Housing Prices Are Out of Control. How Much Will Building More Homes Help?

Building more homes usually improves affordability, but it is not a quick or automatic cure. New supply can increase vacancy, give households more choices, slow rent and price growth, and eventually free older homes through “filtering.” The effect is largest when homes are completed in places with strong demand, connected to jobs and services, and offered in the types households can use. Construction takes years, and market-rate projects alone rarely reach households with the lowest incomes. Local conditions matter more than any single national construction target.

Why are housing prices and rents rising faster than incomes?

Demand has grown faster than the usable housing stock in much of the United States. A 2024 U.S. Treasury analysis estimated that age-adjusted housing demand increased 26% between 2000 and 2020, from 105 million to 133 million units. The counted housing stock grew 19%, while the population grew 17%. Relative to the country’s 2000 age and household profile, Treasury estimated a shortage of 4 million to 6 million homes; other estimates it cited ranged from 2 million to 7 million.

The strain is widespread rather than confined to a few superstar cities. From 2000 to 2020, median house prices rose faster than median income in 88% of counties covering 95% of the population. Median rents outpaced median income in 88% of counties covering 97% of the population, according to Treasury.

Urban Institute researchers Alexei Alexandrov and Laurie Goodman describe the basic relationship plainly: “The only solution to the supply shortage is more supply.” That does not mean every project helps every household equally. It means that, when more people compete for too few homes, adding net new units is one of the main ways to ease the competition.

How far have prices, rents and incomes diverged?

Congressional Research Service calculations from federal data show a long affordability squeeze. These are cumulative changes from 1988 through 2024, not a forecast or a single private housing index.

Measure Change, 1988–2024 What it represents
Median new-home price About 273% Price of newly built homes
Median existing-home price About 356% Price of previously owned homes
Median asking rent About 333% Advertised rent for available rentals
Median household income About 207% Household earning power
Consumer prices About 181% Broad inflation measure

Conditions can turn before the long-term gap closes. CRS reported a median asking rent of $1,464 in the fourth quarter of 2025, down from $1,475 in the fourth quarter of 2024, while 2025 price and rent growth slowed or reversed. CRS cautions that it is too early to know whether that easing will persist.

Will building more homes lower my rent?

It can, but the first and clearest effect is often slower growth rather than an immediate dollar-for-dollar rent cut. New apartments add vacancies and give renters alternatives. Landlords then have more difficulty filling units at the highest asking prices, especially when several projects open in the same market.

New construction can also affect rents indirectly. Higher-priced homes add to the overall stock; households that move into them leave older units behind, and those units may become available to people with lower budgets. This filtering process takes time and does not guarantee that a particular building will become inexpensive.

Evidence is not identical for every housing measure. A Federal Reserve metropolitan study published in 2020 found sizeable house-price effects from supply constraints but modest-to-negligible effects on rents. It also found small effects on several housing-consumption and location decisions. In practical terms, building can improve purchase affordability and choice without producing an immediate, one-to-one reduction in measured rents.

Why are houses still expensive if builders are still building?

Construction totals can rise while demand rises faster, or while new homes are delivered in the wrong places and price ranges. Land, labor, materials, infrastructure, financing and approval rules limit how quickly projects can respond. A Federal Reserve study found that developing residential land, including infrastructure preparation and construction, takes about three years on average.

Demand can also outrun completions. Population change, household formation, higher incomes in particular job centers and investor or second-home demand can absorb new units before a market becomes visibly looser. A national production increase therefore does not prove that a specific county or neighborhood has enough homes.

How long before new construction affects prices?

Expect a multi-year sequence rather than an instant price reset. Land must be assembled, plans approved, financing closed, infrastructure installed and buildings completed before a unit enters the market. Even after completion, the effect grows as residents move and older units turn over.

Upzoning has an additional lag because a legal capacity change does not create a building by itself. Urban Institute’s 2026 review found that many effects take several years to appear, with some evidence becoming stronger six to twelve years after reform. A city judging a zoning change only months after adoption is usually measuring applications and expectations, not the full housing response.

Does upzoning actually make housing cheaper?

Upzoning can add substantial housing when it is broad enough to change project economics and is adopted in a strong-demand market. Small changes in weak markets may produce little construction because expected rents or sale prices do not cover land and building costs.

Examples of large, demand-sensitive reforms

  • Urban Institute’s 2026 review associated studied New York City rezonings with about 4,000 additional units within four years.
  • The same review estimated roughly 20,000 additional dwellings in Auckland over five years after broad upzoning.

These examples show potential, not a universal conversion rate. Results depend on the amount of land newly usable, the scale of allowed buildings, financing, infrastructure and whether developers can sell or rent the finished homes.

Why does my city feel short of homes when another city has empty apartments?

Housing is local. An empty unit in a city with weak job growth cannot house a worker who needs to live near jobs in a different metropolitan area, and a surplus of large apartments does not substitute perfectly for a shortage of starter homes or family-sized houses.

The Office of the Comptroller of the Currency has reported a continuing national single-family shortage alongside signs of multifamily overbuilding and a mismatch between construction locations and acute shortages. A useful policy test is therefore not simply “How many units were built?” but “Which units, where, and for whom?”

Can market-rate construction solve deep affordability?

No. More market-rate homes can improve availability and reduce pressure across the broader stock, but rents and prices set by the market remain out of reach for households with very low incomes when earnings are far below housing costs.

The Joint Economic Committee says removing zoning restrictions alone will not produce enough affordable homes for the lowest-income households. Those households may need project-based subsidies, public financing, housing vouchers, affordability requirements attached to new construction, or other assistance. Such programs address the gap between what a unit costs to provide and what a household can pay; supply reforms address how many units can be provided and where.

Treasury economist Eric Van Nostrand summarized the potential reach of additional supply this way: “Increasing the supply of housing can help produce a similarly broad improvement, helping some of the most vulnerable Americans in some of the most vulnerable parts of our country.” The word “can” matters: the outcome depends on delivery, location and complementary affordability policy.

Is supply the whole explanation for high housing costs?

No single model settles the question. A 2025 San Francisco Federal Reserve working paper found that income growth predicted similar growth in prices, quantities, population and rents across cities regardless of estimated supply elasticity. That result challenges simple supply-only explanations, although a working paper is not the same as a settled consensus and does not erase the evidence that supply constraints affect prices in many markets.

The most defensible interpretation is conditional: demand determines how much housing people seek, while supply determines how readily a market can accommodate that demand. Income, migration, household formation, credit conditions and local regulations can all change the result. Building is necessary in shortage markets, but it is not sufficient for every affordability goal.

Which policies are most likely to help a specific community?

Compare proposals using the same practical questions rather than relying on a unit-count headline.

Decision test What to examine
Expected units How many homes are likely to be completed, not merely permitted?
Time to completion What are the land, approval, infrastructure and construction timelines?
Location Are homes near jobs, transportation, schools and existing demand?
Housing mix Does the plan include single-family, multifamily and accessory options suited to local households?
Price effect Is the intended benefit slower price growth, lower rents, lower purchase prices, or all three?
Cost and finance What subsidy, public infrastructure spending or private financing is required per unit?
Displacement risk Could rising land values or construction activity displace current residents without protections?
Deep affordability Are vouchers, subsidies or income-restricted requirements included for households below market affordability?

What should readers expect from a “build more” strategy?

More homes are a powerful long-run pressure release, not a guaranteed short-run price cut. The strongest strategy combines enough construction in high-demand locations with faster, predictable approvals; infrastructure and financing that let projects finish; a mix of housing types; and targeted aid for households the market cannot serve. As Van Nostrand noted, “There are no quick fixes to the long-standing structural decline in housing affordability.”

Frequently Asked Questions

What is the difference between housing permits and completed homes?

A permit records legal approval to build, while a completion means a finished unit is ready for occupancy. A market can show a large permitting pipeline yet remain tight until those homes are actually delivered and occupied.

How should renters interpret a short period of falling asking rents?

Treat it as a local, time-specific signal rather than proof that affordability has been restored. Asking rents cover newly advertised units and can move differently from rents paid by existing tenants, so several quarters of data are needed to establish a durable trend.

Can new construction reduce displacement risk by itself?

Not necessarily. Construction may add options over time, but redevelopment can raise land values or remove existing units before the new supply arrives; tenant protections, replacement requirements or targeted assistance may be needed alongside production.

Does a national housing-shortage estimate tell me how many homes my county needs?

No. National estimates use assumptions about household and age patterns and cannot allocate the gap precisely among counties. Local vacancy, household size, job growth, unit type and the completion pipeline are needed to evaluate a particular community.
