Extreme heat forced a pause in piling beside an operational railway, delaying Octavius Infrastructure’s Winterstoke Road bridge replacement in Weston-super-Mare by at least five months. Construction News reported on 8 October 2026 that the project, previously expected to finish in summer 2027, is now expected to open in early 2028.
Why has the Winterstoke Road bridge project been delayed?
Construction News reported that Octavius paused installation of the project’s 35-metre-deep piles during periods of extreme heat. The work was being carried out beside the operational railway between Taunton and Bristol. The piles are needed to stabilise poor ground conditions, according to the council information cited in the report.

Octavius Infrastructure framework manager Matt Whale told Construction News: “During these periods of extreme heat, activities could not safely proceed due to the potential impact on track stability.” He also said: “These are industry-wide safety requirements designed to protect passengers, freight services and the railway network.” These are the contractor’s explanation and characterisation of the requirements, as quoted by Construction News—not a project-specific statement independently confirmed by a regulator or railway operator.

The revised expectation is early 2028, compared with the previous summer 2027 completion target, according to Construction News. The report describes the delay as at least five months. North Somerset Council leader Mike Bell said the council was working with Octavius to “identify whether any work can be brought forward or rephased”. The report does not establish whether that effort will recover any of the lost time.

What is being replaced, and who is funding the work?
The project replaces the Second World War-era Winterstoke Road bridge, which crosses the railway in Weston-super-Mare, Somerset. Construction News says the old structure was demolished over Christmas 2025 after significant structural issues; without replacement, it would have needed to close within the next decade. The completed bridge is intended to maintain the route for the next 120 years.
According to Construction News, North Somerset Council awarded the £26.7 million project to Octavius in September 2024. The report says the Ministry of Defence is funding the replacement because it owns the bridge. These project and funding details are reported by Construction News, which cites council documents.

How does heat affect railway and bridge work?
Construction beside a live railway
The issue described for Winterstoke Road is the potential effect of piling on track stability while trains continue to use the line. That is distinct from a bridge itself expanding in hot weather: the reported pause concerned whether construction could safely proceed next to the operational railway, not a reported failure of the bridge’s bearings or joints.
Heat and railway delays
A 2020 peer-reviewed study by Sarah Greenham, Emma Ferranti, Andrew Quinn and Katherine Drayson analysed London Underground delay records from 2011 to 2016 alongside Met Office temperature data. It found statistical relationships between high temperatures and most delay variables examined, but did not establish that temperature caused those delays. Relationships for track-related delays were small compared with those associated with other assets. The study provides broader context for heat risks to rail operations; it does not identify the cause of the Winterstoke Road pause or establish a safe temperature threshold for this site.

The authors also used UK Climate Projections 2009 to make a conditional projection about the share of annual delays associated with temperatures above 24°C, assuming similar future performance. That analysis is not a current forecast for this Somerset project.
Thermal movement in bridge structures
In written evidence to Parliament in 2018, Highways England noted that bridges and other structures expand or contract as temperatures change, and that bearings and joints are designed to accommodate such movement with routine maintenance. The evidence described general inspections every two years and more detailed principal inspections every six years under the guidance then in use. Those intervals are general context from 2018, not a description of the inspection regime or cause of delay at Winterstoke Road.
