Holtec Files Safety Report for Two Planned SMR-300 Reactors at Palisades

Holtec says it submitted a Preliminary Safety Analysis Report for two proposed SMR-300 reactors at the Palisades Energy Center, a step in—not approval of—the construction-permit process.

Holtec International says it submitted a Preliminary Safety Analysis Report (PSAR) to the U.S. Nuclear Regulatory Commission (NRC) on September 30, 2026, advancing its application for a construction permit for two planned SMR-300 reactors at the Palisades Energy Center in Covert Township, Michigan. The filing is a step in the permitting process—not a construction permit, approval to operate, or authorization for the report itself to begin construction.

What Holtec filed

Holtec said its Corporate Engineering unit submitted the PSAR for Pioneer Units 1 and 2, its proposed small modular reactors at the Palisades site. The company describes the report as providing technical and safety information in support of its application to construct the units. The NRC identifies Palisades SMR, LLC, a Holtec subsidiary, as the applicant and owner entity for the proposed dual-unit plant.

Holtec says the two units are designed to provide 680 megawatts of generating capacity combined. That is the developer’s stated design figure, not a measured output or an NRC determination.

What the PSAR means for the permit process

The PSAR is part of a phased construction-permit application. The NRC must review the application and decide whether to issue a construction permit; submitting the report does not settle that decision. The filing also does not amount to an operating license.

The application began with Part 1, submitted December 31, 2025, which included an environmental report and a request for limited work authorization (LWA). Holtec describes the PSAR as the second phase. The NRC’s January 2026 account of Part 1 said the LWA request covered certain early site activities, including soil compaction, backfilling, and foundation installation. Those activities were part of the earlier request; the PSAR submission itself does not authorize them.

Regulatory timeline

  • December 31, 2025: Palisades SMR, LLC submitted Part 1 of the phased construction-permit application, including the LWA request and environmental-report material, according to the NRC and Federal Register.
  • January 13, 2026: The NRC announced receipt of the initial application part and described the proposed two-unit plant and the limited scope of the LWA request.
  • September 30, 2026: Holtec announced its submission of the PSAR, which it describes as the second phase of the application.

What would still be required before operation

Even if the NRC issues a construction permit, the project would still need to meet additional safety milestones and obtain a license to operate. The NRC stated in its January 13, 2026 announcement that a construction permit would not by itself allow the company to operate the facility. Construction-permit review and operating-license review are distinct stages.

What is not established yet

The cited official materials do not provide the PSAR’s detailed analyses or conclusions, a review schedule, or a decision date. They also do not establish whether the NRC has separately acknowledged or docketed this specific September 30 submission. The NRC’s project page is the relevant place to follow updates as its review progresses.
