Fire station refurbishment: balancing heritage features with modern building standards

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The safest way to refurbish a historic fire station is to treat the work as a documented options appraisal, not a checklist of upgrades. Establish what is significant, how the building performs today, and what the service must do in the future. Then test repair, internal reconfiguration, building-services upgrades, and an extension or partial new-build component against life-safety, operational, access, conservation and legal requirements. In England, the exact Building Regulations and heritage-consent route depends on the work and the building; a project in Scotland follows a different standards system.

A listed station can often be made safer and more useful without erasing its identity, but there is no universal package of alarms, doors, sprinklers, lifts or insulation that is automatically correct. The right solution is the least harmful combination that provides an evidenced level of safety and operational performance.

Why a fire station needs two briefs

A historic fire station has a civic and architectural role as well as an operational one. Its elevations, appliance doors, structural frame, stair, control room, memorials, joinery, roof form or internal plan may carry significance. At the same time, appliances are larger, turnout procedures have changed, crews need different welfare and training spaces, and modern expectations for fire safety and inclusion are higher.

The UK government’s 2007 design-quality guidance captured the tension precisely: “Many older fire stations may no longer serve functional needs adequately but are buildings of distinction.” That is not an argument for preserving every arrangement unchanged. It is a reason to define both objectives before selecting a design:

  • Significance: what is historically, architecturally, socially or evidentially important, and how sensitive is it to change?
  • Performance: what must the station do for appliances, crews, equipment, training, community use and emergency response?

The brief should record where those objectives reinforce one another and where they conflict. That record becomes the basis for consent, building-control discussions, fire-engineering judgements and later decisions when budgets or construction discoveries force a change.

Establish the baseline before drawing solutions

Do not assume that a station is either “sound” or “obsolete”. A condition and significance baseline identifies what can be retained, what needs urgent action and what constraints are real rather than inherited assumptions.

  1. Confirm designation and significance. For a listed building in England, the listing covers all parts of the building, not only features named in the list entry. Obtain the list entry, conservation-area information and records of previous consented work. Map significant spaces, elevations, fixtures, finishes and surviving plan form.
  2. Record alterations and evidence. Compile drawings, photographs, maintenance records and opening-up information. Distinguish original fabric from later interventions; an unsympathetic later partition may be less significant than a surviving stair or appliance door.
  3. Survey condition and moisture. Inspect structure, roof drainage, masonry, pointing, timber, floors, basements and services. Trace the movement of rainwater and water vapour before specifying insulation, damp treatment or new finishes.
  4. Audit current fire precautions and escape. Document detection, alarm zoning, compartmentation, fire doors, protected routes, smoke movement, emergency lighting, fire-service access and evacuation arrangements. Record where a feature is missing, defective or simply not suitable for the current use.
  5. Map the operational shortfall. Measure appliance and equipment movements, turnout and return routes, wash-down, stores, staff accommodation, training, inclusive facilities and any community functions. Observe the station in use rather than relying only on an old plan.
  6. Identify temporary-operating needs. Decide whether crews need a decant station, phased works, temporary appliance cover or protected access during construction. Service continuity is a design constraint, not a construction afterthought.

The resulting baseline should include photographs, measured drawings, a significance plan, a defects schedule, an operational-flow diagram and a list of assumptions requiring confirmation. It should also state what has not been surveyed; hidden voids, concealed steel or undocumented alterations can materially change the options.

Define the modern station performance brief

Translate operational complaints into measurable requirements before choosing between remodelling and an extension. A modern brief commonly covers the following areas.

Appliance movement and turnout

Check bay length, width, door clearances, turning geometry, sightlines, exhaust control, floor loading, vehicle separation and the route from crew accommodation to the appliance. A heritage frontage may be retained while a new bay, door arrangement or rear circulation route resolves the actual vehicle problem. The design should test both emergency departure and safe return, including wash-down and equipment handling.

Wash-down, stores and contamination control

Provide a logical route for dirty equipment, cleaning, drying, storage and waste without forcing water, chemicals or vehicle exhaust through significant rooms. Drainage, falls, ventilation and robust finishes must be coordinated with the existing structure; simply inserting a wet area into an old floor can create long-term moisture damage.

Staff accommodation and welfare

Review sleeping, changing, kitchen, sanitary, rest, office and briefing spaces against the current staffing pattern. The historic plan may not provide adequate separation, privacy, ventilation or accessible facilities. Internal remodelling can work where partitions are low-significance and services can be routed without cutting important fabric; otherwise a complementary new volume may be less harmful.

Training and community use

Training rooms, simulation areas, meeting spaces and public-facing facilities can add value but may increase occupancy, escape demand and servicing requirements. Define the likely users, hours, furniture, equipment and supervision model. A change in use can trigger additional regulatory requirements in England, so it must be considered at brief stage.

Inclusive access

Set out who must reach which spaces, by what route and with what assistance. Separate public, crew and emergency-service circulation where practical. An accessible entrance that stops at the ground floor is not a complete access strategy if essential facilities remain elsewhere; identify alternative service arrangements when a level change cannot be removed without disproportionate harm.

Confirm the legal and consent pathway

England: establish which Building Regulations requirements are triggered

Existing buildings in England are not automatically required to meet every current standard simply because they are being maintained. Historic England explains that specified work can bring requirements into play, including a material change of use, an extension, replacement of a thermal element, or installation of a controlled service or fitting. The project team should ask building control to confirm applicability for the actual scope, rather than treating “historic” as an exemption or “refurbishment” as a single legal category.

Approved Document B is relevant to fire safety. Its guidance recognises that, for some existing buildings of special architectural or historic interest, a variation may be appropriate when the particular hazards and risks are assessed and a range of fire-safety features is considered. That is a case-specific professional judgement, not permission to omit a measure without evidence.

Listed-building consent and planning consultation

For an English listed station, consult the local planning authority’s conservation officer before intervention. Listed-building consent may be needed for works that affect the building’s special interest, including internal changes that are invisible from outside. Explain the significance, proposed impact, alternatives considered and mitigation. Carry the consent conditions into the construction information; a contractor should not be left to decide on site whether a piece of fabric can be removed.

Scotland and other jurisdictions

Scotland has a distinct building-standards system. Scottish Government conversion guidance discusses the heritage implications of fire-fighting shafts, lobbies and lifts in traditional buildings and describes compensatory measures such as suppression, additional compartmentation or fire resistance, and reducing combustible loads. Those examples should not be transplanted into an English project without checking the local regulator, legislation and guidance. The same principle applies elsewhere: identify the jurisdiction, building-control authority and heritage designation at the start.

Develop one recorded fire strategy

A larger or more complex station should have a recorded fire strategy that explains the overall safety approach and the interaction between passive and active measures. Historic England advises that the strategy can inform later risk assessments while the building, use and measures remain materially unchanged and properly maintained.

Set out the risk picture

Describe occupants, staffing patterns, sleeping or resting arrangements, public access, likely ignition sources, combustible storage, appliance-bay activities, evacuation assumptions, fire-service access and the consequences of smoke spread. Identify vulnerable occupants and periods when staffing is low. State the design fire scenarios and the limitations of the evidence.

Coordinate passive and active protection

Potential measures include detection and alarm, compartmentation, fire doors, protected escape routes, smoke ventilation, fire-service access and suppression. Select them as a coordinated package. For example, a sensitive historic stair may require a different combination of detection, smoke control, door performance and management controls from a new-build stair, but that conclusion should be demonstrated by the fire strategy.

Use an engineered alternative when necessary

If a prescriptive retrofit cannot be installed without unacceptable damage to significant fabric, appoint a suitably trained fire engineer to assess the hazard and develop an engineered approach. Document the assumptions, residual risk, maintenance duties, inspection regime and compensatory measures. Do not describe a departure as “heritage-friendly” unless its safety basis and approval route are clear.

Compare spatial options rather than defending a favourite

At minimum, test repair and retention, internal remodelling, and an extension or partial new-build component. The comparison should be explicit about what each option solves and what it leaves unresolved.

Option Where it can work Typical heritage and technical risks Questions to answer
Repair and retain with systems upgrades The plan and appliance accommodation remain operationally adequate, with defects and services as the main problems. New containment, doors, cabling, ducts or plant can still damage significant fabric; hidden defects may increase disruption. Can the station meet turnout, storage, access and welfare requirements without changing its plan?
Internal remodelling Low-significance partitions or later additions can be rearranged to create accommodation, training or welfare space. Loss of plan form, overloaded structure, difficult service routes, and incomplete access improvements. Which partitions are genuinely expendable, and can escape, compartmentation and moisture performance be maintained?
Extension or partial new build Adjacent land can provide appliance space, stores, accommodation or training while the historic building is retained. Impact on setting, archaeology, interfaces, fire separation, drainage and construction access; a poor junction can make both buildings less useful. Can the new volume absorb the highest-demand functions and leave the historic building with a viable, maintainable use?

The Plumstead proposal illustrates the third approach. It used a new two-storey appliance-bay building and remodelling to address turnout, wash-down, appliance space, staff accommodation and training needs while retaining and refurbishing the listed station. The report also records a limitation: some existing operational areas would remain inaccessible because structural, heritage, practical and budget factors made further alteration unsuitable. That is a more credible outcome than claiming that every part of a historic building has been brought to an identical modern standard.

Use the following decision tests for every option:

  • Does it reduce a defined life-safety risk, and is the reduction evidenced?
  • Does it support appliance movement, turnout, stores, welfare and training?
  • How much significant fabric is removed, cut, loaded or concealed?
  • Is the intervention reversible, repairable and inspectable?
  • Does it improve access in the places that matter, or merely move the barrier?
  • What consent, building-control and fire-engineering evidence is required?
  • Can the station remain operational during the work, and what must be decanted?
  • What cost and programme information is actually available for this project?

Make access improvements compatible with significance

Historic England advises improving access to historic buildings as far as practicable, taking advice from conservation and access officers and local access groups while avoiding prejudice to historic character or increased long-term deterioration. Apply that advice to a route-and-use schedule: entrance, reception, briefing, training, toilets, welfare, public areas and any service that must be available to a disabled crew member or visitor.

Start with low-impact measures such as clear routes, door hardware, lighting, signage, contrast, seating, communication systems and removal of avoidable obstructions. Then test ramps, lifts, platform lifts, regraded thresholds and reconfigured rooms. Where a structural level change or narrow stair cannot be altered without severe harm, provide an equivalent service or function elsewhere and explain the limitation. Do not present an inaccessible operational area as compliant merely because the main entrance is step-free.

Protect traditional fabric while upgrading performance

Moisture before insulation

Traditional masonry and timber often rely on vapour movement and drying paths that differ from modern cavity construction. Historic England discusses vapour-permeable approaches, including lime mortar, and stresses avoiding interventions that increase long-term deterioration. A compatible repair material may be appropriate where the building survey and conservation specification call for it; lime mortar is not automatically suitable for every wall, exposure or structural repair.

Before insulating, tanking, sealing or repointing, identify the source of damp, the direction of drying and the consequences of changing surface temperatures. Coordinate roof drainage, gutters, downpipes, ventilation and internal humidity. Require sample panels and approval of the conservation specification before widespread work.

Energy and services

There is no fire-station-specific energy target, measured retrofit saving or cost benchmark established for this topic. Set project targets only after an energy assessment of the actual building and operating pattern. Prioritise fabric repairs, controllable ventilation, efficient plant, zoning, heat recovery where appropriate and maintainable controls, while checking every intervention for condensation, fire safety, access and heritage impact.

Learn from current project examples

Plumstead

The official Plumstead report demonstrates a complementary-extension model: a new appliance-bay building and remodelling respond to operational requirements while the listed station is retained and refurbished. Its documented access limitation is important because it shows how a balanced scheme can acknowledge that some constraints remain.

Lambeth

London Fire Brigade describes a current project to modernise a Grade II listed station alongside refurbishment of the 1930s building at 8 Albert Embankment. The stated scope includes updated equipment stores, workspaces, firefighter accommodation and training facilities, while restoring significant historic features. The published schedule is subject to change, so it should be treated as a live project description rather than a guaranteed completion programme or performance result.

Common failure modes and corrections

  • Starting with a product. A preferred alarm, door, lift or insulation system is selected before significance and risk are understood. Correction: write the options appraisal and performance brief first.
  • Treating the listing as an external-only issue. Important internal fabric is removed without consent review. Correction: map significance throughout the building and obtain conservation advice before opening up.
  • Using “grandfather rights” as a safety strategy. Existing-building rules are assumed not to apply. Correction: confirm the work triggers with building control and record the reasoning.
  • Adding fire measures one discipline at a time. Doors, alarms, ducts and escape routes conflict or damage fabric. Correction: coordinate a single fire strategy with conservation and building-services design.
  • Promising full accessibility. A headline accessible entrance masks inaccessible essential rooms. Correction: publish a room-by-room access schedule and provide alternatives where alteration is not practicable.
  • Sealing a damp building. Insulation or impermeable finishes conceal the symptom and worsen deterioration. Correction: diagnose moisture movement and specify compatible, maintainable repairs.
  • Ignoring construction logistics. The station cannot operate safely during works. Correction: plan decant, phasing, temporary escape, appliance cover and protected heritage fabric before tender.

A practical approval and delivery sequence

  1. Appoint conservation, fire-engineering, building-control, access and operational advisers early enough to shape the brief.
  2. Complete the significance, condition, moisture, services, fire and operational surveys.
  3. Agree the modern performance brief and identify non-negotiable emergency-service requirements.
  4. Confirm the jurisdiction, designation, consent route and Building Regulations triggers.
  5. Prepare a fire strategy and test passive, active and engineered alternatives.
  6. Develop at least three spatial options and score them against heritage impact, safety, operation, access, fabric, consent, disruption and project evidence.
  7. Share the preferred option with the conservation officer, access stakeholders, fire authority and building control before detailed design.
  8. Freeze a conservation specification, sample panels, recording requirements and change-control process.
  9. Plan phasing, decant and temporary protection, then carry the approved strategy into tender and construction information.
  10. Commission, test and document alarms, doors, smoke control, suppression, access systems, drainage and ventilation; hand over inspection and maintenance duties with the building records.

Bottom line

Balance is achieved when the project can show, in writing, why each intervention is necessary, how it reduces a defined risk or enables a defined operation, what significant fabric it affects, and why less harmful alternatives were rejected. Repair the historic building where it can continue to work, place high-demand or intrusive functions in a carefully designed extension where that causes less harm, and use a case-specific fire strategy to address the gaps that prescriptive solutions cannot resolve. The result may not make every room identical to a new station, but it can deliver a safe, usable and maintainable service while keeping the building’s most important heritage legible.
