GOAL (Green Operations and Advanced Leadership) was presented in 2023 as a fee-based communications and performance platform for sports and entertainment venues. Launched by Oak View Group, it combined an AWS-powered software environment with a resource library, cross-venue collaboration, performance-data analysis, validation and recognition. The aim was practical: help venue operators decide where to begin, measure progress and share approaches that work in day-to-day operations.
GOAL’s reported membership, pricing, features and partnerships are historical information from a February 14, 2023 report, not confirmation of the platform’s current operating status. The original report is Building Design + Construction’s coverage by John Caulfield.

What GOAL was designed to do
GOAL was described as a professional network and software platform focused on the operational side of venue sustainability. Green building programs can guide design and construction, but a venue’s environmental results also depend on recurring decisions made after opening: how materials are purchased, how waste is sorted, how utilities are tracked, how contractors are managed and how results are reported.

Why venue operations need their own sustainability playbook
Construction standards and operational standards answer different questions. A project can document efficient systems and responsible materials at handover, while the operating team still has to prevent contamination in recycling streams, track event-by-event waste, measure emissions and keep procedures consistent across tenants, vendors and touring productions.
Fulmer summarized the gap in the article by saying, “There’s no great best practices or guidance for operations toward sustainability.” She also framed the intended audience plainly: “We want to work with venues that are ready to take on sustainability.”
For a venue, “operate greener” is therefore not one metric. It is a management system in which each environmental area has a defined boundary, a baseline, a recurring measurement method and an accountable owner.
The sustainability measures should not be treated as interchangeable
The 2023 examples show why a venue needs separate measures rather than a single “green” score. The following framework distinguishes the areas named in the report and identifies what was, and was not, specified there.

| Operational area | What a venue would measure | What the 2023 report established |
|---|---|---|
| Waste diversion | How much material avoids landfill, normally expressed as a percentage of total waste. | State Farm Arena’s zero-waste certification was described as diverting at least 90 percent of waste from landfills. |
| Recycling quality | Whether collected recyclables are separated correctly and remain usable to processors. | State Farm Arena had moved from single-stream to multi-stream recycling; the report did not provide contamination or recovery rates. |
| Carbon emissions | Emissions from defined scopes and sources, measured against a stated baseline. | The article said State Farm Arena had not yet conducted carbon-emissions measurements. |
| Energy | Electricity and fuel consumption, with a boundary and reporting period. | No venue energy baseline or reduction figure was stated. |
| Water | Potable and non-potable use, normally normalized for venue activity. | No water-use baseline or reduction figure was stated. |
| Procurement | Purchasing criteria, supplier information and product impacts. | No procurement metric was stated. |
A high diversion rate does not prove low carbon emissions, and changing collection systems does not itself establish better recycling outcomes. Each measure needs its own data and verification.
CFG Bank Arena: what renovation avoided
The article used Baltimore’s CFG Bank Arena to illustrate the environmental implications of renovating an existing building instead of demolishing it and constructing a replacement. The arena has 14,000 seats in a building dating to 1962. It completed a $200 million renovation in February 2023, according to the report.
Oak View Group used Buro Happold’s Life Cycle Assessment toolkit to measure the renovation’s environmental impact. Compared with new construction, the article reported the following results:

|---|---|
| 95 percent reduction in embodied carbon of structural materials, to “8,000 megatons” | Comparison with new construction; the unusual unit wording is reproduced exactly as reported by Building Design + Construction in 2023. |
| 50,000-plus tons of structural waste avoided | Waste that demolition and replacement construction otherwise would have generated, according to the article. |
| 6 million pounds of steel kept from being melted or disposed of | Reported consequence of retaining and reusing the existing structure. |
| 24,000 cubic yards of concrete kept out of landfills | Reported comparison with the demolition-and-new-construction alternative. |
These are figures attributed to the 2023 article, not independently verified measurements presented here. They describe embodied impacts associated with the structural choice; they do not measure the arena’s ongoing electricity, water, waste-diversion or operational carbon performance.

How a venue can apply the GOAL-style approach
A platform cannot create a useful benchmark from incomplete records. A venue considering a similar program can make the work manageable by moving through a defined sequence.
- Set the boundary. Decide whether the baseline covers the building, event operations, tenant spaces, concessions, offices, loading areas, construction activity or all of them. Record the period and the events included.
- Inventory existing data. Gather hauler tickets, utility bills, fuel records, purchasing data, refrigerant information and contractor reports. Mark each source as measured, estimated or missing.
- Choose separate indicators. Establish distinct measures for diversion, recycling contamination or recovery, energy, water, emissions and procurement. Do not combine unlike results into one percentage.
- Document the method. Write down units, conversion factors, event counts, floor area, occupancy assumptions and who is responsible for each data stream. A future comparison is only credible when the method stays stable.
- Set an achievable next step. A venue with no carbon baseline may first standardize utility and fuel records. A venue with a diversion certificate may next investigate contamination or begin emissions accounting.
- Use peer learning carefully. Compare venues only when boundaries, periods and definitions match. A 90 percent diversion result and a carbon-intensity result answer different questions.
- Validate before recognizing. Have an internal reviewer, auditor or certifying body check source records and calculations. Publish the scope of the review with the result.
- Repeat and improve. Assign a reporting calendar, review exceptions after major events and update procedures when vendors, food-service systems or building systems change.
This sequence reflects the platform’s reported emphasis on shared resources, data analysis, validation and recognition while leaving the actual operating decisions with each venue.

The article said GOAL intended to move venues beyond LEED compliance. That does not mean LEED was being replaced. Rather, the reported ambition was to address the continuing operational work that follows a building certification or construction project.

Membership, cost and implementation effort
GOAL was described as fee-based membership. The article did not state the fee, a tier structure, a minimum venue size, implementation charges or whether software access was sold separately from advisory or recognition services. Any current commercial terms require confirmation from GOAL or Oak View Group.
For budgeting purposes, a venue would need to account for more than a subscription: staff time to collect records, event-day training, changes to signage and sorting procedures, vendor coordination, data review and any independent validation. None of those costs was quantified in the 2023 report.
Expansion plans reported in 2023
Building Design + Construction reported that GOAL was seeking partnerships with other ownership groups. It also said the motor-racing and convention-center sectors had shown interest in the resources and network, and that GOAL planned an annual sustainability conference. Those statements describe intentions and reported interest at the time; they do not establish that the partnerships, conference or sector programs operate today.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThe article also reported that OVG360, Oak View Group’s venue-management arm, had formed a strategic alliance with Green Sports Alliance the previous October to support climate action and collaboration. The current status of that alliance was not established by the report.
Questions a venue should ask before joining any platform
- Which operational areas are included, and which are outside the platform’s boundary?
- Can the venue export its raw data and calculation method?
- Are peer comparisons normalized for event count, capacity, floor area and occupancy?
- Who validates submissions, and what evidence is required?
- Does recognition depend on an absolute threshold, year-over-year improvement or completion of a process?
- What staff time, training and vendor participation are expected?
- What are the membership, implementation and renewal fees, and when were they last updated?
- How are changes to standards and protocols governed?
Those questions separate a useful operating system from a badge that cannot be reproduced or audited.
What the 2023 proposal means for venue leaders
GOAL’s central proposition was that venues could improve faster by sharing operating knowledge and using comparable performance data instead of treating sustainability as a one-time construction feature. The CFG Bank Arena example showed the potential embodied impact of retaining an existing structure, while the State Farm Arena example showed that waste certification, recycling-system design and carbon measurement remain separate tasks.
Because the available reporting is dated February 14, 2023, readers should treat GOAL’s membership, pricing, platform availability, standards, partnerships and conference plans as historical until the organizations verify them directly. The durable lesson is the operating discipline: define the boundary, measure each environmental issue separately, validate the numbers and make the next action clear.
