Short answer: Cement is covered by the EU Carbon Border Adjustment Mechanism (CBAM), whose definitive regime began on 1 January 2026. Importers of covered cement must obtain the required authorisation, report embedded emissions and buy and surrender CBAM certificates. The first definitive declaration, covering imports made during 2026, is due by 30 September 2027. For emissions data, an importer may use European Commission default values or actual producer data; actual values must be supplied with verification from the third-country producer.

“Low-carbon cement” is not a single legally protected CBAM category. It normally means cement with less clinker and/or lower process, fuel and electricity emissions. Buyers should substantiate the claim with an environmental product declaration (EPD), verified emissions data and performance information rather than relying on the label alone.

Does CBAM apply to cement?

Yes. Cement is one of the sectors covered by the EU Carbon Border Adjustment Mechanism. The European Commission describes CBAM as the EU tool for addressing carbon leakage by making the price of imports reflect their embedded carbon emissions. The definitive regime applies from 1 January 2026; a low-carbon formulation does not remove a covered cement product from CBAM.

The exact treatment still depends on whether the imported item is a covered CN good, how its embedded emissions are calculated, which data route the importer uses and the EU rules in force for the relevant reporting period. A product marketed as “green,” “low-carbon” or “net-zero” is not automatically exempt.

What the importer must do

  • Obtain the CBAM authorisation required for the import activity.
  • Determine the quantity and covered product category for each shipment.
  • Report the cement’s embedded emissions using Commission default values or eligible actual producer data.
  • Purchase and surrender the number of CBAM certificates corresponding to the reportable emissions.

The first definitive declaration covers imports made in calendar year 2026 and must be submitted by 30 September 2027. Keep the shipment, emissions and verification records that support the declaration; customs, procurement and sustainability files should reconcile to the same quantities and declared units.

What is the CBAM timetable for 2026 cement imports?

Item Rule or date What it means for a cement importer
Definitive CBAM regime From 1 January 2026 Cement imports are subject to the definitive authorisation, reporting and certificate framework.
First definitive declaration 30 September 2027 The declaration covers all relevant imports made during 2026.
Certificate price in 2026 Quarterly average based on EU ETS allowance auction prices Budgeting for 2026 uses the Commission’s quarterly pricing approach rather than a single annual price.
Certificate price from 2027 Weekly average based on EU ETS allowance auction prices Exposure can move more frequently as the certificate price is updated weekly.

The price methodology matters even when the physical cement and emissions intensity are unchanged. Finance teams should model certificate purchases using the applicable quarterly or weekly EU ETS auction-price average, not an assumed fixed tariff.

How do you calculate embedded emissions for imported cement?

Start with the imported quantity and the emissions intensity for the specific cement product and production installation. The declaration must reflect the embedded emissions attributable under the CBAM methodology, including the eligible treatment of electricity emissions for cement. In practical terms, the calculation needs a product quantity, a declared unit, a direct-emissions intensity and, where applicable, the permitted indirect electricity component.

Use actual producer data when it is available and verifiable

Actual values should come from the third-country cement producer and must be supported by verified emissions data. Ask the producer to identify the installation, product, production period, quantity basis, process and fuel data, electricity assumptions, calculation method and verifier. Ensure that the data matches the goods actually shipped; a plant-wide average or a different product line may not represent the imported cement.

Use Commission default values when actual data is not used

EU guidance allows importers to declare emissions with Commission default values. This route can be operationally simpler when a supplier cannot provide verified plant data, but the importer must apply the default appropriate to the covered goods and reporting rules. Do not replace a default with an unverified supplier estimate and call it an actual value.

Data route Evidence needed Operational advantage Control point
Commission default values The applicable Commission value and the quantity of covered cement Useful when producer-specific verified data is unavailable Confirm that the default corresponds to the product and period declared.
Actual producer values Producer emissions data with the required verification Reflects the exporting installation’s reported performance Reconcile product, installation, period, declared unit and verifier evidence.

Are indirect electricity emissions counted?

For cement and fertiliser goods, CBAM includes indirect emissions from electricity generation in a circumscribed manner. That means an importer cannot assume that only kiln fuel and calcination emissions matter, nor can it add every electricity-related figure in a sustainability report without checking the CBAM rules. Record the electricity source and the methodology used for the reportable component.

A practical calculation workflow

  1. Classify the shipment. Confirm that the cement is a covered CN good and record the customs quantity, product description, origin and production installation.
  2. Choose the data route. Decide whether the declaration will use a Commission default value or actual producer data.
  3. Set the declared unit. Use the same mass or other required unit consistently across invoices, production records, emissions files and the CBAM declaration.
  4. Collect direct-emissions evidence. For actual values, obtain process and fuel emissions attributable to the cement, including the relevant calcination and kiln operations.
  5. Check electricity treatment. Include the eligible indirect component for cement under the applicable CBAM methodology, documenting assumptions and source data.
  6. Calculate shipment emissions. Multiply the covered quantity by the applicable emissions intensity, then apply any methodological rules required for the product.
  7. Retain verification and reconciliation records. Keep the producer statement, verifier evidence, production period, shipment documents and calculation workbook together.
  8. Plan certificate purchases and surrender. Use the applicable 2026 quarterly or post-2026 weekly price methodology when forecasting cash exposure.

What does “low-carbon cement” mean?

There is no single universal product label in the evidence available for this subject. In construction practice, low-carbon cement generally lowers one or more of the following: clinker content, process emissions from calcination, fuel emissions from the kiln, and electricity emissions.

Lowering the clinker share

Portland clinker is emissions-intensive because limestone calcination releases process carbon dioxide and the kiln requires high-temperature heat. Replacing part of the clinker with supplementary cementitious materials (SCMs) is therefore a major decarbonisation route. Materials identified by the Global Cement and Concrete Association include fly ash, ground granulated blast-furnace slag, calcined clays, unburnt and ground limestone, and recycled concrete fines.

The Canadian cement and concrete roadmap says SCMs can replace, on average, 30% or more of the cement required to produce concrete. That is an average sector statement, not a guarantee that every cement or concrete mix can make the same substitution while meeting its required strength, durability, setting time and standard.

Reducing process, fuel and electricity emissions

A cement may also have a lower footprint because the plant improves kiln efficiency, changes fuels, reduces electricity intensity or uses lower-emission power. These reductions should be reported separately from clinker substitution where possible. Two products with the same clinker ratio can have different global-warming impacts if their fuel mix, electricity source, plant efficiency or transport and system boundaries differ.

What is LC3 cement?

LC3 stands for Limestone Calcined Clay Cement. India’s 2026 roadmap describes it as a blend of clinker, low-grade limestone, calcined clay and gypsum. The clay is calcined at about 800°C, compared with about 1,500°C for ordinary Portland cement (OPC) clinker. The roadmap reports comparable 28-day strength to CEM I.

LC3 can reduce emissions through both lower clinker content and the lower calcination temperature for the clay component. “Comparable 28-day strength” does not mean identical performance in every application: the cement’s formulation, raw materials, curing conditions, durability requirements and applicable standard still need to be checked for the project.

How should buyers prove and compare low-carbon claims?

Use an EPD and verified embedded-emissions data together. An EPD reports life-cycle global-warming potential (GWP) under a defined product category rule (PCR), declared unit, geography and validity period. It is useful for comparing products, but an EPD alone should not be assumed to satisfy every CBAM verification requirement. Confirm with the importer’s compliance adviser that the producer’s evidence meets the CBAM rules for actual values.

GCCA ratings

The Global Cement and Concrete Association’s ratings run from AA, described as near-zero, to F. They are based on GWP reported in EPDs. Treat the rating as a screening signal, then inspect the underlying EPD: declared unit, PCR, plant location, production period, verification status and boundary conditions can materially affect comparability.

Comparison factor Why it matters Question to ask the supplier
Embodied CO2/GWP The central carbon metric, but only comparable when units and boundaries match. What is the GWP per declared unit, under which PCR and validity period?
Clinker-to-cement ratio Shows how much clinker has been displaced. What clinker percentage applies to this product and production site?
SCM type and supply risk Slag, fly ash, calcined clay, limestone and recycled fines have different availability and consistency risks. Which SCM is used, and is supply secured for the project duration?
Strength, durability and setting Carbon savings do not remove structural and service-life requirements. What declared strength development, durability data and setting performance are available?
Applicable standard Conformance determines where the cement can legally and technically be used. Does it meet the relevant EN, ASTM or local cement standard?
EPD and verifier Independent verification strengthens the product comparison. Who verified the EPD, when does it expire and which PCR was applied?
Direct versus indirect emissions Electricity treatment can change the CBAM-relevant result. Which direct and eligible indirect emissions are included?
CBAM data route Default and actual values create different evidence requirements. Will the declaration use a Commission default or verified actual data?
Certificate-cost exposure CBAM certificates add a cost linked to embedded emissions and EU ETS auction prices. What emissions intensity should finance use for the shipment scenario?
Delivered geography Plant location, transport route and market rules affect procurement and reporting context. Which installation produces the cement, and where will it be delivered?

What evidence should a cement producer provide?

A producer supporting actual CBAM values should prepare a product- and installation-specific evidence pack. At minimum, the importer should be able to trace the shipment to the producing installation and reporting period, identify the cement product and quantity basis, and review the direct-emissions calculation. Include fuel and process records, electricity assumptions where relevant, production quantities, calculation boundaries, responsible personnel and the independent verification statement required by the applicable rules.

Keep the EPD separately identifiable. Record its declared unit, PCR, geographic scope, publication and expiry dates, verifier and GWP result. If the EPD covers several products or plants, obtain the allocation method and confirm that the imported cement falls within its scope.

What are the EU benchmarks and free-allocation changes?

The European Commission says product benchmarks are based on the average greenhouse-gas emissions of the best-performing 10% of installations producing that product in the EU and EEA-EFTA states. These benchmarks are not a permission to use an unverified product claim; they are reference values within the EU emissions framework.

Free allocation for CBAM sectors is being phased out between 2026 and 2038. Importers should therefore model CBAM certificate exposure over the life of a supply contract rather than assuming that historical free-allocation conditions will continue unchanged.

Common compliance mistakes and how to correct them

Treating “low-carbon” as an exemption

Correct the mistake by checking the covered CN classification first. A lower GWP can reduce reported emissions and potential certificate exposure, but it does not by itself remove the product from CBAM.

Using an unverified supplier estimate as an actual value

Ask for producer data with the required verification. If that evidence is not available, use the applicable Commission default rather than presenting an internal estimate as verified actual emissions.

Comparing EPDs with different units or boundaries

Normalize the declared unit, PCR, geography, validity period and life-cycle boundary before ranking products. A lower number from a narrower boundary is not automatically a lower-carbon cement on a like-for-like basis.

Ignoring electricity treatment

For cement, review the circumscribed CBAM treatment of indirect electricity emissions. Document the electricity source and calculation basis instead of assuming that all electricity is excluded or that all reported electricity emissions are included.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Buying a lower-clinker cement without checking performance

Obtain the applicable standard, strength-development data, durability evidence, setting characteristics and project approval. SCM availability and quality can vary by region, so secure supply and qualify the product before specifying it in a critical pour.

Letting documents expire

Track EPD expiry, verifier statements, product formulations, plant changes and reporting periods. A current shipment should not rely on an obsolete EPD or a value calculated for a different installation.

Where is the sector heading?

The Global Cement and Concrete Association states that the sector is committed to net-zero concrete by 2050 and reports a 20% proportionate reduction in cement-production carbon dioxide over the previous three decades. Its milestone is a 25% reduction in concrete carbon dioxide emissions by 2030 compared with 2020 levels.

For purchasers, those targets translate into a practical requirement: specify measurable performance and emissions data now, while retaining the flexibility to update mixes as SCM supply, standards, verification practice and CBAM rules evolve. The most defensible procurement file links the exact product and plant to an EPD, verified emissions evidence, performance compliance and a documented CBAM data choice.
