The suspension must take effect by 23 October 2026 and remain in place while the projects’ environmental impacts are assessed. It is not a blanket stop to every activity, nor a cancellation of the projects.
What the order covers
The order applies to work that significantly changes the environment at the two planned sites. Reporting describes the work at issue as including tree felling, topsoil removal, construction of site roads and storage areas, and changes to ditches and culverts. The agency’s concern is that such alteration can have environmental effects that the assessment process is intended to identify and evaluate. Svenska Yle reported on the agency’s instruction; The Guardian reported the order and rationale on 6 October 2026.
Some lower-impact work may continue, including planning, measurements, soil surveys and other activities with limited environmental effects. The distinction is between work that substantially alters the sites and work that does not—not between all construction-related activity and none. The reported order does not establish that every task at either site must stop. Helsinki Times reported the scope of the instruction and Google’s response.
Why the agency intervened
According to reporting on the order, substantial site preparation was underway before the environmental assessments were complete. The agency’s stated concern is that activities such as clearing and earthworks can change local conditions and cause impacts before those effects have been assessed. The suspension is intended to keep significant alteration on hold while the assessments proceed; the sources available do not establish the assessments’ eventual findings or what mitigation they may require.

What Google has said
Google said it would study the agency’s findings and follow its guidance. The company acknowledged falling short of its own standards, while saying it had acted in good faith under Finland’s Forestry Act, conducted nature surveys and taken steps to protect areas of environmental value. Those statements describe Google’s response; they do not replace the agency’s environmental assessment or establish its outcome. Helsinki Times reported Google’s position.
How this fits Google’s wider Finnish investment
The order concerns only the planned Muhos and Kajaani sites. It should not be read as a halt to every Google data-center project or infrastructure investment in Finland.

In September 2026, Google announced plans to invest at least €13 billion in Finnish digital infrastructure over 2027–2028, including data-center and supporting infrastructure investments and partnerships in Hamina, Kajaani, Muhos and Vaala. That is a company-announced plan for a wider portfolio, not verified final expenditure, a price tag for the two affected sites, or a confirmed schedule for them. Google’s announcement describes the planned investment.
Earlier, on 28 November 2024, Finland’s Government authorized Metsähallitus to sell Google four parcels in Muhos and Kajaani totaling approximately 1,400 hectares. That figure is the combined area of the parcels, not land cleared or covered by buildings. The Finnish Government’s announcement records the authorization.

What is known—and what remains unresolved
As of 7 October 2026, reporting says the assessments were incomplete. The available sources do not establish their final results, a date when restricted work may resume, a revised construction schedule, or any resulting change in project scope or cost. They also do not provide a reliable, independently verified figure for the area actually cleared at each site. The parcel acreage cannot be used as a proxy for clearing or environmental impact.
The order is therefore a pause on specified environment-altering preparation while assessments are completed—not evidence that the projects have been permanently stopped, that every activity has ceased, or that the projects will proceed unchanged. The assessment results and any subsequent agency decisions will determine what work can happen next.
