The Fehmarnbelt Fixed Link is an 18-kilometre immersed road-and-rail tunnel between Lolland, Denmark, and Fehmarn, Germany. It is assembled from factory-made concrete sections lowered into a prepared seabed trench—not bored through the seabed by a tunnel boring machine. It is not almost built: as of 29 September 2026, four of its planned 89 elements were in place, and the project owner has not published a replacement overall opening date.
What is the Fehmarnbelt Fixed Link?
The project connects the Danish island of Lolland with the German island of Fehmarn; the German land connection reaches Puttgarden. Its immersed tunnel will carry road and rail traffic beneath the Fehmarnbelt. Femern A/S, the project owner, gives the tunnel length as 18 kilometres. An EU procurement record describes the crossing as 19 km, but that broader description should not be substituted for the owner’s stated tunnel length.
The method explains the headline’s “without a tunnel boring machine” point, but not a claim that the project is simple or nearly complete. The main tunnel structure is made in sections on land, moved by water, and installed underwater. Portals, land connections, technical systems, testing and commissioning are also part of the undertaking.
How is an immersed tunnel built?
Prepare the route and the factory
Femern A/S describes a sequence that includes site preparation, construction of work harbours, trench dredging, element production and portal construction. Dredging for the tunnel trench began in 2021 and was completed in 2024. The project factory at Rødbyhavn has six production lines: five for standard elements and one for special elements.

Make and move the elements
Factory-built sections are moved through water basins to the harbour, then towed to the crossing. The project owner says the tunnel will comprise 89 concrete elements. The first standard element was 217 metres long and weighed 73,500 tonnes before additional ballast. It left the harbour on 4 May 2026; its immersion operation began on 6 May.
Lower, join and protect each section
For installation, crews prepare a section, tow it into position and lower it into the dredged trench, where it is connected to the adjoining structure. The first element was transported using five tugboats and the specialist vessel IVY. After immersion, hydraulic arms connected it to the portal; laser measurements inside the element confirmed its position. Once sections are joined, the tunnel is covered with gravel, sand and stone.

Instead of excavating a continuous cavity with a boring machine, this approach concentrates the work on producing very large watertight sections, transporting them by sea, placing them accurately, joining them and protecting the finished structure on the seabed. It is still a major marine and civil-engineering operation.
How much of the tunnel is installed?
The installation count is an early milestone, not a meaningful percentage of total project completion. Femern A/S reported the first element’s immersion in May 2026. Femern Link Contractors reported three standard elements in place in August, then four standard elements in its update of 29 September 2026. That update identified immersion of the first special element as the next step.

Those four installed elements are four of the 89 planned tunnel elements, but that ratio should not be presented as the project’s completion percentage. Installation is only one phase; technical systems, land connections, testing and staged commissioning remain part of the work.
When will it open?
There is no replacement overall opening date in the official updates described here. In January 2026, Femern A/S said that opening in 2029 was no longer realistic. The owner said the delay in vessel approval was almost two years behind the original schedule and that it would prepare a new overall schedule after initial elements had been immersed.

In May 2026, the owner described a two-stage opening: road service first, followed by rail service when necessary facilities on the German side are ready. It identified German rail approval and permit complexity, delays involving a Danish vessel, and underwater-noise and work-window restrictions in German waters among the schedule factors. The dates for either stage have not been stated in the reviewed owner updates.

Femern A/S’s March 2026 factsheet gives an overall financial framework of EUR 7.4 billion in 2015 prices. This is the published framework, not a revised final outturn or a current-price figure. The owner has said delays will affect total construction cost, but the material cited here does not give a revised final amount.

The factsheet says financing is based on loans secured by Danish state guarantees, with repayment through vehicle tolls and railway charges; it projects a 36-year repayment period and notes EU funding. Separately, Femern A/S reported that the European Commission awarded roughly EUR 1.3 billion in construction funding. That contribution is not the project’s total cost.
