Fiona Stanley Hospital’s official opening ceremony was held on 3 October 2014, and it began receiving patients the following day. Its schedule had shifted repeatedly from an original intention to open in 2010, while reported project costs rose as the project’s scope and costs were better defined.
When did Fiona Stanley Hospital open?
Premier Colin Barnett officially opened the hospital on 3 October 2014. The Auditor General’s later account records 4 October 2014 as the date it opened to patients; these are separate milestones. The Auditor General also notes that full non-clinical services were in place from the patient opening.
In the opening announcement, Barnett said: “After years of planning by successive governments, this State Government began building the hospital here in Murdoch in September 2009 and I am delighted to now see it open.” The WA Government’s announcement, 3 October 2014, described the facility as a $2 billion hospital.
How did the opening date move?

The schedule therefore cannot be reduced to a single “opening date”: the original target, successive plans, ceremony and start of patient services refer to different points in the project’s history.

Why was the project delayed?
The Auditor General’s 2010 report cited poor planning that held up project approval, as well as longer construction timeframes reflecting increased scope. In June 2013, the WA Government said the move from the April 2014 date then expected to an October timeframe reflected the project’s scale and complexity, particularly its advanced information and communications technology system.
Those accounts identify contributing factors but do not quantify how much time each one added. They should not be read as a precise breakdown of the delay.

These figures have different dates and descriptions. The Auditor General compared the original capital budget with a later estimated capital cost; the Government used “$2 billion hospital” in its 2014 opening statement. The available accounts do not establish these as directly comparable final outturn figures, so the $2 billion description should not be treated as an audited final project cost.

The WA Government announced a new tertiary hospital in 2004. According to the Auditor General, forward works began in July 2008 and construction began in March 2009. The project’s planned opening dates moved over time, with the 2010 audit recording May 2014 as the plan and the Government confirming an October 2014 timeframe in June 2013.

For a construction-focused reading, the central lesson in the published accounts is the combination of approval delays, increased scope and a technically complex project. The sources identify these factors but do not provide a quantified allocation of the overall cost increase or schedule movement to each one.
