1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsFixing combined sewers is costly because cities must rebuild or expand underground systems that carry both stormwater and sewage, often while keeping them working and limiting pollution during heavy rain. The available examples do not identify one definitive city behind the phrase “one city has a plan”: Philadelphia is a documented green-infrastructure example, while a 2026 draft plan for Cambridge, Somerville, and the Massachusetts Water Resources Authority combines several kinds of construction. Their approaches show why there is no single fix for every sewer network.
Why combined-sewer repairs cost so much
One network has to handle two kinds of water
Combined sewers carry sanitary wastewater from homes and businesses along with stormwater runoff. During heavy rainfall, the volume can exceed pipe and treatment capacity. The resulting combined sewer overflows (CSOs) discharge a mixture of wastewater and stormwater into nearby waterways.

To reduce overflows, a city may need more treatment capacity, larger pipes, storage tunnels or tanks, separation of stormwater from sanitary sewage, or measures that keep rainwater out of the sewer in the first place. The right mix depends on the local network; many cities use more than one approach.

The work is extensive and underground
These projects involve large, interconnected systems beneath developed neighborhoods. Expanding capacity or separating flows can require years of design and construction, with disruption to streets and surrounding areas. Compliance obligations can also require broad construction programs rather than a single repair. The Manhattan Institute’s 2016 report described CSO remediation as a substantial local capital burden.

Local bills often carry much of the cost
The Manhattan Institute report says sewer bills, property taxes, and other local sources fund much of this work, raising affordability concerns for households and competitiveness concerns for cities. That is the report’s policy analysis, not a description of every municipality’s funding arrangement. It is especially relevant to households with limited room in their budgets, since sewer charges or taxes can pass infrastructure costs on locally.
What the nationwide cost figures do—and do not—tell us
The Manhattan Institute’s 2016 report attributed a $48 billion estimate for CSO remediation to the U.S. Environmental Protection Agency’s 2012 Clean Watersheds Needs Survey. The report warned that the figure might be low. It is a survey-era estimate reported in 2016, not a current nationwide price tag.

The same report cited 772 U.S. cities with combined sewers, based on EPA information available at the time. That is a report-era count, not a current tally. Together, these figures indicate the scale of the problem as described in the report, but they do not establish what a particular city will spend today.
What cities can do besides simply building bigger pipes
- Expand conveyance or treatment capacity: Larger sewers and treatment facilities can move or process more water, but require major construction.
- Store excess flow: Tanks and tunnels hold wastewater during storms so it can be treated later. Storage capacity and construction needs vary by site.
- Separate stormwater and sewage: Separate pipes keep runoff from entering the sanitary system, but the work can be extensive across existing neighborhoods.
- Reduce runoff before it reaches the sewer: Green infrastructure such as bioswales can capture or slow stormwater at the surface. It can be installed incrementally and may provide landscaping and other community benefits, but it does not eliminate the need for conventional sewer work everywhere.
These methods address different parts of the problem. A city can combine them to fit its watershed, water-quality goals, construction constraints, and rainfall projections.

Philadelphia’s green-infrastructure approach
The Manhattan Institute’s 2016 report described Philadelphia’s program as a way to reduce stormwater entering sewers through green infrastructure, including bioswales. The report projected $2.4 billion in capital over 25 years. That figure is a program projection reported in 2016, not a final audited cost.
The approach’s practical distinction is that green measures can be added over time and can bring benefits such as landscaping alongside runoff reduction. The report also said the program’s long-term maintenance costs were not yet known when it was published. Green infrastructure is therefore one part of a sewer strategy, not a universal substitute for storage, separation, or capacity upgrades.

How newer plans combine construction options
Cambridge, Somerville, and the MWRA: a regional draft plan
A May 2026 draft plan from Cambridge, Somerville, and the Massachusetts Water Resources Authority (MWRA) combines storage tanks, sewer separation, and conveyance upgrades across three watersheds. It aims to control CSOs in a typical 2050 year while accounting for heavier rainfall. The figures below are projected costs in the draft plan, not completed-project costs; the scopes differ and should not be treated as directly comparable bids.
| Project area | Projected design and construction cost | Status and schedule |
|---|---|---|
| Alewife Brook projects | $340 million | Part of the May 2026 draft plan; project timeline details vary by component. |
| Mystic River projects | $260 million | Part of the May 2026 draft plan; project timeline details vary by component. |
| Charles River projects | $690 million | Part of the May 2026 draft plan; project timeline details vary by component. |
Cambridge City Manager Yi-An Huang called it “the most technically sophisticated and boldest CSO control plan in the country.” MWRA Interim Executive Director Stephen Estes-Smargiassi described it as “a significant and responsible investment of rate payer dollars that balances real environmental benefits and actual water quality improvements.” Both statements promote a draft plan; they are officials’ characterizations, not independent findings that it is the nation’s boldest plan or proof of achieved results.

New York City’s Bushwick project: more capacity in select areas
In 2025, New York City announced a $390 million Bushwick investment that includes nearly three miles of sewer replacement and capacity increases in select areas. The city projected that local capacity would grow from approximately 226 million to around 1.9 billion gallons per day in those areas. Those are city-announced project figures and performance projections, not audited final costs or verified completed outcomes. The announcement projected construction would begin in 2029; that is the announced schedule, not confirmation that work has started.
Bushwick illustrates a capacity-expansion approach, unlike Philadelphia’s emphasis on reducing runoff before it enters the sewer. The projects are not directly comparable: they address different places and scopes, and the Bushwick announcement also describes other neighborhood investments.
How to assess a sewer plan
A headline budget alone cannot show whether a plan is affordable or likely to meet its goals. Residents and local decision-makers can examine:
Recommended Free Tools
- Overflow reduction: How much runoff or overflow will the project prevent, capture, or store?
- Funding and affordability: What share is expected to come from sewer bills, taxes, or other sources, and how will those costs affect households?
- Construction impacts: What streets, neighborhoods, or public spaces will be disrupted, and for how long?
- Future rainfall: Does the plan account for heavier rainfall, and what scenario or planning year does it use?
- Community and environmental benefits: Does the work improve water quality, create open space, or add useful landscaping?
- Long-term upkeep: Who will maintain tanks, pipes, or green infrastructure, and are those recurring costs known?
The Cambridge-Somerville-MWRA announcement says its planning considered water quality, construction impacts, public open space, timelines, and costs. Philadelphia’s example shows why maintenance also deserves attention, particularly when a program depends on green infrastructure.
