Renovate when the existing building and site can safely support today’s operations, foreseeable demand and required code work at an acceptable whole-life cost, and when construction can be phased without unacceptable service risk. Choose replacement—on the current site or elsewhere—when the structure, layout or property cannot accommodate apparatus, staffing, health and safety functions, expansion or response coverage, or when renovation’s cost and disruption approach or exceed a new project.
There is no reliable national cost percentage, cost-per-square-foot rule or building-age cutoff that answers this question. A defensible decision requires a local needs and risk assessment, separate building and site evaluations, comparable estimates for several options, and a continuity plan that protects emergency response throughout construction.

Make the decision from service needs, not from a preferred project type
A fire station is operational infrastructure, not simply a building. The project must preserve response capability while providing safe space for crews, apparatus, equipment, training, administration, maintenance and recovery from contaminated incidents. The U.S. Fire Administration (USFA) describes planning as the foundation of a successful station design: “Adequate planning is the key to a successful station design that addresses all existing and foreseen safety and health hazards.”
Begin with a needs and risk assessment. Document call demand and travel patterns, staffing models, sleeping arrangements, apparatus inventory and replacement plans, mutual-aid responsibilities, training requirements, decontamination procedures, administrative work and community functions. Identify which activities must remain at this station and which could be shared or relocated. The resulting operational program—not the age of the station—sets the test for renovation or replacement.

Questions the needs assessment should answer
- What apparatus, reserve vehicles and support equipment must be housed now, and what vehicles are expected during the planning horizon?
- How many personnel must work, sleep, eat, train and recover on each shift?
- What clean-to-dirty circulation, personal protective equipment handling and decontamination sequence is required?
- Which training, logistics, maintenance, public-facing and administrative functions need dedicated space?
- What flexibility is needed for changing staffing, technology, medical response or regional cooperation?
- What response coverage is acceptable if crews are relocated temporarily or the station moves permanently?
Involve operations staff, facilities personnel, emergency-management representatives, finance and procurement staff, elected officials and affected residents before selecting a concept. The USFA planning guidance identifies property, architecture, funding, space allocation and design as interdependent decisions.
Evaluate the building and the site as two related assets
A sound building on an inadequate parcel is not a renovation candidate, and a constrained building on a strategically valuable site may still justify replacement elsewhere. Commission a current condition and capacity assessment rather than relying on visual impressions or the station’s construction date. The assessment should distinguish immediate safety issues from renewal needs and from constraints that prevent the desired program.

- Structure: examine foundations, framing, load capacity, seismic or wind resistance where applicable, settlement and the ability to support additions or heavier equipment.
- Mechanical, electrical and plumbing systems: determine remaining capacity, reliability, code deficiencies, ventilation, heating and cooling zoning, generator capacity, domestic water, drainage and fire-protection systems.
- Envelope: assess roof, walls, windows, doors, moisture control, insulation and durability.
- Life safety and accessibility: identify egress, alarm, suppression, barrier-free access, emergency power, separation and other deficiencies that may be triggered by the proposed scope.
- Operational layout: test travel paths from sleeping and living areas to apparatus bays, separation of clean and contaminated zones, gear storage, showers, laundry, medical supply handling, kitchen and public access.
- Construction feasibility: determine whether portions of the building can remain occupied, whether hazardous materials or hidden conditions are likely, and whether temporary walls, utilities and secure circulation are practical.
A condition report should state what can be repaired, what must be replaced and what cannot be made functional without disproportionate intervention. It should also identify work that would be required regardless of the chosen option so estimates remain comparable.
Site, access and response coverage
- Apparatus movement: verify bay depth and width, door dimensions, turning radii, drive grades, sightlines, backing requirements and separation of emergency and public traffic.
- Expansion and staging: test room for an addition, temporary facilities, construction fencing, apparatus staging, staff parking, fuel or wash-down functions and stormwater measures.
- Access and geography: examine traffic conflict, driveway sight distance, winter conditions, utilities, easements, flood or environmental constraints and land-use approvals.
- Response performance: model how a temporary or permanent relocation changes first-due coverage, travel time, neighboring-station workload and mutual-aid arrangements.
- Community context: consider noise, lighting, neighborhood compatibility, historic-preservation concerns and the ability to acquire or assemble another parcel.
Keep building and site findings separate in the decision record. A building may be adaptable while its parcel cannot support safe apparatus circulation, or a site may be ideal while the existing structure cannot accommodate modern operations.
Compare a genuine set of alternatives
“Renovate versus build new” hides important choices. At minimum, develop a common program and estimate for each plausible path below. If an option is ruled out, document the physical or operational reason rather than omitting it silently.
| Option | What it involves | Questions to resolve |
|---|---|---|
| Limited capital improvements | Targeted repairs or replacements that extend service without full modernization or expansion. | Which deficiencies remain? How long can the station operate safely? Will later work be duplicated? |
| Renovation with an addition | Retain viable portions, remodel internal space and enlarge the footprint. | Can the addition solve apparatus, circulation and separation problems? Can utilities and foundations support the tie-in? |
| Replacement on the current site | Demolish and construct a new station on the existing parcel. | Where will crews operate during demolition and construction? Can the site support phasing and temporary apparatus access? |
| New construction on an alternate site | Build elsewhere while the current station remains available until move-in. | Does the new location preserve response coverage? What land, road, utility and entitlement work is required? |
Some projects may also warrant a hybrid, such as relocating administration, leadership or maintenance while renovating the operational core. The appropriate set depends on the local program and property constraints.

Build comparable cost and value estimates
Use one estimate date, one scope definition and the same level of design information for every option. Separate one-time project cost from recurring ownership cost. Include:
- Property acquisition, surveys, geotechnical work and environmental investigations.
- Design, permitting, testing, commissioning, project administration and contingencies.
- Demolition, abatement, site preparation, utilities, drainage, paving and landscaping.
- Building construction, furniture, apparatus-related equipment, technology, security and communications.
- Temporary stations, leases, modular facilities, relocation, storage, moving and duplicate operating costs.
- Maintenance, planned renewals, energy, insurance and other material recurring costs over the evaluation period.
- Escalation assumptions and the schedule on which each estimate is based.
The USFA Executive Fire Officer study reports that stakeholders wanted comparisons of start-up and recurrent costs, affordability, value, functionality, quality and completion time. It also notes limitations in the comparison information then available. Treat that study as a reminder to define your assumptions, not as a current cost database.
Published municipal examples
The following figures illustrate how two municipalities framed their own decisions. They are not national benchmarks, and each depends on local scope, market conditions and approvals.
| Municipality and date | Option | Published estimate | Important qualification |
|---|---|---|---|
| Town of Wellesley, 2026 | Future station construction in its master-plan summary | Approximately $65–73 million | Local planning estimate; delays beyond the projected 2033 completion were estimated to increase cost by 3–4% annually. |
| Town of Suffield, 2026 | New construction on an alternate site | $15.72 million basis-of-design total budget | Project-specific estimate. |
| Town of Suffield, 2026 | Additions and renovations at the existing site | $15.55 million | Project-specific estimate. |
| Town of Suffield, 2026 | Demolition and new construction on the existing site | $17.03 million | Project-specific estimate, including the town’s stated assumptions. |
| Town of Suffield, 2026 | Limited improvements | Approximately $3.8 million anticipated after required code-compliance modifications; an earlier 2023 recommendation was $982,000 | The increase reflects the town’s particular scope and required modifications, not a general escalation rule. |
Suffield states that its option estimates include construction, site work, design, furniture, equipment, technology, testing, commissioning, contingency and project administration. Escalation is calculated to the construction midpoint using a compounded annual factor of 4.25%. Preserve those assumptions beside the figures in any presentation so officials do not mistake a basis-of-design total for a guaranteed bid price.
Measure functional value, not only price
Score each option against the same criteria: operational fit, health and safety, code exposure, response coverage, schedule, disruption, adaptability, maintainability, community effects and financial risk. A lower initial estimate may require more temporary operations, leave critical deficiencies unresolved or create an inflexible building. Conversely, a larger project may deliver more usable capacity and a simpler operating plan. Make those trade-offs explicit rather than assigning an unsupported “renovation savings” percentage.
Plan service continuity before selecting a construction method
Emergency response cannot pause while a station is rebuilt. For each option, create a continuity plan showing where crews, apparatus, protective equipment, communications, medical supplies and essential records will operate every day of construction.

Renovation or addition at an occupied station
- Divide the project into secure work zones and maintain a direct, code-compliant route from living quarters to apparatus bays.
- Sequence utility shutdowns, alarm impairments, ventilation changes and noisy or dusty work around shift operations.
- Provide temporary decontamination, showers, laundry, gear storage, sleeping and meal functions if existing spaces are closed.
- Define infection-control, contamination-control, dust, fumes and hazardous-material procedures.
- Set triggers for moving crews or apparatus off site if egress, structural safety, utilities or response readiness falls below an agreed threshold.
Replacement on the existing site
Expect demolition, temporary apparatus locations, construction-traffic conflicts and possible loss of the current building before the replacement is usable. Price a temporary station or a detailed phased arrangement, including land, utilities, security, communications, moving and restoration. The schedule should show how apparatus can leave safely at all times and how severe-weather or emergency access is maintained.
Construction on an alternate site
An alternate site may allow the current station to remain operational until commissioning, reducing relocation complexity. It can also introduce land acquisition, new access roads, utility extensions, environmental work and a different response pattern. Validate travel coverage with the department’s actual deployment model rather than assuming that a larger parcel is automatically better.

Verify code, hazards, accessibility and approvals
Obtain a written review from the authority having jurisdiction and qualified architects and engineers for the proposed scope. Confirm the locally adopted building and fire codes, existing-building provisions, accessibility requirements, energy rules, land use, environmental permits, flood or hazard requirements, utility approvals and historic-preservation obligations. Renovations and additions can trigger upgrades that a maintenance project would not.
Unified Facilities Criteria 4-730-10 is an active federal design criterion covering new construction, additions, alterations and renovations within its intended Department of Defense context. It is useful background for planning principles but is not a universal municipal code. Apply only requirements adopted or otherwise legally applicable in your jurisdiction.
Federal Emergency Management Agency Public Assistance training materials discuss circumstances in which disaster-related repairs or new construction may require upgrades and when code-required or hazard-resistant work may be eligible for funding. That guidance concerns FEMA disaster projects; it does not determine ordinary municipal capital-project eligibility or replace local code advice.
Use a staged decision process
- Authorize the study. Define the service area, decision authority, funding limits, planning horizon, public-engagement expectations and required deliverables.
- Complete the needs and risk assessment. Adopt an operational program with staffing, apparatus, support, health and safety, training, administration and future-flexibility requirements.
- Inspect the existing asset. Commission structural, systems, envelope, accessibility, life-safety and hazardous-material evaluations, with repair-versus-replace recommendations.
- Analyze the property. Test access, apparatus geometry, response coverage, utilities, expansion, staging, environmental conditions, land use and construction logistics.
- Develop the option set. Include limited improvements, renovation with addition, current-site replacement and alternate-site construction where plausible.
- Prepare aligned estimates and schedules. Use the same estimate date, scope categories, escalation convention, contingency approach and level of design for every option. Add temporary operations and recurring costs.
- Test continuity and risk. Produce a phasing or relocation plan, identify operational triggers and quantify schedule, market, permitting and unknown-condition risks.
- Engage the authority and community. Confirm code and approvals, explain response and neighborhood effects, publish assumptions and invite feedback before finalizing the capital recommendation.
- Select and document the preferred path. Record why the option meets the program, what risks remain, how they will be managed and what conditions must be satisfied before design or construction contracts proceed.
What the municipal examples show—and what they do not
Wellesley’s master-plan summary illustrates facility-specific conclusions: it recommends replacing one station that could not accommodate modern apparatus and current operational needs, while renovating another with a modest addition after moving leadership, administration and maintenance functions elsewhere. The contrasting recommendations demonstrate why a building-by-building analysis is more useful than a universal renovation rule.

Suffield’s Fire Station 1 options show how the same municipality can compare limited improvements, additions and renovations, replacement on the existing site and construction on an alternate site. The town describes limited improvements as not a long-term solution in that particular case. Its published budgets differ because the options have different areas, scopes, operating approaches and assumptions.
Signals that renovation is a strong candidate
- The structure, envelope and major systems have sufficient remaining capacity or can be renewed without disproportionate reconstruction.
- The apparatus bays, doors, circulation and clean-to-dirty workflow can meet the adopted operational program after reconfiguration.
- The parcel supports safe access, staging and a feasible addition or phased construction plan.
- Code, accessibility and life-safety upgrades are identifiable and manageable within the project scope.
- Temporary operations can preserve response coverage without unacceptable cost or risk.
- Whole-life cost and functional value compare favorably with replacement after including maintenance and future flexibility.
Signals that replacement or a new site is stronger
- Structural, moisture, systems or life-safety deficiencies are pervasive or difficult to isolate.
- The site cannot provide safe apparatus movement, adequate doors, expansion, parking, staging or construction access.
- The building cannot fit required sleeping, staffing, decontamination, training, administration or support functions without damaging circulation and safety.
- Renovation would require extensive demolition and replacement of systems while still leaving an inefficient or inflexible layout.
- Relocation during work is unavoidable and costs nearly as much as a controlled new-build strategy.
- An alternate location materially improves response coverage, access or long-term resilience, and its land and infrastructure requirements are feasible.
Common decision errors and how to avoid them
Using age as the deciding variable
Older buildings can be adaptable, while newer ones can have serious layout or site constraints. Base the decision on condition, capacity, operations and whole-life cost.
Comparing headline construction totals
A renovation number that excludes temporary facilities, hazardous-material work, utility relocation, design, equipment or contingency is not comparable with a complete new-building budget. Reconcile every estimate category.
Ignoring the site
Do not approve a building concept before testing turning movements, emergency access, expansion, utilities, staging and response coverage. A successful interior plan cannot cure an unsafe parcel.
Leaving continuity until construction documents
Relocation, phasing and apparatus access can determine which option is feasible. Develop them during concept evaluation and price them in the alternatives.
Applying another jurisdiction’s code or cost as a rule
Wellesley and Suffield figures are local 2026 planning estimates. Federal criteria and FEMA guidance have specific scopes. Confirm current local requirements and market conditions with the authority having jurisdiction and qualified professionals.
What a defensible recommendation should contain
The final staff report or capital submission should include the adopted service program, condition and site reports, the options considered, aligned cost and schedule estimates, recurring-cost assumptions, continuity plans, code and approval findings, response-coverage analysis, stakeholder input, risks and decision criteria. It should state which facts are confirmed, which are allowances and which require design-stage investigation.
That record gives elected officials and residents a transparent reason for the choice and gives the project team a controlled basis for design. It also preserves the ability to change course if surveys, testing, bids or approvals reveal a material condition that was not visible during planning.
