There is no dependable national price for a fire station. A credible budget depends on the station’s size and operating program, apparatus-bay requirements, site and off-site infrastructure, specifications, professional services, owner-furnished equipment, contingency, escalation, land, and the cost of maintaining emergency coverage during construction. Published municipal figures range widely because they measure different scopes at different dates.
The practical answer is to build a scope-specific estimate with visible line items and explicit exclusions, then update it as the design, site information, procurement method, and bids become more certain. Per-square-foot figures can help as a cross-check, but they are not interchangeable benchmarks.

Published examples show why one price cannot fit every station
The following public figures are useful reference points only when their date, scope, and assumptions stay attached to the number. Some are construction costs, some are total project budgets, and one is a conceptual cost model.

| Project and date | Published amount | What the figure covers | Important qualifications |
|---|---|---|---|
| Placer County cost model (2023) | $7,001,742 total; $700.17 per square foot | Modeled cost for a typical 10,000-square-foot station | Excludes land/property cost and construction escalation. Assumes a relatively flat, rough-graded site near utilities and a finished street. It is a model based on local comparables, not a bid. |
| City of Ankeny project page | $8.66 million total project budget for approximately 12,830 square feet | $6,997,500 construction; $230,000 land; $250,000 engineering/design; $100,000 engineering/construction services; $1,082,500 in other costs such as FFE, IT, and owner-provided items | The total combines building work, land, professional services, and owner items. It is not a construction-only rate. |
| City of Otsego estimate worksheet | About $455 to $592 per gross square foot in construction costs | Alternative or revised construction estimates for one project | The worksheet carries a 5% construction contingency and separates soft-cost categories. The range is not a national market range. |
| League City FY2025 estimate | $13.55 million | Three-bay station estimate including FFE and design | Utility and infrastructure work, plus off-site roadway, drainage, and water-line work, were identified for inclusion or update. Treat this as a local planning figure, not a bid. |
| Ann Arbor Fire Station 4 council action (2025) | $10.63 million construction contract; $1 million requested contingency; $12.42 million project funding amount including contingency | Separate construction contract and project funding figures | The contingency was requested for unknown conditions or scope changes. The values represent a specific procurement and approval point. |
| City of Woodland current project page | $9–11 million estimated project cost | New neighborhood station | The project page records progressive design-build procurement events through 2026. It is a local estimate, not a completed cost. |
| City of Sunnyvale 2022 budget | $40,752,524 approved budget | Station and training center, including a temporary station in the stated scope | A 2024 report discussed value-engineering possibilities. The temporary facility and training functions make this scope unlike a basic neighborhood station. |
These examples cannot be ranked from “cheap” to “expensive” without normalizing the scope. A station with three bays, a training center, temporary operations, extensive roadway work, or a difficult site can cost more even when its enclosed area is similar to another project.

What drives a fire-station budget
Building program and gross area
Start with the service program rather than a target dollar amount. Define the gross area and the functions it must contain: apparatus bays, turnout and gear areas, decontamination, sleeping and living quarters, kitchen and dining space, offices, communications, medical or training rooms, storage, mechanical and electrical rooms, and public or community areas. Each function adds floor area, finishes, equipment, and building services.
Bay count is especially important. League City’s FY2025 estimate concerns a three-bay station, while Ankeny’s published project is approximately 12,830 square feet. Those facts do not establish that a station of a particular area or bay count always costs a particular amount. Bay clear dimensions, door size, circulation, exhaust systems, vehicle turning geometry, and support spaces can change the cost materially.
Site acquisition, preparation, and off-site infrastructure
Land and site work can be a large share of the project and are often omitted from construction-only headlines. Identify whether the property is already owned, the acquisition price, demolition, environmental remediation, geotechnical conditions, rough grading, retaining structures, stormwater management, utility extensions, fire-flow requirements, paving, apparatus access, sidewalks, lighting, and landscaping.
Recommended Free Tools
Placer County’s 2023 model assumes a relatively flat site that has been rough graded, is close to utilities, and adjoins a finished street. It excludes property cost and construction escalation. A site without those advantages should not be compared to that model without adding the missing work.
League City specifically identified utilities and infrastructure, along with off-site roadway, drainage, and water-line work, for inclusion or updating. Keep those items outside the building line until their limits and quantities are defined; otherwise the station may appear affordable while the project is under-scoped.
Construction specification and specialized systems
Two stations with the same gross area can have different prices because their specifications differ. Define the structural system, exterior envelope, roof, interior durability, acoustic requirements, doors and hardware, bay slab and trench drains, vehicle exhaust capture, heating and cooling, emergency power, communications, security, fire protection, plumbing, data networks, and other technology systems.
Apparatus bays typically require taller clear heights, larger doors, stronger slabs, wash-down and drainage provisions, and separation from occupied areas. Living quarters and offices have a different finish and environmental standard. Ankeny’s project description distinguishes systems for the apparatus bay and other areas; that separation is a reminder to estimate by functional zone rather than applying one blended assumption without checking the specifications.
Soft costs and owner-furnished items
A construction contract is only one component of a station project. Build separate allowances for architecture and engineering, surveying, geotechnical and environmental studies, permitting, testing and inspection, commissioning, project and construction management, legal and procurement services, utility fees, information technology, furniture, fixtures and equipment (FFE), communications equipment, and owner-provided items.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Ankeny’s $8.66 million project budget shows why this separation matters: $6,997,500 is listed for construction, while land, engineering/design, engineering/construction services, and $1,082,500 of other costs such as FFE, IT, and owner-provided items are shown separately. Otsego’s worksheet likewise separates construction from soft-cost categories.
Contingency, escalation, and estimate date
Every estimate needs an “as of” date and a stated price basis. Construction prices can move between concept, design, bid, and completion. A historical figure should not be treated as a current appropriation without an escalation update.
Keep design contingency, construction contingency, and escalation distinct. Otsego’s worksheet shows a 5% construction contingency. Ann Arbor’s 2025 action separately requested $1 million for unknown conditions or scope changes. Placer County’s model explicitly excludes construction escalation. Combining these items into one unexplained percentage makes it impossible to tell whether the budget is protecting against design development, market movement, or site uncertainty.

1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minutePhasing and continuity of emergency service
Replacing an operating station can require a temporary facility, relocation, swing space, temporary utilities, additional moving costs, and sequencing around response operations. Sunnyvale’s approved 2022 budget included a temporary station, and a 2024 report described phasing that kept the existing station operating during new construction.
Decide early whether the project is a greenfield station, a replacement on the same site, an addition, or a phased renovation. A lower building price can be outweighed by temporary operations, extended schedules, or restricted access if the phasing plan is not priced.
Energy, resilience, and future capacity
Net-zero objectives, photovoltaic generation, battery backup, emergency power, high-performance envelopes, and electric-vehicle charging can change both first cost and long-term operating capability. Ann Arbor described its planned station as net-zero. Sunnyvale discussed future charging, photovoltaic, and battery-backup infrastructure and listed deferring public chargers as a value-engineering option.
Do not hide these choices inside a generic “green premium.” State the required performance, the infrastructure installed now, the infrastructure reserved for later, and the operating consequence of each option.

1. Define the service program
- Set the station’s required gross area and list every occupied, support, storage, training, and technical space.
- Set the number of apparatus bays, clear bay dimensions, door sizes, vehicle circulation, wash-down provisions, exhaust controls, and gear/decontamination workflow.
- Document staffing assumptions, sleeping capacity, kitchen and day-room needs, offices, communications, training functions, public access, and future expansion capacity.
- List mandatory systems such as emergency power, fire protection, security, data, radio, medical support, and charging infrastructure.
The result should be a room and equipment program that an architect, engineer, and estimator can price consistently.

2. Describe the site before selecting a rate
Record the property status and all known site constraints: acquisition or ownership, survey, zoning, geotechnical and environmental conditions, demolition, grading, retaining, utilities, fire-flow capacity, access roads, drainage, stormwater, paving, and off-site improvements. Mark each item as known, allowance, or unresolved risk.
3. Choose comparable projects deliberately
Select local or regional projects with similar function and record, for each one:
- Location and market conditions.
- Estimate, bid, contract, or completion year.
- Gross area, bay count, and functional program.
- Site difficulty and off-site work.
- Procurement stage and contract type.
- Whether land, design, FFE, IT, contingency, escalation, temporary operations, and training functions are included.
- Whether the number is construction-only, a total project budget, or a conceptual model.
Placer County used three local comparables and cautioned that their figures differed and did not include property cost or escalation. Use comparables as evidence for a range and for scope questions, not as permission to copy a single rate.
4. Build separate cost lines
A useful conceptual estimate has enough lines to reveal omissions:
| Cost line | What to include or test |
|---|---|
| Building construction | Structure, envelope, interior work, apparatus-bay systems, mechanical, electrical, plumbing, fire protection, and technology infrastructure included in the construction scope. |
| Site and off-site work | Demolition, grading, utilities, paving, access, drainage, stormwater, retaining, landscaping, roadway, water-line, and other infrastructure work. |
| Land and property | Acquisition, due diligence, surveys, and related transaction costs when the site is not already owned. |
| Design and consultants | Architecture, engineering, surveying, geotechnical, environmental, specialty consultants, permitting support, and commissioning. |
| Project and construction management | Owner’s representative, construction management, inspection, testing, and administrative services. |
| FFE, IT, and owner-furnished items | Furniture, fixtures, equipment, communications, technology, and items procured outside the construction contract. |
| Contingency | Separate design-development and construction contingencies, with the risk each one covers. |
| Escalation | Price movement from the estimate date to bid and through the planned expenditure period. |
| Temporary operations | Temporary station, relocation, moves, temporary utilities, security, and phasing costs when service must continue. |
5. State inclusions and exclusions on the estimate cover sheet
Write a one-page basis of estimate that identifies the date, location, area, bay program, procurement stage, price level, taxes or fees, and every included and excluded scope. Explicitly identify whether the figure includes land, utilities, off-site work, FFE, IT, contingency, escalation, and temporary operations.
6. Update by design milestone
Reconcile the estimate at programming, schematic design, design development, construction documents, bid, and contract award. At each milestone, replace allowances with measured quantities and vendor or subcontractor input where available. Track scope changes separately from market escalation so decision-makers can see why the total moved.
How to compare two station budgets without misleading yourself
Before comparing totals or unit costs, align the following axes:
- Date and procurement stage: a conceptual model, an advertised bid, and an awarded contract carry different certainty.
- Geography: labor, materials, permitting, land, and utility costs vary by market.
- Functional program: gross area alone does not reveal bays, living quarters, training, storage, or technical spaces.
- Site and off-site scope: grading, utilities, roads, drainage, water lines, and temporary facilities can sit outside a building number.
- Cost boundary: distinguish construction-only from total project budget, and identify land, design, FFE, IT, contingency, escalation, and temporary operations.
- Specification level: compare durability, resilience, energy performance, systems, and equipment requirements.
For example, placing Placer County’s $700.17-per-square-foot 2023 model beside Otsego’s $455-to-$592 construction alternatives does not establish a market spread. The figures have different assumptions, and Placer’s model excludes land and escalation while Otsego’s worksheet is one project’s estimate revisions with a 5% construction contingency.

Using value engineering without weakening operations
Value engineering should test the required outcome, not simply delete visible scope. For every proposed reduction, document the capital saving, operating effect, maintenance effect, schedule effect, resilience effect, and cost to add the capability later.
Sunnyvale’s 2024 discussion considered options such as shortening bay length, reducing site or off-site scope, and deferring public electric-vehicle chargers while retaining infrastructure. Those are not equivalent choices: shortening a bay can affect apparatus selection or circulation; reducing site work can affect access or drainage; deferring chargers may preserve future flexibility if conduits and electrical capacity are installed now.
Use a decision log with four fields: proposed change, estimated saving, operational consequence, and approval owner. Keep accepted, rejected, and deferred options visible so they are not accidentally reintroduced or removed twice.

Before seeking authorization, assemble a concise package that lets elected officials, finance staff, fire leadership, and the design team see the same scope:
- Program narrative, room list, bay schedule, and required systems.
- Site plan showing property, access, utilities, drainage, and off-site limits.
- Basis-of-estimate cover sheet with date, price level, procurement stage, and exclusions.
- Line-item estimate separating building, site, soft costs, owner items, contingency, escalation, land, and temporary operations.
- Comparable-project table with normalized scope notes.
- Risk register identifying unresolved geotechnical, environmental, utility, schedule, and market risks.
- Phasing and emergency-continuity plan where an existing station is affected.
- Value-engineering log showing the operational consequence of each option.
- Update schedule identifying when the estimate will be revised and who approves scope changes.
This format makes the budget auditable. When the total changes, the project team can point to a changed quantity, requirement, market date, risk allowance, or scope decision instead of arguing over an unexplained unit rate.
Bottom line for owners and project teams
Fire-station construction cost is a project definition problem before it is a multiplication problem. The most defensible estimate identifies what the station must do, where it will be built, what infrastructure it needs, how emergency service will continue, which costs sit outside the construction contract, and what uncertainty remains. Use published figures such as Placer County’s 2023 model, Ankeny’s itemized budget, Otsego’s worksheet, League City’s FY2025 planning estimate, Ann Arbor’s 2025 contract and contingency action, Woodland’s current estimate, and Sunnyvale’s station-and-training-center budget as scope-specific references—not as a universal rate.
