Flame-retardant coatings and fire-resistant (or fire-resistive) paints do different jobs. A flame-retardant coating is generally evaluated for how it limits flame spread and smoke at a surface. A fire-resistive coating—often an intumescent coating on structural steel—is evaluated as part of a specific construction system to delay heat transfer and help the protected member maintain its required performance for a stated period.
The phrase “fire-resistant paint” is used loosely in marketing. The product name alone does not prove an hourly rating, a suitable substrate, or compliance with a particular building code. The decisive evidence is the documented test, the listed assembly, the required thickness, and the installation conditions.

The difference in one sentence
Flame-retardant coatings address surface burning; fire-resistive coatings address fire endurance of a substrate or construction assembly. Confusing those functions can leave a project with a coating that passes a surface test but does not protect a beam, column, wall, or floor for the required time.

| Dimension | Flame-retardant or surface-burning coating | Fire-resistive or intumescent coating |
|---|---|---|
| Main purpose | Reduce or limit surface flame spread and associated smoke measures | Insulate a substrate or structural member during fire exposure and support a specified fire-resistance duration |
| Typical test basis | ASTM E84 or UL 723, depending on the jurisdiction and application | ASTM E119, UL 263, or the applicable regional fire-endurance standard |
| What the result establishes | Comparative surface-burning behavior under stated test conditions | Performance of the tested construction design or system under fire exposure, subject to its listing and installation details |
| Typical mechanism | A surface formulation suppresses or slows flame spread; behavior varies by product | A reactive coating expands and forms a thicker insulating char or layer when heated |
| Common decision | Interior finish or exposed surface subject to flame-spread and smoke criteria | Structural steel or another assembly requiring a fire-resistance rating |
| Main limitation | An ASTM E84 result does not prove an hourly structural rating | A coating label is not enough; the assembly, thickness, substrate, primer, environment, and listing must match |
Standards and code applications vary by location. The table describes the functions of the tests, not an automatic equivalency between certifications in different countries or jurisdictions.

First identify the performance the project actually needs
Do not begin with a can labeled “fire-resistant.” Begin with the requirement in the drawings, specification, code report, or approval document. There are two fundamentally different questions.
Is the requirement about a surface?
A wall, ceiling, panel, or finish may need a limit on flame spread or smoke development. ASTM E84 is a comparative surface-burning test. It reports how the tested surface behaves under the test conditions; it does not measure heat transmission through the specimen and cannot, by itself, classify a material as noncombustible.
If the requirement is surface-based, obtain the test documentation for the exact coating, substrate, assembly, and installation being proposed. A result for one backing material or application method should not automatically be transferred to another.
Is the requirement a fire-resistance period?
A structural member or building assembly may need to maintain its performance during a standardized fire exposure for a stated duration. ASTM E119 and UL 263 are used to establish fire-endurance performance for construction assemblies or structural elements. The rating belongs to the tested or listed design, not to a generic paint category.
For example, a steel column protected by an evaluated intumescent system is not equivalent to an unlisted steel column coated with a product that merely reports a surface-burning result. The required member shape, steel size, primer, coating thickness, and installation conditions are part of the design basis.
What ASTM E84 does—and does not—tell you
ASTM E84, also known as the Steiner tunnel test, is often cited on coating labels because it evaluates surface flame spread and smoke density comparatively. ASTM International’s current page identifies ASTM E84-26a as active, with the page updated April 15, 2026.

- It can help compare surface-burning behavior. The result applies to the specimen and test conditions described in the report.
- It is not an hourly fire-resistance test. E84 does not establish that a beam, column, wall, or floor will remain structurally adequate for 30, 60, 90, or 120 minutes.
- It does not measure heat transmission through the tested surface. That limitation matters when someone uses an E84 number to imply insulation or assembly endurance.
- It does not, by itself, classify a material as noncombustible. Combustibility and fire endurance require the applicable evaluation and code pathway.
UL 723 is another surface-burning test designation used in some applications. Confirm which standard the authority having jurisdiction recognizes and whether the tested configuration matches the proposed work.
How intumescent fire-resistive coatings work
Intumescent coatings are relatively thin, paint-like materials that react when exposed to elevated temperatures. Heat activates the formulation, which expands and forms an insulating char. That char slows heat reaching the protected member and helps steel avoid exceeding critical temperatures during the rated exposure.
UL Solutions reported typical application thicknesses of 0.03 to 0.50 inches and typical expansion of approximately 15 to 30 times the original size for mastic and intumescent coatings tested under ASTM E119 or UL 263. UL published those broad ranges in 2020; they are not a specification for every product. The required dry-film thickness must come from the specific listing or engineering design.
ASTM International’s explanatory article on intumescent coatings for steel likewise describes an insulating char activated by heat or flame and intended to safeguard steel’s structural integrity for a specified period. The coating is therefore one component of a tested protection system, not a universal heat shield.
How to choose the correct category
- Write down the required outcome. State whether the project needs a surface flame-spread/smoke classification or a fire-resistance period for a member or assembly. If the documents are unclear, ask the design professional or authority having jurisdiction before selecting a product.
- Identify the substrate and assembly. Record whether the coating will be applied to structural steel, a wall or ceiling finish, concrete, wood, or another material. For steel, record the member shape, size, section factor where the design uses one, and whether the steel is shop- or field-applied. Use only information the listing or approved design recognizes.
- Find the governing test or listing. Surface requirements may point to ASTM E84 or UL 723. Fire-endurance requirements may point to ASTM E119, UL 263, or a regional equivalent. Obtain the complete report, listing, or approved design rather than relying on a sales phrase.
- Match the specified thickness. Fire-resistive systems commonly require a calculated or tabulated dry-film thickness. The value depends on the tested system and member. A thicker coat is not automatically acceptable if it falls outside the listing or creates curing and adhesion problems.
- Check primer and substrate compatibility. Confirm the permitted primer, galvanizing treatment, surface preparation, and any restrictions on existing coatings. Do not mix products or coat a surface outside the certification unless the approval expressly allows it.
- Verify environmental suitability. Confirm that the evaluation covers the intended interior, exterior, humidity, salt, ultraviolet, freezing, rain, or other exposure. Moisture sensitivity can affect performance, so a product approved for a dry interior may not be suitable for a wet or exposed location.
- Plan application and inspection. Follow the product instructions and the applicable listing for temperature, humidity, recoat intervals, curing, coverage, measurement, repair, and acceptance. Use a qualified specifier or applicator where the code, certification, or project specification requires one.
Read the certification as a system, not as a paint label
A useful certification answers more than “Is this paint fire rated?” Check for the following elements:

- Test standard and edition: Determine whether the evidence is for a surface-burning test, a fire-endurance test, or another method, and whether the jurisdiction accepts that edition.
- Protected construction: Identify the exact wall, floor, roof, column, beam, or other assembly represented by the rating.
- Substrate and member limits: Confirm the material, geometry, size range, orientation, and any section-factor or load assumptions.
- Primer and intermediate coats: Verify approved primers, tie coats, sealers, and topcoats. A compatible-looking product is not necessarily an approved component.
- Thickness and measurement method: Check whether the requirement is wet-film thickness, dry-film thickness, or a calculated schedule, and how readings are taken and accepted.
- Conditioning and exposure: Look for aging, humidity, salt-spray, ultraviolet, freeze, simulated-rain, or other conditioning relevant to the installation.
- Application limits: Review surface cleanliness, steel temperature, ambient temperature, relative humidity, ventilation, curing, and recoat requirements.
- Inspection and repair: Confirm who verifies coverage, how damage is repaired, and what records must be retained.
UL Solutions’ structural-steel guidance emphasizes that the rating is tied to the evaluated system and installation details. ASTM E2924 provides best-practice guidance for specifying, applying, inspecting, and handling intumescent coatings, but it does not replace the manufacturer’s instructions. ASTM states: “This practice is not intended to replace the manufacturer’s application instructions.”

Application controls that determine real-world performance
Surface preparation
Remove contaminants and prepare the substrate exactly as the approved system requires. Rust, oil, dust, loose mill scale, incompatible old paint, or condensation can reduce adhesion. Galvanized steel may require a specific treatment or primer. If the listing excludes an existing coating, applying the intumescent over it can invalidate the design even when the finished surface looks sound.
Primer selection
Primer is part of the fire-protection system. Some intumescents are approved over particular primers; others require direct application to prepared steel or a defined tie coat. Verify the product combination in the listing before work begins. Changing primer brands, tint, or chemistry without approval can alter adhesion, corrosion protection, or fire performance.
Thickness and coverage
Apply enough material to achieve the listed dry-film thickness, but do not assume that more is safer. Excessive thickness can trap solvent or moisture, delay curing, crack, sag, or fall outside the tested configuration. Measure the cured film with the method specified by the project documents and record locations, readings, repairs, and final acceptance.

Temperature, humidity, dew point, ventilation, and rain exposure affect application and curing. A coating that is touch-dry is not necessarily fully cured. Respect recoat and cure intervals, protect newly applied work from moisture, and do not expose the system to service conditions that its evaluation does not cover.
Inspection and repair
Inspect for holidays, pinholes, cracking, blistering, runs, thin areas, poor edge coverage, and mechanical damage. Repair with the approved materials and process. Keep batch information, surface-preparation records, environmental readings, thickness measurements, and inspection sign-off with the project documentation.
Where each coating is commonly used
Interior finishes and exposed surfaces
Use a flame-retardant or surface-burning coating when the code or specification is concerned with flame spread or smoke development at the exposed surface. Examples can include an interior finish or panel system, but the acceptable result depends on the exact substrate and installation. An E84 classification should be read as a surface-performance result, not as structural protection.

Structural steel
Use a listed fire-resistive or intumescent system when structural steel must maintain its required performance during a fire exposure. The coating schedule may differ by beam, column, hollow section, or connection, and the required thickness may change with the member and rating period. Select from the approved design, then match the primer, preparation, environment, application, and inspection requirements.

Walls, floors, roofs, doors, and penetrations are rated as assemblies. A coating that is suitable for one component does not automatically upgrade the entire assembly. Fire stops, joints, fasteners, insulation, membranes, and supporting construction may all be covered by the assembly listing. Coordinate the coating with the complete tested design.

“It passed E84, so it is fire rated.”
Why it fails: E84 addresses comparative surface burning and does not establish fire endurance or heat transmission through an assembly.
Correction: Use the fire-endurance listing or approved design when an hourly or time-based rating is required.
“Fire-resistant paint is a universal product category.”
Why it fails: Marketing terminology is inconsistent. “Fire-retardant,” “fire-resistant,” “fire-resistive,” “intumescent,” and “fire-rated” can describe different claims in different jurisdictions.
Correction: Replace the label with the specific test, substrate, assembly, duration, and installation conditions documented for the project.

Why it fails: The rating depends on the evaluated member, primer, thickness, section characteristics, exposure, and application controls.
Correction: Select the exact listed system and verify every component before procurement.
“A retail can alone delivers an hourly rating.”
Why it fails: A container does not establish that the product was tested on your member or assembly, at the required thickness, under the required conditions.
Correction: Obtain the complete certification and have the design professional or qualified applicator confirm suitability.
“Standards from different regions are interchangeable.”
Why it fails: UL’s steelwork guidance warns that standards used in different regions are not necessarily interchangeable.
Correction: Confirm the standard and listing accepted by the authority having jurisdiction for the project location.
Questions to resolve before ordering material
- What exact fire or surface-performance requirement appears in the project documents?
- Which authority and jurisdiction govern acceptance?
- What substrate, assembly, member shape, and existing finish will be coated?
- Which standard and edition support the proposed claim?
- What primer, preparation, thickness, and topcoat are permitted?
- Does the evaluation cover the actual interior or exterior exposure?
- Who will apply, measure, inspect, document, and repair the coating?
- What records must be provided for final approval?
Bottom line
Choose a flame-retardant coating for a documented surface-burning requirement and a fire-resistive or intumescent coating for a documented fire-endurance design. ASTM E84 cannot substitute for ASTM E119 or UL 263 when the project needs an hourly structural or assembly rating. For any fire-resistive application, the approved substrate, primer, thickness, environmental conditions, curing, and inspection are as important as the coating itself.
