantees, which determine local uses. A developer or sponsor should identify the relevant state, city, or county program and its application route. For AHP, the competitive application described by FHFA is submitted by an FHLBank member on behalf of a sponsor.

The LIHTC 10-year credit period is the period over which owners of qualified buildings can receive the credit; it does not establish the full compliance or affordability period. Check the current IRS materials, applicable housing agency Qualified Allocation Plan, and project documents for the requirements that apply to a particular development.

Using one program’s rule to describe another program
HOME match, CDBG’s grantee-level low- and moderate-income expenditure rule, LIHTC allocation, and AHP’s competitive process are different requirements. They cannot be combined into a general claim about how much public funding a project must have or how much affordability it must provide.
Moving toward construction before commitments and conditions align
Design and construction planning need to remain coordinated with funding conditions and approvals. If a source is still only prospective, or a design assumption changes the uses, the project may need to revisit its budget and financing plan. HUD’s underwriting checks on reasonable costs, team capacity, and firm commitments are practical safeguards against treating a paper funding stack as a buildable project.
How to find the right local opportunity
- Identify the city, county, or state housing agency responsible for the location and project type.
- Read the jurisdiction’s current consolidated plan, action plan, and funding notices to see which needs and activities are priorities.
- Ask the program administrator about application timing, eligible applicants and costs, required affordability levels, matching or repayment conditions, and post-award compliance.
- For LIHTC, consult the applicable housing credit agency’s current Qualified Allocation Plan and the IRS’s current Form 8609 materials.
- For AHP, consult the relevant Federal Home Loan Bank’s current application materials and scoring rules, and confirm the member institution’s role.
- Build the sources-and-uses plan around current written program requirements and commitments; do not assume that a national overview establishes project eligibility.
What to verify before relying on a funding source
- Which agency or institution administers the funding and who is allowed to apply.
- Whether the proposed acquisition, construction, rehabilitation, infrastructure, or other activity and its costs are eligible.
- Which households must be served, at what income or affordability levels, and for what period.
- Whether matching funds, leverage, repayment, or other financial conditions apply.
- How applications are allocated or scored, and the current deadlines and funding availability.
- What underwriting, written commitments, reporting, and continuing compliance the project must satisfy.
Those answers are jurisdiction- and project-specific. The HUD, IRS, and FHFA program pages linked above are starting points for current rules, not substitutes for the applicable funding notice, agency guidance, or project documents.
