Yes—first-time buyers may be able to reduce the cash needed at closing, but there is no single nationwide grant. Assistance is usually delivered through a state or local housing agency, a participating bank or credit union, a public housing authority, or a tax-credit program. The help may be a grant, a forgivable or deferred second mortgage, an amortizing loan, a seller or lender credit, or a future tax credit. Your property location, income, credit, purchase price, occupancy, lender and available funding determine which options you can actually use.
What closing-cost assistance can and cannot do
Closing costs are the charges paid to complete a purchase, separate from your down payment. They can include lender fees, title and settlement services, recording charges, prepaid taxes and insurance, and other transaction expenses. A program may cover only certain categories, and some programs allow prepaid items while others do not.

Assistance can lower the money you bring to settlement, but it is not always free money. A grant normally does not require repayment if you meet its rules. A forgivable loan may be waived only after you occupy the home for a specified period. A deferred or amortizing second mortgage can become due when you sell, refinance, pay off the first mortgage, move out, or otherwise violate the agreement. A Mortgage Credit Certificate (MCC) reduces future federal income-tax liability instead of providing cash at closing.

FHA loans: flexible financing, not a closing-cost grant
An FHA-insured mortgage is a loan-insurance framework. HUD explains that FHA insurance protects lenders from losses after a qualifying default, allowing more flexible underwriting for eligible borrowers. HUD reports that historically more than 80% of FHA purchase-transaction mortgages each year have gone to first-time homebuyers (HUD Single Family Housing page, accessed 2026).
FHA insurance does not itself pay your closing costs. You still need an approved source for those charges, such as your own funds, permitted seller or lender credits, or a separate state, local or nonprofit assistance program. Seller and lender credits have limits and pricing consequences, so the lender must show exactly how they affect the Loan Estimate, interest rate and cash to close.
FHA may be useful when a buyer needs flexible credit or down-payment underwriting, but compare the complete mortgage cost rather than treating FHA approval as assistance. Mortgage insurance premiums, the interest rate, upfront charges and any secondary lien all belong in the same comparison.

HOME Investment Partnerships
HOME funds are distributed to states and local governments, which design and administer their own eligible activities. HUD’s 2025 Programs document states that up to 10% of HOME allocations can be used for specified first-time-homebuyer activities, including production, preservation and rehabilitation, down-payment assistance, closing-cost assistance and interest-rate buy-downs.
There is no national HOME application or uniform benefit. The local administrator sets income, property, price, counseling, purchase and occupancy rules. HUD’s HOME FAQ says a homebuyer entering a written agreement for HOME assistance, including down-payment or closing-cost assistance, must receive housing counseling. Ask the local agency which costs are eligible and whether the assistance is a grant, deferred lien or another structure.

Housing Trust Fund
Housing Trust Fund money is also administered through state and local programs rather than paid directly to buyers by HUD. The same HUD 2025 document permits up to 10% for specified first-time-homebuyer homeownership activities, including closing-cost assistance. Availability, underwriting and repayment terms depend on the agency using the funds.
Housing Choice Voucher homeownership
HUD’s Housing Choice Voucher (HCV) Homeownership Program is limited to first-time homeowners who have received housing counseling and meet minimum-income requirements. A public housing authority (PHA) may choose whether to offer the option, so it is not available in every community. The PHA determines local procedures and eligible participants.
HUD reports a special $1,500 fee for each homeownership closing and a one-time $2,500 fee for each newly created HCV Homeownership Program in calendar years 2024 or 2025. Those are administrative fees paid to PHAs; they are not a guaranteed payment to the buyer and should not be counted as personal closing-cost assistance.
Federal Home Loan Bank assistance through participating lenders
The Federal Housing Finance Agency (FHFA) says Federal Home Loan Bank (FHLBank) Homeownership Set-Aside grants are made available through member financial institutions. Depending on the specific bank’s annual offering, funds may support down payment, closing costs, counseling or rehabilitation. FHFA lists a maximum per-household subsidy limit of $22,000, subject to annual adjustment under program rules.
You generally do not apply to FHFA directly. Ask a participating bank or credit union whether it has set-aside funds, when its application window opens, which first mortgage products qualify and whether the assistance is a grant or carries occupancy or repayment conditions. A lender can also explain whether the funds may be layered with a state or local second mortgage.

State and local housing-finance programs
FDIC explains that state housing finance agencies (HFAs) commonly offer first mortgages, down-payment and closing-cost assistance, Mortgage Credit Certificates and homeownership education. Terms differ substantially, as these examples show.

| Program example | Assistance described by the agency | Important conditions |
|---|---|---|
| Pennsylvania PHFA Keystone Advantage | Up to 4% of the purchase price or market value, capped at $6,000, for down payment and closing costs | 0% assistance loan amortized over 10 years; stated minimum credit score of 660 |
| Pinellas County Home Key Plus | Deferred, non-amortizing 0% second mortgage for down payment and closing costs | Repayable when the borrower sells, refinances, pays off the first mortgage, rents the home or stops occupying it as a primary residence |
| NJHMFA assistance | Down-payment assistance for qualified first-time buyers using an NJHMFA participating lender | Agency describes a five-year forgivable-loan structure; homebuyer certification is required for applicants seeking assistance |
| CalHFA MyHome matrix | Matrix lists assistance percentages usable for closing costs and prepaid items with qualifying first mortgages | The cited matrix is archived March 16, 2025; verify the current matrix, limits and lender rules before applying |
These examples are not interchangeable or national benefits. A deferred lien may reduce your upfront cash but preserve a repayment obligation for years. A forgivable loan can be valuable only if you satisfy the full occupancy period. A 0% rate does not mean the balance disappears, and an amortizing second mortgage adds a monthly payment. Request the promissory note, lien documents and forgiveness schedule before you accept an offer.
Mortgage Credit Certificates: tax relief rather than settlement cash
An MCC reduces federal income-tax liability instead of handing you money at closing. Michigan’s official program page says eligible first-time buyers may claim a credit equal to 20% of annual mortgage interest, subject to household-income and property-location limits. The buyer must receive approval before purchasing. Michigan lists a maximum sales price of $544,233 for purchases after May 1, 2025.
States set their own credit percentages, dollar caps and fees. The credit is useful only if you have sufficient federal tax liability and continue to meet program rules. Ask the issuing agency how to claim it, what happens if you refinance, and whether recapture or other restrictions apply. Do not treat an MCC as a substitute for cash needed at settlement.

| Question | Why it matters |
|---|---|
| What form is the help? | Grant, forgivable loan, deferred second lien, amortizing second lien, lender credit, seller credit or tax credit each has a different cost and risk. |
| How much is available and what costs qualify? | A percentage cap may be lower than the advertised maximum; some programs exclude prepaid items, repairs or particular fees. |
| When must it be repaid? | Triggers can include sale, refinance, first-mortgage payoff, renting the property, moving out or failing an occupancy period. |
| What does the first mortgage cost? | A higher rate, mortgage insurance, origination charge or other fee can outweigh a larger credit. |
| Which eligibility tests apply? | Check income, credit score, first-time-buyer definition, purchase-price limit, geography, property type and primary-residence rules. |
| Are education or counseling required? | Courses or counseling may need to be completed before contract or closing, and certificates can expire. |
| Is funding actually available? | Annual allocations, lender participation and reservation systems can close even when a program page remains online. |
| Can assistance be layered? | Some combinations are permitted; others conflict or require a specific first-mortgage product and lender approval. |
Have the lender show the proposed assistance, all liens, interest rate, fees and cash to close on the same written estimate. A small reduction in upfront cash may not justify a materially higher rate or a repayment lien.

- Speak with a HUD-approved housing counselor. Use CFPB or HUD referral tools to locate one. Ask for help identifying programs for your income, household size and target location, and learn which education certificates are required.
- Search by the property address. Contact the state HFA and the city or county housing department where the home is located. Ask about current income limits, purchase-price limits, funding status, eligible costs, reservation deadlines and occupancy rules.
- Choose a participating lender. Request a written eligibility screen for the first mortgage and each assistance option. Not every lender can originate every HFA, FHLBank or local product.
- Demand a complete Loan Estimate. It should identify seller or lender credits, assistance liens, interest rate, mortgage insurance, lender fees and your projected cash to close. Ask for a side-by-side version with and without assistance.
- Complete required education or counseling. Finish courses before the contract or closing deadline when the program requires it. Keep certificates and written confirmations in your loan file.
- Read the assistance documents. Confirm whether the balance is forgivable, deferred, amortizing or immediately repayable; the exact forgiveness schedule; interest and fees; and every event that accelerates repayment.
- Verify occupancy and property rules. Confirm the home must be your primary residence, whether renting a room is restricted, and which property types, inspections or repairs are allowed.
- Recheck immediately before closing. Funding, rates, income limits, purchase-price caps, lender participation and program forms can change between preapproval and settlement. Obtain a final cash-to-close statement and written confirmation that the assistance is reserved.
Repayment risks and common failure points
Selling or refinancing too soon
Deferred and forgivable assistance often becomes due when you sell or refinance. Ask whether a partial forgiveness schedule applies or whether the full principal is payable. A refinance that pays off the first mortgage can also trigger a second-lien payoff.
Moving out or renting the property
Primary-residence programs generally require continued occupancy. Moving, converting the home to a rental or stopping occupancy can violate the agreement even if payments are current.
Missing a program deadline
Funds may be reserved only for a limited period, and a course certificate or income certification may expire. Coordinate the contract, inspection, underwriting and closing dates with the program administrator.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsAssuming “first-time buyer” means everyone is eligible
Programs use their own definitions, often tied to not owning a principal residence during a specified prior period. Household income, credit, veteran status, location and property type can add separate tests. Get a written determination rather than relying on a general online description.
Ignoring liens and tax effects
A second mortgage is a recorded lien that can reduce future sale proceeds. An MCC is valuable only against eligible tax liability and may have separate refinance or recapture rules. Have your lender, counselor and tax professional explain consequences that apply to your circumstances.
Documents to gather
- Recent pay statements, tax returns and asset statements for every required household member.
- Employment, benefit and other income documentation used by the program.
- Credit authorization and explanations for outstanding debts or recent credit inquiries.
- Purchase contract, property address, projected price and expected closing date.
- Homebuyer-education or counseling certificates.
- Loan Estimate, assistance commitment, promissory note and any deed of trust or lien documents.
- Written confirmation of occupancy, forgiveness, repayment triggers and funding reservation.
What to ask before signing
- Is this a grant, a forgivable loan, a deferred lien, an amortizing loan, a credit or a tax benefit?
- What exact dollar amount is reserved, and which line items can it pay?
- What balance is due if I sell, refinance, move, rent the home or pay off the first mortgage?
- What occupancy period and annual certifications apply?
- Can this assistance be combined with FHA, a seller credit, a lender credit or another program?
- What happens if the transaction is delayed, the appraisal is low or the program runs out of funds?
- Which figures and forms will be updated before closing?
Closing-cost help is most useful when its repayment terms are as clear as its upfront benefit. Start with a HUD-approved counselor, verify programs for the specific property, and use a participating lender to compare the full cost—not just the amount you bring to closing.
