Brihanmumbai Municipal Corporation (BMC) is aiming to begin full construction of the Gargai dam in January 2027 and start supplying Mumbai with an additional 440 million litres per day (MLD) during the 2029 monsoon. These are targets, not confirmed dates: October 2026 reporting says statutory, forest, wildlife and rehabilitation-related approvals remain schedule dependencies. Early site mobilisation has reportedly begun, but that is not the same as full dam construction.
When is Gargai dam work expected to begin?
The latest reported plan is for full construction to start in January 2027. BMC officials told The Times of India on October 3, 2026 that the dam and its ancillary structures are targeted for completion by MayโJune 2029, with initial storage and supply expected in the 2029 monsoon. Those dates depend on outstanding permissions and successful execution.

Some preparatory activity is reported to be under way. Site mobilisation, design vetting and concrete mix trials are proceeding alongside approval work; they do not mean that full construction has started. The schedule therefore has two distinct milestones: mobilisation and preparation now, followed by the planned main construction start in January 2027.

Forest, wildlife and rehabilitation-related approvals are identified in the October report as outstanding. The latest BMC annual status baseline located for the project, its 2024โ25 Environment Status Report, said Ministry of Tribal Affairs (MoTA) clearance had been received while forest and wildlife clearances from the Ministry of Environment, Forest and Climate Change were in process. That report is a dated snapshot, not confirmation of the complete status in October 2026.

The annual report also said a joint measurement survey of land to be submerged and land associated with rehabilitation and resettlement was complete. It recorded that afforestation land had been partly obtained, with the remainder still in process. The central forest-clearance portal lists the proposal as FP/MH/WATER/31703/2018 and contains a dated processing timeline; readers should check its latest entry rather than treat historical entries as a current decision: Government of India forest-clearance portal.
Approval steps have shifted during 2026. The Indian Express reported in March 2026 that the BMC standing committee withheld clearance on March 11, citing land-acquisition delays and cost escalation, and that a special land-acquisition cell was proposed. A March 8 Times of India report said the proposal was due before the committee for final approval; subsequent coverage said BMC approvals passed in April. Because those are procedural reports from earlier in the year, they should not be read as a consolidated official account of every permission required now.

Other execution tasks are advancing in parallel, according to the October report: the Central Design Organisation in Nashik had cleared the basic design and structural aspects, and the detailed project report had been cleared. Roller-compacted-concrete mix trials were under way and were expected by a BMC official quoted in the report to take about 180 days. These steps support preparation, but do not remove the need for permissions or guarantee the target schedule.
How much water will Gargai add, and what is being built?
BMCโs Environment Status Report 2024โ25 lists Gargai as a proposed source with a yield of 440 MLD and describes a tunnel of about 2 km. The October 2026 report repeats the 440 MLD target. The scheme is therefore more than a dam: it includes conveyance infrastructure to move stored water toward Mumbaiโs existing supply network.

A March 2026 report described a 2.2-metre-diameter tunnel carrying water to Modak Sagar, as well as a 69-metre dam near Ogada village in Wada taluka, Palghar district, and a 1,200-kilowatt hydropower unit. These are earlier reported specifications, and the later BMC annual report gives the tunnel length only approximately; the more detailed dimensions and components should be treated as reported scope rather than a final, independently confirmed as-built design. The same March coverage cited a โน3,000-crore tender estimate, which is an earlier estimate, not a verified final project cost.

Gargai is one part of a broader proposed supply portfolio, not a stand-alone solution to Mumbaiโs future demand. BMCโs 2024โ25 report projected a 2041 demand-supply gap of 6,424 MLD and listed several proposed future sources, including Gargai. Its stated 440 MLD yield is one contribution within that larger planning context.

The October report compared Gargaiโs anticipated build period with Middle Vaitarna, which it said supplies around 455 MLD. Officials reportedly plan to complete Gargaiโs main dam structure in nine months, compared with 15 months for Middle Vaitarna. That comparison reflects reported targets and history; it does not establish that the sites, engineering conditions or construction sequences are identical.
