The Fehmarnbelt tunnel is under construction, not nearly finished. As of the project owner’s progress update dated 28 September 2026, four tunnel elements had been immersed on the seabed and the project was approaching its first completed kilometre of tunnel. The 18 km link between Denmark and Germany will not carry traffic until it is complete, and the owner’s pages do not support the headline’s “$7 billion” cost figure or its “twice the size of Manhattan” comparison.
The headline is still useful for one reason: the phrase “built piece by piece” describes the method accurately. The rest of this article separates what the official sources establish from what the headline, which traces to an article dated 15 August 2025, claims.
What the Fehmarnbelt project is
The Fehmarnbelt Fixed Link is a planned road and rail connection under the Baltic Sea between Lolland in Denmark and Fehmarn in Germany. Its endpoints are Rødbyhavn on the Danish side and Puttgarden on the German side. The project owner, Femern A/S, describes the 18 km connection as the world’s longest immersed tunnel.
“Immersed” is the key term. An immersed tunnel is assembled from prefabricated sections that are lowered into a trench on the seabed and joined together. A bored tunnel, by contrast, is excavated through rock or ground. The Channel Tunnel, for example, is a bored tunnel and is longer overall than Fehmarnbelt. The accurate ranking claim is therefore “longest immersed tunnel,” not “longest tunnel” in general.

How it is being built
Femern A/S states that specialised dredging vessels will excavate an 18 km trench across the seabed. Tunnel elements are then immersed into that trench and connected to one another. Rødbyhavn is the main Danish construction site and the place where elements are cast. Puttgarden is the German portal construction site.
Construction started in Denmark in 2020 and in Germany in 2021, according to the owner’s construction page. Because each element is built on land, moved, lowered and joined, progress is counted in elements immersed and in finished stretches of tunnel rather than in a single percentage of the whole route.

Where construction stands in October 2026
On 28 September 2026, Femern A/S published this statement: “With the immersion of the fourth tunnel element, the Fehmarnbelt project is approaching the first kilometre of completed tunnel between Denmark and Germany.”
That sentence is the most reliable progress measure available from the owner. It describes a first finished kilometre that is still being reached. It does not describe a finished 18 km tunnel, and it does not describe a link open to traffic. The owner’s homepage lists further project updates from September and October 2026 and describes active construction at sites in Denmark, Germany and the Fehmarnbelt itself, so the project was in the middle of building work at the time of writing.

Testing the headline’s claims
The headline combines several separate claims. Each one stands or falls on different evidence.

The headline’s wording reflects an article dated 15 August 2025, which predates the owner’s September 2026 progress report. Any schedule or progress framing from that article should be checked against the owner’s latest updates before it is repeated.

Travel times: projections, not measurements
The owner’s homepage projects a crossing of 7 minutes by train and 10 minutes by car once the link is complete. These are expected figures for the future connection, not measured results. The owner also describes the link as strengthening connections between Scandinavia and Central Europe and as supporting electric freight rail; these are likewise project expectations.
The official material establishes these projected rail and car times. It does not establish a current ferry crossing time, so a direct comparison with today’s ferry service cannot be made from these sources.

Funding and cost
The owner states that the link is funded by loans and that users will pay for it. Its sustainability page says the European Commission co-finances the project. The owner’s pages reviewed here do not state a current total project cost. The “$7 billion” figure should therefore be treated as unverified rather than repeated as a fact. Anyone quoting a cost should cite the owner’s own budget publication with its date, because cost estimates for large infrastructure can change as construction proceeds.
Environmental claims
The owner’s sustainability page says plainly that “It is not possible to construct a tunnel without emitting CO2.” It acknowledges construction emissions and describes the tunnel as a long-lived investment. It also states that water quality, marine mammals and seabed ecosystems are monitored during construction.
These are the owner’s statements about its own practices. They are not independent findings. Any quantified emissions figure, climate comparison, ecological impact conclusion or assessment by outside experts would need its own source, and none is established by the official pages reviewed here.
How to check the current status yourself
- Open the Femern A/S website and go to its news listing.
- Find the most recent progress update and note its date. Early October 2026 is the latest period covered by this article.
- Look for the number of tunnel elements immersed and the length of finished tunnel the update describes. Treat any phrase like “almost ready” as a sign to read the exact wording instead.
- Check the construction page for the start dates (2020 in Denmark, 2021 in Germany) and the project page for projected crossing times.
- For cost, look for an official budget or financing publication with its own date rather than a secondary article.
What would change this picture
The status described here will change as elements are immersed and joined. A reader should expect the owner’s progress language to move from “approaching the first completed kilometre” to a complete tunnel only after the full 18 km has been joined, which the owner has not yet reported.
