A self-service household-liquid refill station is operating at Cockburn ARC in Cockburn Central. Run by Skipping Stones Refillery, it lets visitors refill everyday cleaning and personal-care products in their own containers. The City of Cockburn describes it as the first local-government installation of a zero-waste household-liquid refill station in Western Australia—not a national first.
Where is the Cockburn ARC refill station?
The station is at Cockburn ARC, the City of Cockburn’s aquatic and recreation centre in Cockburn Central. The City announced its opening on 23 April 2025 and identifies Skipping Stones Refillery as the operator. The City’s launch announcement and its 2024–25 annual report describe the local-government first as applying to Western Australia.
The City’s announcement said Cockburn ARC receives 1.4 million visitors a year. That is the City’s figure quoted in the 23 April 2025 announcement, not a current independently verified count.
What can you refill?

Like bathroom cleaners and stain removers in laundry room. These would also be useful for plant spraying or for hairstyling too!
The City says the products are made in Western Australia, with manufacturing in Perth and Albany described by Skipping Stones Refillery owner Mia Pitassi in the launch announcement. Refill cost is determined by the amount dispensed, but the City’s official pages describe the unit differently—one says weight and another says volume. Check the machine’s on-site pricing display for the current measurement and price. The available sources do not establish a price comparison with packaged products.
What container should you bring?
Bring a clean, dry plastic or glass container and remove its old label so it cannot be confused with another product. The City’s current detailed station instructions accept both materials. An August 2025 City newsletter specified bottles of at least 500 ml, but that minimum is not repeated on the current service pages; confirm the requirement with the City or station if size matters.

How does the Cockburn refill-station reward work?
Eligible City of Cockburn residents can receive a $20 voucher through Monyx Wallet after making four purchases at the station. The City’s current instructions say to create a Monyx profile, keep the receipts, then submit them with proof of address using the rebate form. After processing, the voucher is credited to the app and can be used at the refill station. The City limits the reward to one per household per year; check its reward-program terms for current instructions.

The City’s station page says it hopes to divert at least half a million containers if half of Cockburn ARC’s visitors use the station for one household product. That is a conditional projection, not a measured result. The City’s 2024–25 annual report says hundreds of litres had been dispensed within weeks of opening, a retrospective account of early uptake rather than an audited impact study.

Refilling allows a container to be reused instead of requiring a new single-use container for each purchase. The cited City materials do not provide a lifecycle assessment, verified emissions calculation, or measured comparison of total plastic diverted, so they do not establish a quantified environmental benefit or a guaranteed cost saving.
