Floating Office Rotterdam: The Completed Sustainable Office in Rijnhaven

Floating Office Rotterdam opened in 2021 as the Global Center on Adaptation’s headquarters. Its floating timber construction and building systems are documented, while independent operating-performance data is not established in the cited project accounts.

Floating Office Rotterdam is already built: it opened in 2021 as the headquarters of the Global Center on Adaptation (GCA), in Rotterdam’s Rijnhaven. Its floating foundation, timber structure, harbor-water heating and cooling, and rooftop solar array make it a distinctive construction project. Those systems and its certification are documented, but publicly cited project descriptions do not establish independently measured operating performance.

What is Floating Office Rotterdam?

Floating Office Rotterdam (FOR) is a completed office building on the water in Rijnhaven, Rotterdam. The GCA uses it as its headquarters. Developer RED Company identifies itself as the developer and owner, names Powerhouse Company as architect, and lists the project as realized in 2021. DWA also says it opened that year; the King Willem-Alexander inauguration is documented in the opening announcement.

The project’s reported area depends on the source: RED Company lists 3,606 m², while engineering consultant DWA describes approximately 3,000 m². These figures are not presented on a like-for-like measurement basis, so they should not be treated as a direct discrepancy resolved by choosing one.

How does the floating construction work?

The office is supported by fifteen concrete pontoons, with a timber superstructure above the waterline, according to RED Company. The pontoons provide the floating base; the timber elements form the building above. RED Company says the cross-laminated timber (CLT) elements are FSC-certified and designed to be disassembled and reused, making demountability part of the project’s stated design approach.

That approach is relevant to construction because the building is conceived as a structure that can be taken apart rather than treated as permanently fixed to a conventional land foundation. The project information describes the design intent, but does not document a later dismantling or reuse operation.

What makes the office sustainable?

Harbor water for heating and cooling

DWA describes a system that extracts thermal energy from Rijnhaven water and uses heat pumps for heating. In shoulder seasons, the account says, water can be used directly for cooling. BREEAM-NL’s project record also describes the pontoons as a heat exchanger. These sources establish the system’s design, not a verified annual energy balance or measured savings.

Solar panels and passive design

DWA reports an 800 m² solar-panel array, projecting floors that provide shade, and high-performance glazing. Together with the water-based thermal system, these are the principal building-scale measures described in the project accounts. The sources do not provide a post-occupancy dataset showing how much energy the office generates or consumes in operation.

Certification and project claims

BREEAM-NL, administered by the Dutch Green Building Council, records an “OUTSTANDING” score of 86.94% for Floating Office Rotterdam, certified on 20 September 2021. This is the project’s result under that certification scheme; it is not, by itself, a like-for-like ranking against all office buildings.

RED Company describes the project as energy-positive, CO₂-negative, and off-grid, while DWA calls it energy-neutral and climate-resilient. Those are project-participant descriptions. Without independent operating data, they should be understood as claims or characterizations rather than established measurements of the building’s current performance.

RED Company founding partner Nanne de Ru said: “With this building, we want to show that real estate development can also take the initiative in solving these climate-related threats.” That statement expresses the developer’s intent, not an independent assessment of the project’s impact.

What was planned in 2020, and what is in place now?

Rotterdam’s January 2020 announcement presented the floating office as a future GCA workplace and described an intended self-sufficient, energy-neutral building. It also proposed a restaurant, terrace, and floating pool. The later project records establish that the office was completed and opened in 2021, but the sources cited here do not confirm the current operating status of each proposed amenity.

The 2020 announcement said the GCA would use the building for a period of five to ten years. That was a projection at the time, not confirmation of a current lease term. The announcement is useful for understanding the original plan, but later records should be used for the building’s completed status.

How does the office relate to Rijnhaven’s redevelopment?

FOR is complete, but its surroundings continue to change. Rotterdam says the first section of the floating park beside the office, at Wilhelminapier, has been in use since summer 2022. The municipality’s Rijnhaven project page describes further floating-park design work and a land park expected after harbor filling and ground consolidation. Those wider-area schedules are municipal plans and forecasts, not part of the office’s completion timeline.
