Fremantle Oval’s proposed renewal is a precinct plan, not simply a grandstand upgrade. It brings together improved football facilities, event-capable public green space, heritage conservation, safer pedestrian connections and potential mixed uses. The City’s published venue ambition is to accommodate 10,000–15,000 patrons, while a separate Western Australian planning strategy describes 200+ new homes across the wider Oval, Prison and Hospital precinct. These remain planning intentions, not proof of approved or funded construction.
What the Fremantle Oval redevelopment proposes
The City of Fremantle is working with South Fremantle Football Club, Fremantle Football Club and the Western Australian Football Commission on a masterplan for the historic Oval precinct. The masterplan is intended to establish a long-term vision and management principles and help attract state and federal funding. The City’s project overview sets out a broader civic and sporting renewal, with improved facilities alongside public-space, heritage and access goals.
The plan responds to the City’s assessment that existing changerooms, lighting, playing surface, patron seating and public amenities are in poor condition for current requirements and anticipated football growth, particularly in women’s football. The published scope also considers how the precinct can serve residents, visitors, tenants and event-goers beyond match days.
Sporting facilities and event capacity
The City describes a proposed Category 4 – Tier 2 venue with capacity for approximately 10,000–15,000 patrons. That is a target for a future facility, not the capacity of a completed redevelopment or a final design specification.

What the category is intended to support
In the City’s FAQ, Category 4 is described as a designation for venues capable of hosting AFLW games and AFL pre-season competition games. Tier 2 covers state-league and community events. The City also identifies player and patron facilities, lighting and media facilities for interstate broadcasting as elements of the intended venue.
These upgrades are aimed at supporting elite women’s football as well as other football, state-league, community and entertainment events. The published category and capacity explain the ambition; they do not establish the final design, delivery schedule or operating arrangements.

Public space, heritage and safer connections
The masterplan aims to provide accessible, inclusive green space in Fremantle’s city centre that can also host events, including High Voltage. The City describes a visitor experience intended to encourage people to spend a day in Fremantle, rather than using the Oval only for sport.
Heritage is a central constraint on redevelopment. The Oval sits within Fremantle Prison’s World Heritage Buffer Zone, and the City identifies the Victoria Pavilion as a significant heritage place for conservation. An independently developed Conservation Management Plan is intended to guide the masterplan so heritage values are protected while regeneration is considered.

The City identifies Fremantle Prison, Fremantle Hospital and Fremantle Markets as key neighbours. Its stated aims include safer pedestrian connections through the precinct, supporting a revitalised hospital and improving the Prison visitor experience. It also says the planning should recognise Aboriginal people as Traditional Owners and contributors to the Oval’s sporting history.
How housing fits into the wider precinct plan
The housing figures relate to a larger planning area and should not be read as a confirmed residential project on the Oval itself. The Western Australian Government’s February 2026 Local Planning Strategy City of Fremantle describes a renewed Fremantle Oval, Prison and Hospital precinct with community and allied health services and 200+ new residential dwellings.

The same strategy includes a capacity scenario of 220 additional apartments and 415 future residents, using stated assumptions including 1.8 residents per dwelling. These are strategic vision and capacity-planning figures, not evidence that the apartments have planning approval, funding or a construction timetable. The City’s FAQ also names health and fitness and childcare as examples of possible uses; it does not identify confirmed operators or funded facilities.

The public-comment period on the draft masterplan closed on 6 November 2024. The City’s project page said officers would then seek council adoption, but that page alone does not confirm whether adoption subsequently occurred.

A City progress report covering July–December 2025, presented to council on 25 February 2026, reported that an advanced business case had been prepared for Project Board review and that contractor market testing had been undertaken to help scope procurement strategies. That indicates progress in project development, but it does not establish final business-case approval, construction procurement or a start date.
The City’s FAQ describes project costing as being developed through the business-case process and says the City was seeking state and federal partners while working with football partners on sustainable operations. A later City Long Term Financial Plan 2025–2035 anticipates a City contribution of up to $20 million and says the intention is for the development to be primarily externally funded. That is a financial-plan expectation, not a settled total project cost or confirmation that funding has been secured.
The available City and state material therefore does not establish a final project budget, confirmed funding package, post-report formal approval status or construction schedule. Those decisions matter because the plan must balance event and sport capacity with everyday access, heritage protection, mixed-use development and the long-term cost of operating the precinct.
What the plan could mean for the community
If delivered, the proposal would combine upgraded sporting infrastructure with green space and other potential activities in a central location. The City also identifies possible support for current Oval tenants SEDA College and the Stephen Michael Foundation, as well as the potential to attract other education providers.
The benefits remain dependent on the final plan and its delivery. Residents and visitors will want to see how public access is maintained alongside events, how housing and other uses fit within heritage protections, and how external funding and sustainable operations are secured. The published strategy describes objectives and scenarios; it is not a guarantee that every proposed use or benefit will proceed.
