But the exact phrase “Following the natural order – Harmonizing with the geographical location – Winning people’s hearts” is not verified as an official city slogan or an attributed quotation in the official sources cited here. It is best treated as a framing for related principles found in the city’s planning policy, not as a formally adopted doctrine.
What the three-part philosophy means in practice
The phrase offers a way to interpret several documented planning priorities. It is not, on the available official record, a named planning standard. Those priorities include long-range, integrated development; attention to natural and geographic conditions; climate resilience; transport connections; water management; and access to social infrastructure.

Following the natural order
For urban development, this means treating water, ecology, and climate exposure as constraints that shape where and how construction occurs—not as issues to address only after a project is designed. Politburo Resolution 09-NQ/TW calls for climate resilience, water-resource management, and flood prevention. Earlier planning directions also distinguish areas by hydrological conditions and call for protecting rivers and canals and preserving drainage capacity. A development strategy for Ho Chi Minh City must account for the differing roles and conditions of its center, riverfront, coastal areas, and transit-oriented locations. Winning people’s hearts
This idea is most useful when translated into concrete questions about access and participation: who benefits from development, who bears its costs, and whether residents can reach essential services and housing. A Ho Chi Minh City People’s Council portal report on 12 July 2026 describes public discussion of the long-range plan and attention to locating health, education, and social-housing facilities around new urban centers and metro stations. These reported priorities are evidence of consultation and social-infrastructure planning; they do not establish that public agreement has been achieved or that the phrase is an official standard.
How the city’s planning direction is evolving
Ho Chi Minh City’s planning framework spans multiple time horizons. The city’s comprehensive plan for 2021–2030 has a 2050 outlook. On 26 June 2025, the People’s Committee issued Decision 3201/QD-UBND approving an implementation plan for that city plan, which followed Prime Ministerial Decision 1711/QD-TTg of 31 December 2024 approving it.

In May 2026, the Government of Vietnam published the full text of Politburo Resolution 09-NQ/TW, which calls for a 100-year planning vision. Separately, the Ministry of Construction reported on 18 May 2026 that the city had approved an outline for a comprehensive plan for 2025–2050 with a 100-year vision. The Ho Chi Minh City People’s Committee is identified as the approving authority, the city’s Institute for Development Studies as the planning body, and a consortium of qualified domestic and foreign consultants as the consultant. An approved outline is a planning step, not evidence that a completed plan has been fully implemented.

The 2026 resolution describes a multi-polar and integrated approach connecting the city center, riverfront, coastal areas, and transit-oriented development locations. It calls for coordinated planning of underground, green, water, coastal, low-rise, and high-rise spaces, and links land development and urban finance with transport investment, housing policy, water-resource management, and flood prevention. Taken together, these priorities make the three-part framing most meaningful as an interdependent set of considerations: land use, infrastructure, environmental conditions, and social needs must be planned together.

A practical way to assess a development proposal
The official sources describe a planning direction, not a published scoring system. For construction and development decisions, the following questions translate that direction into a practical review:
- Natural systems: Does the proposal account for local hydrology, drainage, waterways, ecology, and climate exposure?
- Geographic fit: Does its location connect appropriately with transit and regional networks, and respond to whether it is in a central, riverfront, coastal, or transit-oriented area?
- Resilience: How does the proposal relate to the city’s stated priorities for climate resilience, water-resource management, and flood prevention?
- Public access: How will residents reach housing, health care, education, and other social services, particularly in relation to new urban centers and metro stations?
- Public input: What evidence shows that affected communities had an opportunity to contribute, and how did that input inform the proposal?
These questions are an analytical checklist derived from the policy themes, not an official approval test. A project’s alignment with the themes cannot be established by its stated goals alone; it depends on its location, design, infrastructure relationships, and treatment of community needs.
