In India, a construction worker normally registers with the Building and Other Construction Workers (BOCW) Welfare Board of the State or Union territory where the application is made. The national eligibility rule described by the Ministry of Labour and Employment on 27 July 2023 is age 18 to under 60 and at least 90 days of building or other construction work in the preceding 12 months. The board—not a single national portal—sets the current form, evidence, fee, renewal procedure and benefit claims.
This guide explains the national baseline, how to prepare an application, what documents local boards may accept, the welfare categories available, and the special issues faced by migrant workers. Always confirm the latest notice with your own State/UT board before submitting anything.

What is a BOCW registration or labour card?
A BOCW registration records a qualifying building worker as a beneficiary of a State or Union territory Building and Other Construction Workers Welfare Board. People often call the resulting identity document a labour card, BOCW card or worker passbook. Registration allows the worker to apply for schemes financed and administered by that board, subject to each scheme’s rules.

There is no single all-India application form that replaces the State/UT boards. The Ministry of Labour and Employment’s national model encourages low-barrier registration, facilitation centres, local registration officials, self-certification where permitted and issuance of identity cards, but the practical route remains local. A board may use an online portal, a labour office, a facilitation centre or designated local officers.

Who can register as a construction worker?
National eligibility baseline
The Ministry’s 27 July 2023 release states that a building worker must have completed 18 years of age, must not have completed 60 years, and must have worked in building or other construction for not less than 90 days during the preceding 12 months. The worker must also satisfy the applicable renewal conditions to remain a beneficiary.
This is a national baseline, not a promise that every board will request identical documents or use identical wording. Before applying, check whether your board has issued a newer rule, an exclusion, a special category condition or a different way to count the 90 days. Keep the date and source of the national rule in mind: it was stated by the Ministry on 27 July 2023, while local procedures can change.
What counts as construction work?
Boards generally cover building and other construction activity, but the qualifying description and proof are determined locally. Work may be performed for an employer, contractor or subcontractor. If you work intermittently or for more than one contractor, ask the board how separate periods are recorded and whether one consolidated certificate is acceptable.

The national model described by the Ministry does not create a universal ban on registering after moving between States, provided the quantified conditions are met. In practice, boards can still ask for local address evidence and may apply their own registration and renewal controls. A migrant worker should ask both the source and destination boards how an existing registration, subscription and pending claim will be treated.
Where do you apply?
Start with the official BOCW Welfare Board for the State or Union territory in which you currently seek registration. Use the board’s published portal or visit the labour office or facilitation centre named in its notice. Do not rely on an agent’s promise that one card automatically works nationwide.

| Route to compare | Questions to ask before choosing it | Typical advantage | Potential limitation |
|---|---|---|---|
| Official online portal | Is new registration available, or only renewal? Which file formats, identity checks and payment methods are accepted? | Can be used without repeated office visits and usually produces an electronic acknowledgement. | Errors in uploads, mobile-number mismatches or portal downtime can delay submission. |
| Board office or labour office | Which counter handles BOCW applications, what are the working hours, and must an appointment be taken? | Staff can explain local forms and inspect documents. | Travel, queues and limited opening hours may be difficult for daily-wage workers. |
| Facilitation centre or designated local officer | Is the centre authorised by the board? Is there an official receipt for any charge? | Useful where the worker lacks internet access or needs help scanning documents. | Unofficial intermediaries may charge extra or retain original documents. |
| Employer, contractor, union or local-authority assistance | Will the board accept that organisation’s work certificate, and who is responsible for correcting an error? | May help prove 90 days of work and gather several workers’ applications. | Assistance does not replace the board’s verification or the worker’s responsibility to check the acknowledgement. |
Ministry guidance also promotes self-certification and easier local access. That does not mean every board accepts a self-declaration for every field; follow the current board notice.
Documents: what should you prepare?
There is no universal document list. Prepare evidence in the categories below, then use the exact list on your board’s form. The examples are drawn from State procedures and show the type of proof that may be requested, not mandatory national requirements.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Proof of age and identity
- A government-issued document showing date of birth or age, in the form accepted by the board.
- The identity document and mobile number required for the board’s authentication process.
- A recent photograph or digital image if the application system asks for one.
Proof of address
- A current local address document accepted by the board.
- If you have moved for work, ask whether a temporary address, rental evidence or another local-authority record is acceptable.
- Do not assume that an address document accepted in one State will be accepted in another.
Proof of at least 90 days of construction work
- An employer’s certificate, where the board accepts employer certification.
- A certificate from a qualifying contractor.
- A certificate or verification from a municipal body, panchayat or other authority where the State procedure permits it.
- Evidence covering the preceding 12 months, with dates and the nature of the work clearly stated.
Delhi’s published procedure, accessed 12 October 2026, gives examples of government-issued age evidence, local address evidence and a 90-day work certificate, and identifies e-District as its online registration and renewal channel. Odisha’s procedure, also checked on 12 October 2026, says employment certification may come from an employer—including one outside Odisha—a qualifying contractor, or a local municipal or panchayat authority, while also setting its own exclusions and evidence rules. These examples demonstrate why a document accepted in Delhi cannot automatically be treated as an Odisha requirement, or vice versa.
Step-by-step registration checklist
- Identify the correct board. Find the official BOCW Welfare Board for your State or Union territory and note its current registration, renewal and help-desk instructions.
- Confirm the baseline. Check that you are 18 to under 60 and can document at least 90 days of construction work in the preceding 12 months. Ask about any local exclusions or additional conditions.
- Choose the channel. Compare the board’s online portal with its office or facilitation-centre route. Delhi, for example, identifies e-District for registration and renewal; another board may use a different portal or a physical form.
- Collect accepted evidence. Prepare age, identity, address and work documents exactly as the board lists them. Ask in advance whether employer, contractor, union or local-authority certification is accepted.
- Complete the form carefully. Use the same spelling, date of birth, address and bank details across the form and supporting documents. Record the name of the certifying employer or contractor and the dates of work.
- Pay only an official charge. If the board requires a registration fee, annual subscription or another charge, use the stated payment channel and retain the receipt. Do not treat a third party’s service fee as a board fee.
- Save proof of submission. Keep the acknowledgement number, uploaded files, payment receipt and a copy or photograph of the completed form.
- Track verification. Respond promptly if the board requests a clearer scan, an additional certificate or an in-person check. Do not hand over original documents without a receipt and a clear return process.
- Record the result. When approved, save the registration number, card or passbook details, renewal date and instructions for claiming schemes.
Renewal and keeping the registration active
Registration is not necessarily permanent. The Ministry’s 27 July 2023 statement says a worker must fulfil renewal conditions to continue as a beneficiary. The board may require an annual subscription, confirmation of continuing work, updated address or identity details, or other information.
Check the renewal window printed on your card or shown in the portal. Delhi’s procedure identifies the same e-District channel for registration and renewal. West Bengal scheme listings on the Government of India’s myScheme service describe submission of Form 27 to designated local officers and mention registration and annual subscription charges; the listings are jurisdiction-specific and do not provide a national fee schedule. Because fees, deadlines and late-renewal consequences can change, confirm the current amount and due date with your board.

What benefits can a registered worker receive?
State and Union territory boards are empowered to create and administer welfare schemes. The Ministry lists the following broad areas:
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches- Life and disability assistance: payments or insurance-linked support after death or qualifying disability, subject to the scheme’s definitions and claim documents.
- Health and maternity support: assistance for treatment, maternity or related needs where the local scheme provides it.
- Education assistance: support for the worker’s children, with conditions such as enrolment, age, attendance or examination level set by the board.
- Transit housing: accommodation or related support for workers who move for construction employment, where the board operates such a scheme.
- Skills development and awareness: training, certification, safety awareness or information programmes.
- Pensions and old-age support: payments or linked social-security arrangements for eligible beneficiaries.
These are categories, not uniform entitlements. A registration card alone does not guarantee a particular amount, insurance cover, hospital network or education payment. Check the scheme notice for qualifying events, waiting periods, contribution requirements, family definition, claim deadline and required documents.
Convergence with central and state programmes
Ministry reporting describes coordination with programmes including Ayushman Bharat PM-JAY, PM-Jeevan Jyoti Bima Yojana, PM-Suraksha Bima Yojana and PM-Shram Yogi Maandhan. It also mentions subsistence assistance during unemployment, illness, epidemics or natural calamities using cess funds. These descriptions show policy and implementation measures; they are not a statement that every board has opened every scheme to every worker.
PM-JAY implementation is geographically limited in the cited report
The Ministry’s 2024–25 annual report says Bihar, Uttar Pradesh and Chandigarh had begun Phase-I work to extend Ayushman Bharat PM-JAY benefits to registered BOCW workers and their families. It says other States and Union territories were advised to take up the measure in Phase II. Do not present Phase-I reporting as nationwide coverage. Ask your board or the health-authority help desk whether your registration and family members are currently eligible.
How money may be paid
The same annual report describes a direction that monetary welfare assistance should be transferred by direct benefit transfer (DBT) to the beneficiary’s bank account. It restricts in-kind benefits except in extraordinary circumstances approved under the stated conditions. Keep bank details current and report a change through the board’s official correction process; a bank-account mismatch can prevent a payment even when a claim is approved.

How migrant workers can protect their registration and benefits
The Ministry’s 2024–25 reporting describes an addendum to model welfare schemes calling for State/UT board integration with e-Shram, use of an e-Shram Universal Account Number (UAN), portability of benefits, facilitation centres and coordination between source and destination States. It also reports a Mission Mode Project to register workers who were left out.
Those measures indicate official portability work, not proof that every benefit already transfers automatically in every location. Before moving, download or photograph your registration, renewal and claim records. Ask the originating board whether contributions or pending claims remain active, and ask the destination board how to update your address, use an e-Shram UAN, renew membership and file a claim. Obtain a receipt for every change request.
Common problems and practical fixes
“My employer will not issue a certificate.”
Ask whether your board accepts a contractor, municipal body, panchayat or another authorised certifier. Odisha’s published procedure lists several possible certification sources, but that option is not automatically available elsewhere. Do not submit a fabricated certificate; ask the board for its approved alternative.
“I worked for several contractors.”
Bring separate certificates or other records and ask whether the board will aggregate periods within the preceding 12 months. Ensure each certificate identifies the worker, work dates and certifier.

“The portal rejects my documents.”
Check file size, format, legibility, name spelling and mobile-number details. Save the error message, then use the board’s help desk or office. Submit again only through the official portal and keep the new acknowledgement.

“My claim was approved but no money arrived.”
Verify the bank account, name matching, DBT status and whether the scheme requires a separate claim form. Request a written status update from the board rather than paying an intermediary to “release” the payment.
“I changed States after registration.”
Do not create a duplicate registration without advice. Tell the original board and the destination board that you are already registered, provide your number and ask how portability, renewal and pending claims are handled.
What has changed in the governing law?
The Ministry’s 2024–25 annual report says the BOCW (Regulation of Employment and Conditions of Service) Act, 1996 and the BOCW Welfare Cess Act, 1996 were repealed and subsumed respectively into the Occupational Safety, Health and Working Conditions Code, 2020 and the Code on Social Security, 2020. The report says the Codes were notified on 29 September 2020.
