The U.S. Department of Veterans Affairs announced on October 8, 2026, that it had signed a lease for a new community-based outpatient clinic in Horizon City, Texas. VA expects construction and facility preparation to be complete by December 31, 2027; the first patient services are anticipated to begin later, on March 31, 2028.
What the VA has announced
The planned clinic is approximately 17,640 square feet and is expected to have 100 parking spaces. VA says it will provide mental health, primary care, and specialty services. The agency says the facility is intended to expand clinical capacity and make care more convenient and timely for Veterans in the region, including improved access to mental health services. VA El Paso Health Care’s October 8, 2026 announcement gives these planned features and goals.

VA’s announcement does not give a street address, identify a landlord or construction contractor, or report the facility’s current construction status. It also provides no cost, patient-capacity estimate, or measured outcome for regional access. Phillip Christy, VA chief acquisition officer and principal executive director of the Office of Acquisition, Logistics, and Construction, said: “Our mission is to provide world-class health care to our nation’s heroes.”
