What is the latest decision on Holcim’s Carlisle concrete plant?
The WAPC’s Statutory Planning Committee approved Holcim’s Part 11B application on 18 February 2026. That is the latest recorded planning decision in the WAPC application listing. The Town of Victoria Park had opposed the proposal at a special council meeting in September 2025, but it was not the final decision-maker in this state significant-development process. Accordingly, headlines describing the project as “pushed back” refer to the council’s political opposition in September 2025, not a current rejection of the application. Approval is also not the same as a confirmed construction schedule: the Town’s papers say separate demolition and building permits are required, and the reviewed material gives no permit issue dates or confirmed demolition, construction, or opening date. What does the redevelopment propose?
The application would demolish the existing batching plant at 12 Cohn Street and build a replacement on the site, which also fronts Briggs Street. The proposed annual production capacity is 300,000 cubic metres. The design and operating proposal include:

Why did Victoria Park council oppose it?
Town officers recommended that council support the application subject to conditions. Councillors instead adopted an alternative motion opposing the redevelopment and authorising advocacy to the state government. The vote was 6–1; Cr Jesse Hamer voted against the motion. That council resolution expressed the Town’s position, while the WAPC retained the decision-making role.

Residents raised concerns about potential increases in truck movements, noise, light and disturbance from round-the-clock operation. Town consultation materials also record concerns about dust, waste, landscaping and tree retention, and compatibility with planning objectives and nearby residential amenity. These were concerns raised by residents and submitters, not findings that the proposed impacts would necessarily occur. What controls and design changes are proposed?
Town papers describe the redevelopment as an effort to modernise the plant and move noisier activities toward Briggs Street, farther from homes along Cohn Street. The proposal also includes enclosed storage and loading areas, covered conveyors, noise walls, and a wet-mix process for night operations. These are design features and mitigation commitments in the application; they are not proof that all noise, dust, traffic or other effects will be eliminated.

The Town’s September 2025 material describes conditions relating to compliance with air-quality and noise plans, along with noise measurement within three months after the completed plant becomes operational. How does the proposal compare with the existing plant?
The proposal is a replacement with substantially higher stated capacity and provision for continuous operation. The baseline capacity for the existing plant is not consistent across the cited sources: one Town paper gives 110,000 cubic metres a year, while PerthNow reports 111,000. Both figures describe the existing operation; 300,000 cubic metres a year is the proposed capacity.
