The former BP service station at 1156 Albany Highway, next to Bentley Plaza in Bentley, was reported vacant after BP left in April 2021. BP acknowledged that its operations contributed to petroleum-hydrocarbon contamination in soil and groundwater, and PerthNow reported that the Contaminated Sites Committee found BP 100 per cent responsible and required it to remediate the site. The latest detailed account available here is dated December 10, 2025; it does not establish what happened at a court directions hearing listed for December 15 or whether the station parcel’s regulatory status has since changed.
What is the Albany Highway site?
The site is the former service station at 1156 Albany Highway, beside Bentley Plaza in Bentley—not all land or groundwater along Albany Highway. PerthNow reported that Mahomed Ahmed Badat had owned the property since August 2006 and that BP operated the station from November 18, 1987, until April 29, 2021. BP no longer occupied the property from April 30, 2021.
The station reportedly had a workshop, shop, office, storage and toilets, as well as five underground petroleum tanks, one underground LPG tank, fuel dispensers, a parts-wash area and a waste-oil tank. A sign erected by the owner read, “Do not enter, toxic, polluted by BP.” That is the sign’s wording, not a quoted safety determination by a regulator.
What contamination and responsibility findings were reported?
BP said its station operations from 1987 to 2021 resulted in petroleum-hydrocarbon contamination of soil and groundwater beneath the property. PerthNow reported that the Contaminated Sites Committee (CSC) found BP 100 per cent responsible for the contamination and obliged it to remediate the site.

The CSC makes responsibility decisions based on information submitted to it. As PerthNow explained, it issues decisions to relevant parties but does not manage remediation after making a decision, and it cannot conduct its own investigations. The report quoted City of Canning mayor Patrick Hall as saying management and remediation of contaminated privately owned land was DWER’s responsibility under the Contaminated Sites Act 2003. That is the mayor’s description in the report, not an independent legal assessment here.
What remediation work took place?
According to BP’s account reported by PerthNow, excavation and off-site disposal of soil took place in 2000, but impacted soil remained. Soil classification and removal of fuel tanks and dispensers followed in February and March 2020. From October 2020 to February 2021, impacted soil was disposed of and a bioremediation compound was applied to the groundwater smear zone.

DWER classified the station site “contaminated – remediation required” because hydrocarbons were present in soil and groundwater. The department said remedial work in 2020–2021 was followed by soil and groundwater monitoring, but further investigation, monitoring and risk assessment were needed to validate whether remediation would remain effective over the long term. DWER also sought a mandatory auditor’s report and said it would update the classification when it received the requested material.
Why the nearby DWER record does not establish the station’s status
A DWER record generated June 7, 2026, concerns a portion of Albany Highway road reserve adjacent to 1156 Albany Highway, not the former service-station parcel. It records the road reserve as contaminated and requiring remediation from May 10, 2011, notes hydrocarbons in groundwater and restricts groundwater abstraction except for analytical testing or remediation. The record says the service station was classified separately. It therefore cannot establish the station parcel’s current classification or the CSC’s responsibility decision.

What was known about the court matter?
PerthNow reported on December 10, 2025, that BP declined to comment because the matter was before the courts, and that a Supreme Court directions hearing was listed for December 15, 2025. That listing is a dated snapshot: the hearing outcome and any later court orders are not established by the available information. Nor is it established whether DWER later received the requested investigations and auditor’s report or changed the station parcel’s classification.

For a meaningful update on the station itself, the relevant developments are the results of the requested investigations and groundwater monitoring, the conclusions in the mandatory auditor’s report, any resulting DWER classification, and any court orders. None can be inferred from the December 2025 hearing listing or from the separate road-reserve record.
