UKHSA’s programme business case, published on 5 October 2026 and approved by HM Treasury in July, sought reinstatement of Kier’s pre-construction services agreement (PCSA) for the H50 High Containment building. That is a step toward preserving the project’s schedule and supply-chain continuity—not evidence that Kier has been awarded the construction contract or that building work has restarted. The wider UK Health Security Campus programme has a £3.52 billion envelope and targets completion in September 2038.
What Kier’s return means
The decision described in the business case is about reinstating a PCSA with Kier for H50. A PCSA is a pre-construction arrangement; it is not, by itself, a main construction contract or confirmation that construction has begun. The £3.52 billion figure applies to the overall campus programme, not to a Kier contract.
UKHSA says a fresh procurement could take 12 to 18 months and put the programme’s position at risk in a constrained market for large Containment Level 4 (CL4) facilities. Its business case says only three UK suppliers can deliver work at this scale. That supplier-capacity claim is UKHSA’s assessment, not an independently established count.
What is being built at Harlow?
The UK Health Security Agency (UKHSA) plans to consolidate specialist facilities from Porton Down, Colindale and its London corporate headquarters at Harlow by 2038. The campus is intended to form part of the government’s National Biosecurity Centre network and support the transition of up to approximately 2,500 existing roles.

H50 High Containment Building
H50 is the specialist bioscience facility, planned to contain CL3 and CL4 laboratories. UKHSA says the design includes suited CL4 laboratories, where staff can work in air-fed suits, supporting a wider range of studies than traditional primary containment methods.
Main Site
The separate Main Site project is planned to provide CL2, CL3, Specified Animal Pathogens Order (SAPO) 3 and SAPO 4 laboratories, alongside offices. The plans include demolishing the existing main building to ground level.

What is the budget—and what does the appraisal say?
UKHSA’s October 2026 programme business case gives the campus programme a £3.52 billion envelope, confirmed through its multi-year spending review settlement following the 2025 Spending Review. This is a programme funding figure, not a published price for Kier’s H50 work.
For its preferred option, UKHSA reports expected capital costs of £3,022 million (86%) and revenue costs of £503 million (14%). Its combined capital and revenue risk allowance is £516 million net, or £665 million gross. The case identifies specialist H50 and Main Science Building construction, risk, inflation and VAT as major cost pressures. Transition spending includes workforce transition and capacity building, dual running while new facilities are validated, equipment moves, preparation of legacy sites and programme management.

The preferred option has a reported benefit-cost ratio of 4.77. In UKHSA’s appraisal, that represents approximately £4.77 in expected societal benefits for each £1 invested; it is a forecast appraisal result, not a realised return.

Validation and dual running matter because specialist facilities must be shown to operate safely before functions transfer. In a June 2026 parliamentary answer, the government said Colindale and Porton Down would continue operating until Harlow is fully validated and operational in 2038, with phased occupation starting in the mid-2030s.

UKHSA says Harlow Central was the lowest-risk viable option and performed best or jointly best across its strategic, financial, design and legal/compliance assessments. The business case summary does not provide enough detail for a full alternative-by-alternative comparison.

The business case identifies risks including failure to meet regulatory, health and safety, biosecurity or policy requirements; reduced funding; workforce retention challenges; and material cost pressures. UKHSA describes maintaining H50’s critical path and access to the constrained CL4 supply chain as ways to mitigate schedule and cost risk.
Why the project matters to UK health security
In a written statement on 17 July 2025, Health and Social Care Secretary Wes Streeting said the government would proceed with a new health security campus, including high-containment laboratory facilities, in Harlow, Essex. The statement described the campus as replacing existing Colindale and Porton Down facilities, consolidating high-containment laboratory, research and diagnostic functions, and serving as UKHSA’s corporate headquarters.
