Germany’s construction activity contracted more sharply in September 2026, with the S&P Global Germany Construction PMI Total Activity Index falling to 43.5 from 48.7 in August, according to Trading Economics’ October 6 report. The reading points to a month-on-month decline reported by surveyed firms; it does not mean construction output fell 6.4% or by any other equivalent percentage.
What the September 2026 construction PMI shows
The headline index dropped 5.2 points, from 48.7 in August to 43.5 in September. August had been an eight-month high. Because 43.5 is below the PMI’s 50 no-change threshold, the survey indicates that overall construction activity contracted from the previous month, and that the reported contraction was more widespread than in August.
PMI readings are diffusion indices: they summarize whether surveyed businesses report activity increasing, decreasing or staying the same. The 5.2-point movement is a change in index points, not a measured percentage fall in Germany’s construction output. S&P Global’s PMI methodology explains the survey measures; the September figures below are reported by Trading Economics, which attributes them to S&P Global.
Which parts of construction weakened most?

Housing was the largest stated drag in the September account. The report does not provide a comparable numerical activity reading for each segment in the material cited here, so the relative changes should be read qualitatively rather than as measured segment output volumes.

Are orders and construction jobs still falling?
New orders continued to contract, although the pace of decline was the slowest in three months. That easing in orders did not translate into stronger current activity: firms reduced purchasing, and employment fell at its sharpest pace since April, according to the September report.
The combination suggests continued caution among surveyed construction businesses: demand was still weakening, while firms also reduced buying and staffing. These are survey findings, not a count of national orders or a government employment total.

What happened to costs and supplier delays?
Average input costs and subcontractor rates rose faster than in the previous survey, indicating that cost pressures intensified for respondents. Supplier delivery times lengthened, but the increase was the least marked since December. The report therefore describes accelerating price and subcontractor-rate pressure alongside a moderation in delivery-time delays; it does not quantify the percentage change in costs.
How to interpret a Germany Construction PMI of 43.5
- Below 50: surveyed firms reported contraction compared with the prior month.
- At 50: the survey indicates no overall change.
- Above 50: surveyed firms reported expansion.
The index describes the direction and breadth of change reported by participating firms. It is not a direct census of construction volume, and a reading of 43.5 does not mean activity fell 6.5%.

How the Germany construction survey is conducted
According to S&P Global’s Germany Construction PMI methodology, the survey draws questionnaire responses from a panel of around 150 construction companies. Responses are collected in the second half of each month and compare business conditions with the previous month. The survey covers total activity, residential and commercial activity, civil engineering, new orders, employment, purchasing, supplier delivery times, input prices, subcontractor measures and expected future activity.
S&P Global says its survey panels are recruited to represent the monitored sector’s structure. As with any business survey, the resulting index reflects respondents’ reported conditions rather than a complete measurement of every construction project or firm in Germany.

What the report says about the outlook
Business sentiment for the coming 12 months remained pessimistic in the September account. This is a measure of respondents’ expectations, not a forecast of a specific level of construction output or a guarantee of what activity will do next.
