If you smell natural gas, hear hissing, or see other signs of a leak, leave immediately and call 911 and your local gas utility from a safe location. Do not stay inside to find the leak, operate a valve, retrieve a tool, or make a repair. A meter shutoff is a conditional preparedness action only when your utility’s instructions allow it, you know the procedure, and it is safe to act without delaying evacuation. Once gas is shut off, the utility or a qualified professional must inspect the system and restore service; never turn it back on yourself.

The immediate decision: evacuate and call first

The distinction between a gas shutoff valve and emergency gas service is important because they are different actions performed by different people. A valve can isolate the gas supply at the meter. Emergency service is the response provided by 911, the gas utility, fire personnel, or another authorized professional who assesses the danger, makes the area safe, tests the system, and arranges restoration.

On a suspected leak, use this sequence:

  1. Leave the building and the suspected leak area on foot. Warn others as you exit if you can do so without stopping or creating additional risk.
  2. Avoid ignition sources. Do not operate light switches, appliances, vehicles, phones, or other electrical equipment in the suspected leak area. Do not smoke, light a flame, or use a tool that could create a spark.
  3. Move to a safe distance before making calls. From outside and away from the odor or suspected release, call 911 when there is immediate danger and contact the local gas utility using its emergency number. U.S. guidance commonly directs callers to use both services, but the exact routing depends on the utility and jurisdiction.
  4. Do not investigate, repair, or re-enter. Do not search for the source or attempt to tighten a fitting. Stay out until responders or the utility explicitly say it is safe.

PG&E states, “If you smell the distinctive ‘rotten egg’ odor of natural gas in or around your home or business, leave the area immediately and call 9-1-1.” The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration gives the concise instruction, “Leave the area;” CenterPoint Energy says, “Never try to repair a natural gas leak yourself.” Read the current instructions for your own utility rather than treating another company’s procedure as universal.

Valve and emergency service are not interchangeable

Question Meter shutoff valve Emergency gas service
What is it? A device at the gas meter that can stop gas entering the building when operated according to the utility’s procedure. A call for 911, the gas utility, or other authorized responders to assess and control a hazardous situation.
Who acts? The customer may operate it only when local utility guidance permits, the leak conditions meet that guidance, and doing so is safe. Utility personnel, fire responders, or qualified professionals evaluate the system and determine when service can be restored.
When does it apply? Only as a conditional measure for a suspected leak when the valve and procedure are known and acting will not delay evacuation. Whenever a leak is suspected or another gas emergency presents a danger; call from a safe location.
What happens afterward? Gas remains off until the system is inspected. The customer must not reopen the valve or relight appliances. Responders or the utility isolate hazards, test or repair the system, and give instructions for lawful restoration.
Is the procedure universal? No. Valve arrangements, labels, access rules, and instructions differ by utility and jurisdiction. No. Emergency numbers and the order in which 911 and the utility are contacted differ outside the U.S. and among local providers.

The table’s central rule is simple: a valve can be part of the response, but it never replaces leaving and calling for help.

What emergency gas service actually does

When you call from safety, give the dispatcher or utility the address, your location, what you noticed, whether anyone may still be inside, and whether construction, excavation, or equipment damage is involved. Do not walk back toward the building to obtain details. If you are unsure which company serves the property, 911 can direct the immediate response and local emergency information can identify the utility.

Emergency personnel determine whether the release is inside the building, at the meter, or on a public or private line. They may establish a safe perimeter, shut off supply, ventilate or test areas, and coordinate with the property owner or contractor. Only the utility or a qualified professional should decide that the piping and appliances are safe and restore service. A call is still necessary when the odor fades: gas can disperse, and smell alone does not prove that the source has been eliminated.

When a meter shutoff may be appropriate

Utilities place strict conditions on customer-operated shutoffs. San Diego Gas & Electric says not to shut off at the meter unless house piping is known or suspected to be leaking, the person believes they are in danger, and it is safe to do so. PG&E likewise limits a customer shutoff to suspected-leak conditions and warns that people should not put themselves at risk. These are examples of utility-specific rules, not a nationwide instruction.

Consider operating the meter valve only when all of the following are true:

  • Your local utility’s current emergency page permits or directs customer shutoff for the situation.
  • You know the location and operation of the meter valve from prior preparation or clear utility instructions.
  • You can reach it without entering an area containing the odor, hissing, smoke, flames, or other danger.
  • You can leave immediately afterward and have already made evacuation and calling for help the priority.

If any condition is missing, do not attempt the valve. Never go back inside for a wrench, never cross a suspected gas cloud to reach the meter, and never remain in place to watch whether the odor improves.

How to prepare before an emergency

Learn the meter location

Walk the property during a normal, safe period and identify the gas meter and its shutoff. Ask the serving utility or property manager for the current procedure, especially if the meter is in a locked enclosure, shared utility room, crawlspace, or another location that may not be safely accessible. Valve placement and the required direction of movement vary, so do not rely on a diagram from another utility.

Keep the correct tool accessible

PG&E recommends a 12- to 15-inch adjustable pipe or crescent wrench, or another suitable tool, near the shutoff. SDG&E describes a 12-inch or larger adjustable wrench for its valve. These dimensions are utility guidance for preparedness, not a command to use a particular brand or force. Store the tool where it can be reached without entering a suspected leak area, and do not hang or store it on the gas piping or equipment.

Preparedness item Guidance supported by utility instructions
Valve location Know it in advance; confirm access and the local operating procedure.
Wrench PG&E: 12–15-inch adjustable pipe or crescent wrench; SDG&E: 12-inch or larger adjustable wrench.
Storage Keep the tool near, but not attached to, gas piping or equipment.
Emergency contacts Save the utility’s current emergency number and know the local emergency number; U.S. sources cited here specify 911.
Household briefing Tell everyone to leave first, avoid ignition sources, and call from safety; children should not be assigned valve operation.

Preparation is for a calm day. During an active suspected leak, do not return to collect the tool or check the meter.

Recognizing a possible gas leak

Natural gas is commonly odorized with a sulfur or “rotten-egg” smell, but smell is not the only warning sign. Illinois emergency guidance and utility materials also identify:

  • A hissing, whistling, or roaring sound near piping or appliances.
  • Blowing dust or dirt from a line or opening.
  • Continuous bubbling in standing water.
  • Dead or dying vegetation over or near a buried gas line.
  • Symptoms or conditions that suggest unsafe combustion, including a carbon-monoxide alarm.

PG&E cautions that people should not rely only on odor. Odor can be masked, diluted, or unnoticed by someone with a reduced sense of smell. Conversely, an odor from a source other than a gas leak still warrants leaving and calling when you cannot safely identify it. A carbon-monoxide alarm is not a natural-gas detector: Enbridge Gas explains that CO alarms detect carbon monoxide, not unburned natural gas. Do not treat a CO alarm as evidence that a gas line is safe, and do not advertise one as a substitute for leak response.

Decision guide for common situations

You smell gas inside a home, shop, or occupied building

Exit immediately, warn people only while moving out, and call 911 and the utility from outside. Do not use a phone or switch inside, and do not attempt the meter unless the utility’s instructions specifically allow it and you can reach it without exposure. Wait for responders’ instructions before anyone re-enters.

You smell gas outdoors near a meter or service line

Move away from the odor and from low or enclosed areas where gas could collect. Keep people and vehicles clear, avoid creating sparks, and call from a safe location. Do not approach the meter to test it, close a valve, or look for a damaged fitting unless responders direct a safe action.

A construction crew damages or uncovers a gas line

Stop work, shut down ignition sources only if that can be done without entering the affected area, and evacuate the crew and nearby occupants. Establish distance without blocking responders, then call 911 and the gas utility. No worker should probe, clamp, backfill over, or repair the line. The utility or emergency responders must control the release and authorize any return to work.

The odor disappears before help arrives

Keep the report active and remain out. Dispersion does not establish that the leak is repaired. Tell responders where the odor was strongest and whether doors, windows, appliances, excavation, or recent work may have changed conditions.

There is no odor, but a detector or physical sign indicates danger

Treat persistent hissing, bubbling, blowing dust, dead vegetation, or a carbon-monoxide alarm as a reason to leave and obtain professional help. The absence of a smell does not authorize investigation or a do-it-yourself repair.

What to do after the meter is shut off

  1. Leave the valve in the position directed by the utility and move to a safe location.
  2. Report that the supply was shut off, identify the meter, and tell the utility whether anyone may have been exposed.
  3. Do not turn the valve back on, bypass it, or attempt to relight a pilot or appliance.
  4. Arrange inspection and any repair through the utility or a qualified professional authorized for the work.
  5. Follow the utility’s instructions for testing, ventilation, appliance checks, and restoration. Do not assume that a quiet meter or vanished odor means service is safe to resume.

Enbridge Gas’s emergency-preparedness guidance likewise directs customers to wait for professional assessment after a shutoff. The person who closed the valve is not automatically qualified to reopen it.

Common mistakes that increase risk

  • Calling from inside: A phone, switch, or appliance can provide an ignition source. Make the call after leaving.
  • Searching for the leak: Opening cabinets, moving appliances, or entering a crawlspace exposes you to gas and delays evacuation.
  • Assuming someone else reported it: Make your own call so the utility and emergency services receive the address and conditions directly.
  • Using a CO alarm as a gas detector: CO and unburned natural gas are different hazards; one alarm does not detect the other.
  • Turning service back on: A reopened valve can send gas into an untested system or appliances with unlit pilots.
  • Following a neighbor’s utility procedure: Meter designs, access rules, and emergency numbers vary. Use your provider’s current instructions.
  • Storing a wrench on the pipe: Keep the tool available but separate from the piping and equipment.
  • Re-entering for belongings or records: Property, tools, and documents are not worth entering a suspected leak area.

Local instructions and geographic limits

The cited procedures come primarily from U.S. utilities and U.S. federal or state emergency guidance. In the United States, the sources here direct people to 911 for immediate danger and to the local gas utility; elsewhere, use the emergency number and gas provider specified by that jurisdiction. Even within the U.S., utilities differ in whether they want customers to close the meter valve and in how they describe the valve.

Use these official pages as examples of the kind of instruction to locate for your property, while checking that the provider serves your address:

A practical pre-emergency checklist

  • Record the serving gas utility and its emergency number where occupants and site supervisors can find it.
  • Identify the meter shutoff without touching it and confirm the utility’s current instructions.
  • Keep a suitable 12-inch-or-larger adjustable wrench accessible when the utility recommends one; PG&E specifies 12–15 inches.
  • Store the wrench near, not on, the gas piping or equipment.
  • Brief household members, tenants, and workers on the leave-call-wait sequence.
  • Include the procedure in construction-site orientation and emergency plans, especially where excavation or temporary gas service is present.
  • Check that emergency exits remain clear and that no one must pass through a meter room or suspected leak area to leave.
  • Review the plan after a remodel, meter relocation, change of utility, or change in building occupancy.

Bottom line

Use emergency gas service for the emergency: get out, call 911 and the local utility from safety, and wait for professional direction. Use the meter shutoff only as a utility-approved, safe, conditional step that never delays evacuation. After a shutoff, leave the valve alone until the utility or a qualified professional has inspected the system and authorized restoration.
