For an England higher-risk building (HRB) project, a Gateway 2 application succeeds or fails on the quality, coordination and completeness of its evidence. Prepare a route-specific design package, a project-specific Building Regulations Compliance Statement, supporting fire-safety information where required, and a checked record of every drawing, specification and schedule submitted. Gateway 2 is a statutory building-control approval stage for HRB work, not a general consumer planning or building-permit form.
The checklist below is a preparation framework rather than a universal legal document list. The exact prescribed documents depend on whether the project is new work, work to an existing building or covered by transitional arrangements. Confirm the applicable Higher-Risk Building Procedures Regulations, Building Regulations 2010 provisions, and the current Building Safety Regulator (BSR) portal instructions before filing.

What Gateway 2 covers
Gateway 2 is the building-control approval point at which the regulator assesses whether proposed HRB work is designed to comply with the Building Regulations before construction proceeds under the applicable regime. It applies to qualifying higher-risk building work in England. The application may concern a new higher-risk building, a conversion, work to an existing higher-risk building, or a project proceeding under transitional arrangements.
It is important to establish the project’s status before assembling documents. A package prepared for a new HRB may not be the correct package for alterations to an existing building, and transitional work can have modified information requirements. The professional route commonly identified for new work is Regulation 4, while applications relating to existing buildings are associated with Regulation 12; check the current statutory wording and the project’s facts rather than relying on a label.

Step 1: Confirm the application route and scope
Write down the building, the proposed work, the responsible dutyholders and the route you believe applies. This record gives the design team a common starting point and exposes questions that must be resolved before documents are produced.
New HRB work or conversion
For a new higher-risk building or a conversion treated as new work, identify the complete building scope and the proposed construction sequence. The application should describe the work in enough detail for BSR to assess the relevant Building Regulations requirements, rather than describing only the architectural concept.

Work to an existing HRB
For an existing building, define the parts being altered, retained and affected by the work. Existing conditions, interfaces with retained construction and the effect of the proposal on fire and structural performance should be reflected in the evidence. Regulation 12 is specifically identified for applications relating to work to existing buildings, but the current regulations determine whether it applies to the particular project.
Transitional arrangements
Check whether transitional provisions apply and whether the project transferred under arrangements that change the Gateway 2 or completion-stage information expected. Government material explains that some work covered by transitional arrangements may not have submitted a Gateway 2 application before work began and can have modified completion information requirements. Do not assume that a standard new-build checklist applies unchanged.
Record the decision
Keep a short route note in the project file stating the building classification, proposed work, relevant regulation route and any transitional assumption. If the classification or route is uncertain, resolve it with the project’s building-control and legal advisers before submission; an incorrectly scoped application can lead to avoidable rework.

Step 2: Assemble the coordinated design package
The core submission is a set of coordinated plans, specifications and schedules that describes what will be built. Documents should be sufficiently detailed for the regulator to test compliance. A concept drawing set, generic specification or unreferenced performance statement is unlikely to provide the traceability needed for a determination.
Plans and drawings
- Include the plans, sections, elevations and details needed to understand the proposed work and its interfaces.
- Show the parts of the building affected by the application, including retained construction where it influences compliance.
- Use consistent drawing numbers, titles, revision identifiers and issue dates.
- Cross-reference details to specifications, schedules and compliance evidence so an assessor can follow the design decision.
Specifications and schedules
- Describe materials, products, systems, workmanship assumptions and performance requirements that affect Building Regulations compliance.
- Include schedules for relevant elements such as doors, walls, floors, façade build-ups, means of escape components, services and structural systems where those schedules are part of the design evidence.
- State the performance criteria and limitations that the design relies on; avoid leaving a critical requirement as an unqualified “contractor’s design” item.
- Identify interfaces between disciplines, for example where architectural, structural, mechanical, electrical and fire strategies depend on one another.
Design responsibility and change control
Make it clear which designer or consultant produced each document and which revision is submitted. A coordinated package is not merely a large upload: it is a controlled set in which a change to one detail is reflected in every affected drawing, schedule and statement.
Step 3: Prepare the Building Regulations Compliance Statement
A project-specific Building Regulations Compliance Statement should explain how the proposed design addresses the relevant requirements. Treat it as a route through the evidence, not as a generic declaration that the project will comply.
What the statement should do
- Identify the applicable Building Regulations requirements for the work.
- Explain the design approach for each relevant requirement.
- Point to the drawing, specification, calculation, assessment or schedule that supports the explanation.
- State significant assumptions, interfaces, limitations and outstanding design decisions.
- Use the same building description, scope and revision information as the application form and drawings.
Make evidence traceable
For each material compliance issue, an assessor should be able to move from the statement to the supporting evidence without guessing which document applies. Use stable document references and a simple index. If a performance claim depends on a test, calculation, assessment or specialist report, identify that evidence and the design element to which it relates.
Generic assurances detached from drawings and specifications are a recurring weakness. The statement should explain the actual project’s design, including constraints created by an existing building or a transitional route. It should not promise compliance in the abstract while leaving the supporting design to a later stage.

Step 4: Coordinate fire-safety information
Check the fire-safety information required for the route and circumstances, including the applicable Fire and Emergency File provisions and supporting plans or information. Government material describes fire-safety information requirements in particular contexts and notes modified provision for certain transitional work, so one identical file cannot safely be presented as mandatory for every application.
Include the information the route requires
- Identify the fire-safety strategy and the parts of the design on which it depends.
- Provide the plans and details needed to understand escape, compartmentation, fire-resisting construction, fire-fighting access and other relevant measures for the project.
- Link fire-safety assertions to the architectural, structural and building-services documents that implement them.
- Check whether the route requires a Fire and Emergency File or a modified form of fire-safety information.
Do not copy a file from another project without reconciling building height, use, layout, systems, interfaces and construction details. A document can look complete while describing a different building.
Gateway 2 document checklist
Use this working checklist to organise the package, then verify each item against the current regulations and BSR instructions for the application route.
| Preparation area | Evidence to assemble | Quality check |
|---|---|---|
| Application scope | Building description, proposed work, route and transitional position | Scope matches the application form and every submitted document |
| Design package | Coordinated plans, sections, elevations, details, specifications and schedules | Documents are sufficiently detailed to assess compliance |
| Compliance statement | Project-specific explanation of relevant Building Regulations requirements and supporting references | Each material claim points to identifiable design evidence |
| Fire safety | Required fire-safety plans, information and Fire and Emergency File material where applicable | Route-specific requirements and transitional modifications have been checked |
| Supporting evidence | Calculations, assessments, reports, product or system performance information and specialist design evidence used by the statement | Evidence relates to the submitted revision and actual project |
| Document control | Drawing register, revision record, issue dates and coordinated file set | No conflicting names, descriptions, revisions or assumptions |
| Submission record | Final submitted package and confirmation of what was filed | Readable copies are retained for coordination and later information management |
Step 5: Run a completeness and consistency review
Missing required documents can make an application invalid and stop the regulator from determining it. Perform the review before pressing submit, not after a validation query.
- Lock the scope. Compare the application description with the latest project brief, drawings and specifications. Remove superseded work or explain any deliberate exclusion.
- Check document identity. Confirm that the building name, address or project reference, document title, revision and date are consistent throughout the package.
- Check cross-references. Open the compliance statement and follow every reference to a drawing, schedule, calculation or report. Correct broken, ambiguous or obsolete references.
- Check interfaces. Review architectural, structural, fire, mechanical and electrical information together. Resolve clashes where one document assumes a different wall, opening, route, system or performance level.
- Check route-specific information. Reconfirm the prescribed documents and fire-safety information for new work, existing-building work or transitional arrangements.
- Check readability. Ensure drawings can be read at the submitted scale, schedules are complete, files open correctly and no required page or appendix is missing.
- Record the final issue. Preserve the submitted file set and revision register so the team can identify exactly what BSR received.
Common reasons a submission is found incomplete
Using a generic checklist as if it were the law
A universal list cannot capture every route. Regulations and project circumstances determine the prescribed documents. Use a checklist to control your work, then verify the live statutory and BSR requirements for the actual application.

Submitting design intent instead of assessable detail
Statements such as “the design will comply” do not replace coordinated drawings, specifications and supporting evidence. Add the detail needed to show how the requirement is met and where the evidence is located.
Conflicting revisions
An updated plan paired with an older compliance statement, schedule or fire drawing creates uncertainty about the proposal being assessed. Reissue dependent documents together and remove superseded copies from the submission set.
Overlooking existing-building interfaces
For alteration work, retained construction and interfaces can be as important as the new elements. Identify what remains, what is opened or affected, and how the design addresses those conditions.

Fire-safety information can vary with the application context, and transitional arrangements may modify what is required. Confirm the applicable provision instead of attaching an unaltered file from another project.
How long might a decision take?
BSR’s published application data for the 12-week rolling period ending 5 October 2026 reported an overall Gateway 2 approval rate of 87%: 330 approvals among 378 decisions across HRB categories. For new HRBs and conversions, the reported approval rate was 96%, based on 55 approvals among 57 decisions, excluding invalidations and withdrawals. The same category reported a median approval time of 23 weeks for 11,822 units.
These are dated aggregate observations, not a promise for an individual project. A technically complex application, an incomplete submission, clarification requests or scope changes can produce a different result. The BSR 2026–27 strategic plan sets an expectation to respond within 18 weeks or less to non-complex new-building Gateway 2 applications by the end of March 2027. That is a future performance target, not a current statutory deadline or guaranteed case time.
Who should own the preparation?
The client, principal designer, architects, engineers and other project team members need a defined coordination process. One person can maintain the register and submission record, but the relevant designers must provide and verify the technical evidence for their disciplines. A specialist Gateway 2 or HRB compliance-preparation service may help organise the package; it does not transfer the project team’s responsibility to confirm the applicable regulations, accuracy and completeness of the application.
