Ghana’s Health Minister says contractors have moved to site for new 160-bed regional hospitals in Oti, Western North and Savannah. The projects are under construction, but the available announcements do not establish completion dates or opening dates for all three.
Where are the three hospitals being built?
Health Minister Kwabena Mintah Akandoh announced at the Ministry of Health’s Sector Update in Accra on 7 October 2026 that contracts had been signed and contractors had moved to site for regional hospitals in Oti, Western North and Savannah. Savannah: Soalepe, near Damongo
The Ghana News Agency reported that work had begun on the Savannah Regional Hospital and Referral Facility at Soalepe, a suburb of Damongo in West Gonja Municipality. The site was handed to FRIDOUG Limited. The report said the project was expected to take two years; that is a stated expectation for Savannah, not a confirmed completion date and not a schedule for the other two hospitals. Reported components include an outpatient department, patient wards, laundry facilities, a recovery garden, accommodation, streetlights, internal access roads and other supporting infrastructure.

Oti and Western North: sites not specified
The minister named both regions, but the announcement and the cited project report do not identify the exact sites or contractors for Oti and Western North. No project-by-project construction schedule is established for those two hospitals.

The GH¢600 million figure covers the three hospitals collectively. The Ministry has not published a project-by-project cost breakdown in the cited announcement, so it should not be treated as an equal per-hospital cost. The sources also do not establish how much has been disbursed, construction progress percentages, or when any hospital will open.

Why does the Ministry say regional hospitals are needed?
The Ministry’s stated rationale is to bring secondary and tertiary services closer to residents and reduce long journeys for specialist care. In September 2026, Ministry spokesperson Tony Goodman cited Oti residents travelling to Accra and said a regional hospital could help provide quality care nearer home, as reported by Citi Newsroom. That is the government’s case for the projects, not a measured estimate of reduced travel or improved health outcomes. Citi Newsroom

How do the projects relate to unfinished Agenda 111 hospitals?
The decision to start regional hospitals while some Agenda 111 district hospitals remain unfinished has drawn criticism. Former Health Minister Bernard Okoe Boye questioned starting new regional projects before completing those district hospitals and argued that funds could instead finish some of them.
Goodman rejected the suggestion that the regional projects meant abandoning unfinished district hospitals. He described needs at multiple levels and said work on health posts was also continuing. The cited reports do not establish comparative costs, project readiness or which category of facility should take priority, so they do not resolve the policy dispute.

What remains unconfirmed?
- Exact sites and contractors for Oti and Western North.
- Individual contract sums for each hospital and actual funding disbursed to date.
- Verified completion schedules for all three projects, construction progress percentages, and opening dates.
- Detailed staffing and equipment plans.
- Whether the other three regional hospitals mentioned by the minister will proceed: he said he had authorization to begin processes toward initiating them in 2027, which is an expectation rather than evidence that contracts or sites are in place.
Until project-specific schedules and progress updates are published, “under construction” describes the reported status; it does not mean a hospital is complete or operational.
