The redevelopment of Glengarry Shopping Centre at 59 Arnisdale Road, Duncraig, has been approved and was reported to be under construction in September 2026. The approved proposal would replace the existing centre with a mixed-use complex including a supermarket, specialty shops, food-and-beverage tenancies and upper-floor offices. No confirmed opening date has been announced in the sources available.
What is planned for Glengarry Shopping Centre?
Woolworths Group’s application describes a mixed-use redevelopment at 59 Arnisdale Road. Its stated aim is to refresh the retail and community offering; Woolworths has also described the project as an upgrade intended to improve convenience and support local business. These are the proponent’s objectives, not confirmed outcomes.
The applicant’s final planning report sets out the following proposed scale and uses:
- 6,327 square metres of gross floor area and 3,999 square metres of retail net lettable area.
- A supermarket, specialty retail, four food-and-beverage tenancies and four offices on the first floor.
- 282 parking bays across basement and ground levels, plus six direct-to-boot bays.
These are figures in the applicant’s planning report, not an independent measurement or confirmation of the completed development. PerthNow’s September 2026 update described the intended finished complex as including a supermarket, restaurant, shops and upper-floor offices.

How will vehicles access the site?
The planning report proposes primary vehicle access from Arnisdale Road and a secondary access from Culloden Road for delivery vehicles. Under the application, Woolworths delivery vehicles would enter from Culloden Road and exit to Arnisdale Road.
The City of Joondalup cited the proposed delivery-truck access from Culloden Road, along with potential effects on residential amenity and safety, when it recommended refusal. Those were the City’s concerns about the proposal, not findings that harm had occurred. PerthNow reported in September 2026 that the City had received no complaints about blocked access, but had received a small number concerning alleged timed-parking breaches on Culloden Road. City CEO Craig Lloyd said the site manager had reminded staff and contractors of their parking obligations.

Has the redevelopment been approved?
Yes. The Metro Outer Development Assessment Panel approved the application on 3 September 2025, and the City of Joondalup’s current Development Assessment Panel page lists the redevelopment of Lot 1 (59) Arnisdale Road as approved. PerthNow reported the vote was four to one, despite the City’s recommendation to refuse.
Opposition continued after the decision. A City of Joondalup Council agenda dated 24 March 2026 records a petition opposing the redevelopment with 627 signatures and notes that the DAP had approved the application. PerthNow’s decision-day coverage also reported resident concerns about truck movements, tree removal, light and noise pollution, and neighbourhood character. Other residents and local business owners were reported as supporting renewal, describing the existing centre as outdated or in decline.

What is the construction status and opening date?
PerthNow and Northern Suburbs Weekly reported on 25 September 2026 that construction was progressing. That is a local news update, not an official construction schedule. The sources available do not establish a confirmed completion or opening date.
