In its latest dated update, published 27 March 2026, the City said the redevelopment had progressed to tender evaluation; any tender award remained conditional on 2026/27 budget funding and inclusion in the next draft Long-Term Financial Plan.
Is the Girrawheen Hub consultation still open?
No. The City sought feedback on its revised concept design from 31 March to 12 May 2025. Two open meetings were scheduled at Girrawheen Hub, on 6 and 8 May. The consultation notice said the findings would be reported to Council. The City’s consultation announcement quoted Mayor Linda Aitken: “This consultation will help ensure the hub will meet the needs and aspirations of the community.”
The consultation followed community engagement in 2023 and Council endorsement of an initial concept in May 2024. Council approved an updated concept in February 2025 before the revised design went out for public comment. The City’s project page outlines the project history.
What did the concept design propose?
The proposal was for a single-storey precinct bringing together the existing Girrawheen Hub, senior citizens centre, library, community centre and community garden functions. The City said it was intended to replace aging infrastructure and make community activities and government or agency services more accessible close to home.

What stage has the redevelopment reached?
In a 27 March 2026 update, the City said Council had resolved to progress the redevelopment to tender, the tender submission period had closed, and evaluation was underway. A tender award was conditional on funding in the 2026/27 Budget and inclusion in the next draft Long-Term Financial Plan. The City anticipated that tender outcomes would be considered by Council in October 2026.
The sources available for this update do not confirm whether Council considered the tender outcomes in October 2026 or what it decided. The project page is the City’s status hub, but it contains inconsistent timeline entries; check for a newer official update before relying on a later schedule or decision.
When might construction start and the new facility open?
The City’s 27 March 2026 update forecast construction commencement in late 2026 and a new facility opening in 2028. These are forecasts, not confirmed dates. The City project page also lists other completion dates, including June 2027, the end of 2027 and late 2028, so its published schedule is not internally consistent.

What funding and project cost has the City published?
The City’s live project page estimates the project at $30 million, says the City has committed $9.5 million, and says it is seeking State and Federal support. A separate City advocacy factsheet, version 3 dated October 2025, lists a $30.9 million total, a $10.4 million City contribution and $20.5 million in Federal Government funding under discussion. These are different figures from differently dated City sources; they should not be combined or treated as a final cost or secured grant. See the project page and the October 2025 factsheet.

The City’s October 2025 advocacy factsheet describes the precinct as 1.37 hectares. It reports that 40.9% of Girrawheen residents and 47.7% of Koondoola residents were born overseas, compared with 32.2% for Western Australia and 27.7% for Australia. The factsheet also reports SEIFA 2021 index values of 858.8 for Girrawheen and 794.7 for Koondoola, compared with 1001.2 for Australia and 1011.0 for Western Australia, placing the suburbs in the fifth and third percentiles respectively. These are figures reported by the City in that factsheet; its cited text does not provide detailed underlying dataset or methodology information. Read the City’s October 2025 advocacy factsheet.
