Flood resistance tries to keep water out; flood resilience (also called recoverability) assumes water may enter and limits the damage, drying time and disruption. Most homes benefit from a combination, but the right balance depends on expected flood depth and duration, water flow, warning time, entry points, structural capacity, lower-level use and local rules. UK guidance says conventional resistance may suit short-duration flooding up to approximately 0.6 metres in some buildings—not a universal product rating or guarantee. Above that, obtain qualified advice.
Resistance and resilience solve different problems
Flood resistance, often called dry floodproofing, is designed to reduce or prevent water entering a building. Typical measures include flood doors, removable doorway barriers, covers or self-closing air bricks, and valves that limit drain backflow. Resistance works only within the safe structural and hydraulic limits of the building.

Flood resilience, also called recoverability, changes the building so that water causes less damage if it gets inside. Examples include water-tolerant finishes, raised electrical equipment, protected contents, a kitchen designed for easier removal and cleaning, and a documented drying and recovery plan.
These are complementary rather than competing strategies. A barrier can reduce the volume of water entering, while resilient materials and raised services reduce the consequences if leakage, overtopping or a deeper event defeats it. The UK Government explains the distinction in its guidance on flood risk and coastal change.

What should determine your choice?
Expected depth, duration and flow
Depth is not the only hazard. Water that remains for hours or days can damage materials and services even when it is shallow. Fast-moving water creates additional forces, while standing water creates hydrostatic pressure against walls, doors and foundations. A resistance system must therefore be designed for the building and the expected event, not selected solely by a stated barrier height.

UK guidance describes conventional resistance as potentially suitable for short-duration floods up to approximately 0.6 metres, depending on the building’s characteristics. Treat that figure as a conditional applicability description, not a guaranteed safe threshold. Leakage paths, wall construction, foundations, ground conditions and the duration of loading can change the outcome. Above approximately 0.6 metres in the UK context, seek advice from a suitably qualified building surveyor, architect or structural engineer.
Warning time and the people available to act
Removable barriers, door covers and temporary seals are active measures. They must be stored where they can be reached, fitted correctly and deployed before access becomes unsafe. A household that is often away, has limited mobility or receives little warning may need passive measures and a recoverability plan rather than relying on last-minute installation.
Where water can enter
Inspect doors, thresholds, air bricks, service penetrations, drainage connections, basement stairs, garage openings and other low points. A single unprotected opening can undermine an otherwise extensive resistance scheme. Drain protection also needs to match the property’s plumbing; a valve that is unsuitable for the pipework or poorly installed can fail to control backflow.
How the lower levels are used
A basement used as a living room has different requirements from a garage, crawlspace or storage enclosure. Keeping water out of habitable areas may be the priority, while a permitted non-living enclosure may be designed to admit and release water under specific rules. Never assume that advice for a garage or crawlspace applies to a bedroom or finished basement.
Structural capacity and local regulation
Water pressure can cause structural damage or force water through joints and walls. A resistance proposal that changes openings, loads walls, seals a basement or redirects water should be checked by an appropriately qualified professional. Building regulations, drainage requirements and floodplain rules vary by jurisdiction.
Compare the approaches and their checks
| Approach | What it aims to do | Examples | Checks before adoption |
|---|---|---|---|
| Resistance / dry-proofing | Keep water out up to the building’s safe structural limit | Flood doors or removable barriers; suitable opening seals or covers; self-closing air bricks; drain backflow valves | Expected depth and duration; warning time; openings and leakage; wall and foundation capacity; maintenance; local rules |
| Resilience / recoverability | Limit damage and restore the home faster if water enters | Water-tolerant lower-level finishes; raised utilities and contents; a recovery and drying plan | Which areas may get wet; cleanability and drying; utility protection; safe access; applicable codes |
| Wet floodproofing (specific US use) | Allow water into certain eligible lower enclosures to equalise pressure and reduce damage | Compliant flood openings; flood-damage-resistant materials; raised service equipment | Enclosure use; structural design; automatic entry and exit; National Flood Insurance Program and local requirements |
“Wet floodproofing” is a defined, constrained approach in US guidance. It is not a general recommendation to let floodwater into living areas.

Resistance measures: what they do and where they stop
Flood doors and removable doorway barriers
A flood-resistant door or a removable barrier can reduce entry through a common weak point. A removable system is only effective when the correct panels, seals and fixings are present, undamaged and installed in time. Store components with their instructions, inspect seals before each flood season and practise fitting the system in daylight.
Do not treat a product’s nominal height as proof that your property is protected to that depth. The surrounding wall, threshold, side returns and foundations must tolerate the pressure and prevent water bypassing the barrier. If water is expected to reach or exceed the building’s safe structural limit, a barrier can increase risk by holding water against the structure.

Air bricks, vents and other openings
Self-closing air bricks or suitable covers can reduce entry through ventilation openings. They must still provide the ventilation and combustion-air functions required by the building and any appliances. In a US wet-floodproofed enclosure, FEMA requires openings that allow automatic floodwater entry and exit; that is a different design objective from sealing a home’s living space.
Drain and pipe backflow protection
Flood-resistant valves on drains and water pipes can reduce sewage or stormwater backing up through the plumbing. Compatibility, access for maintenance and correct installation depend on the property’s pipe layout. Ask a qualified installer to confirm flow direction, cleaning access and what happens if the valve is closed during normal use.
Passive versus active resistance
- Passive measures: built-in details such as self-closing openings or permanent flood-resistant construction do not depend on someone being present during the event.
- Active measures: removable barriers, covers and temporary seals depend on warning, safe access, correct storage and timely action.
- Combined design: passive protection can address routine entry points while active barriers provide additional protection when a warning is available.
Pumps are not resistance
A pump can remove water after inundation, but it does not stop floodwater entering and cannot cancel structural pressure on walls or foundations. Pumps belong in the recovery plan, with a safe power supply, discharge route and procedure for contaminated water.
Resilience measures: make wetting less destructive
Use finishes that can be cleaned and dried
In lower-risk areas that may get wet, select materials that tolerate immersion, cleaning and repeated drying. The objective is not to make a room indestructible; it is to reduce the amount of material that must be discarded and to expose fewer hidden cavities where moisture can remain.
Plan how skirtings, wall linings, floor coverings and insulation will be removed or dried. A finish that appears water-resistant on its surface can still trap moisture behind it. Your designer or building professional should consider junctions, cavities and the route for inspection and drying.
Raise and protect utilities
Electrical distribution equipment, heating controls, boilers, pumps, communications equipment and other services are vulnerable at low level. Raising them above the anticipated water level, or placing them in protected locations, can shorten the outage and reduce replacement work. Any electrical alteration must comply with applicable regulations and be carried out by a competent professional.

Design kitchens and storage for recovery
Use removable or replaceable lower components where practical, keep valuable contents above the likely flood level and avoid storing irreplaceable documents or electrical equipment on the floor. Label isolation points so utilities can be shut down safely before water arrives.
Prepare a drying and reoccupation plan
- Decide who will isolate electricity, gas and water, and when it is safe to do so.
- Keep contact details for an electrician, plumber, builder and drying specialist.
- Record the locations of stopcocks, consumer units, valves and inspection points.
- Plan safe access, protective equipment and a place for contaminated materials.
- Arrange moisture assessment before closing walls or replacing finishes.
Reoccupation should follow safety checks, cleaning and adequate drying; a room that looks dry can still contain moisture in walls, floors or insulation.

FEMA distinguishes dry floodproofing, which seeks to make a building watertight for limited depth and duration, from wet floodproofing, which permits water into selected spaces to equalise pressure. FEMA warns that wet floodproofing has limited appropriate uses and that basements require structural assessment. UK terminology and US National Flood Insurance Program categories are not interchangeable rules.
FEMA’s 2025 Homeowner’s Guide to Retrofitting: Six Ways to Protect Your Home from Flooding describes requirements for qualifying enclosures below the base flood elevation. Among the requirements are:
- At least two wall openings in different walls.
- At least 1 square inch of total net opening area for each square foot of enclosure floor area.
- Opening locations and flow characteristics that meet the guide’s additional requirements.
- Use of the enclosure limited to permitted purposes such as parking, access or storage.
- Compliance with current local floodplain rules and other applicable requirements.
The 1-square-inch-per-square-foot figure is a US benchmark for qualifying enclosures, not an instruction to add openings to any part of a home. Design, certification and permitting must follow the current rules for the site.
FEMA’s earlier Homeowner’s Guide to Retrofitting provides further distinctions between wet and dry floodproofing. Technical dry-floodproofing information in Floodproofing Non-Residential Buildings is for non-residential applications and should not be treated as a residential design specification.

Flood protection is not limited to walls and doors. The UK Government’s 2025 FloodReady action plan includes property-level drainage and runoff measures such as permeable surfaces, rain gardens and rainwater harvesting. These measures can reduce or delay runoff reaching the building, but they do not replace protection against river, coastal or groundwater flooding and must be designed so they do not divert water onto neighbouring properties.
A practical decision sequence for a home
- Check the hazard. Use your local flood-risk information and warning services. Flooding can occur away from rivers and coasts, so do not rely only on a visible watercourse nearby. The Environment Agency’s household guidance explains initial risk checks.
- Map the building. Mark doors, thresholds, air bricks, drains, service entries, basements, garages and low ground. Record likely water sources, depth, duration and flow, recognising that no single measure covers every hazard.
- Test resistance feasibility. Ask whether walls, floors and foundations can safely withstand the expected pressure; whether water could bypass the proposed measure; and whether people can deploy active equipment before conditions become dangerous.
- Obtain qualified advice for deeper or structural work. In the UK guidance context, proposed resistance above approximately 0.6 metres warrants advice from a suitably qualified building surveyor, architect or structural engineer. Comparable professional and permitting requirements apply elsewhere.
- Specify recoverability. Decide which rooms may get wet, then select cleanable finishes, protect utilities and contents, and define the drying route and safe isolation procedure.
- Check rules before construction. Confirm building regulations, drainage approvals, floodplain requirements, basement restrictions and insurance implications before altering openings, utilities or structural elements.
- Document and maintain the system. Keep drawings, product instructions, inspection dates, photographs and emergency contacts. Exercise removable barriers and valves so a failure is found before a warning is issued.
How the choice changes in common situations
Short-duration, shallow flooding with reliable warning
A combination of passive opening protection and a correctly stored removable barrier may be reasonable if a professional confirms the building can tolerate the pressure. Add resilient finishes and a recovery plan because leakage or overtopping remains possible.

Deep, prolonged or fast-moving flooding
Do not extend a shallow-flood resistance strategy by simply buying taller barriers. Structural pressure, contaminated water, inaccessible equipment and loss of safe access become more significant. Prioritise life safety, evacuation planning, qualified structural advice and recoverability; resistance may be limited to specific openings or areas.
A basement or lower enclosure
First identify whether the space is habitable, storage, parking or access. A finished living basement may need a different strategy from a permitted enclosure designed under US floodplain rules. Structural assessment is particularly important because water pressure can act on below-grade walls from both outside and inside.
A frequently unoccupied property
Rely less on measures that require installation during an alert. Permanent passive details, raised utilities, protected contents, remote monitoring where appropriate and a documented contractor response are more dependable than a barrier stored in a locked shed.
Maintenance and failure checks
- Inspect door seals, frames, fixings and threshold surfaces for distortion, corrosion or debris.
- Confirm air-brick mechanisms move freely and do not compromise required ventilation.
- Operate drain valves according to the manufacturer’s maintenance instructions and keep access clear.
- Check pumps, backup power and discharge arrangements without creating an electrical hazard.
- Review whether renovations, extensions, paving or landscaping have changed runoff paths or flood entry points.
- After any event, photograph damage, isolate services safely and obtain moisture and structural assessments before rebuilding concealed elements.
What the available evidence does—and does not—establish
Official guidance provides principles, examples and regulatory conditions, but it does not supply a universal price, product ranking or percentage reduction in damage for every home. The UK Government’s evidence review, Assessing flood protection and resilience measures that can be taken by individual properties, covers cost and benefit categories; numerical estimates should not be inferred where a particular property, hazard and design have not been assessed.
That uncertainty is a reason to obtain a site-specific appraisal, not to treat all measures as ineffective. A qualified professional can match the intervention to flood source, loading, materials, services, warning time and local permissions.
Frequently asked questions
Can I make a home completely floodproof?
No. The Environment Agency says floodwater cannot be completely stopped. Resistance can reduce entry within a building’s safe limits; resilience reduces damage and speeds recovery when water gets in.

Only if it is suitable for the opening and expected event, installed correctly and deployed in time, and the surrounding structure can tolerate the retained water. It is not a universal protection rating.
Should I let water into my basement?
Not as a general home-improvement rule. Wet floodproofing is a constrained US approach for eligible lower enclosures, with use, opening, structural and local-rule requirements. A basement used as living space needs specific professional assessment.
Do pumps prevent flooding?
No. Pumps assist removal after water enters. They do not prevent entry, stop backflow by themselves or remove pressure from walls and foundations.
Where do I start?
Check local flood risk and warnings, map likely entry points and water levels, then obtain qualified advice before structural or deeper-resistance work. Add recoverability measures even when a resistance scheme appears feasible.
