Legacy Savannah has moved from long-range planning and site preparation into visible construction at the former Coastal Empire Fairgrounds on Meding Street. A senior housing complex is under construction, the city is advancing affordable single-family homes, and Savannah is preparing the public sewer and road work needed for the broader neighborhood. The city’s current plan covers roughly 390 to 400 homes on about 66 acres, alongside parks, recreation, commercial uses and economic-development space. Because the project is phased, the 15 affordable homes described in an October 2026 news report are an immediate plan, not the full Phase I housing count recorded in city documents.
What is being built at the old Savannah fairgrounds?
Legacy Savannah is the City of Savannah’s redevelopment of the former Coastal Empire Fairgrounds at 4801 Meding Street. Savannah bought the approximately 66-acre property in 2016 and selected P3 Joint Venture Group (P3JVG) as master developer after a competitive solicitation in 2021.

The approved concept is a mixed-use, multi-phase neighborhood with approximately 390 to 400 housing units. The city’s October 2026 description includes single-family homes, townhomes, affordable senior apartments and workforce housing, as well as neighborhood parks, recreation facilities, commercial uses and economic-development opportunities. Earlier zoning coverage also identified planned retail, sound and film studios and sports facilities.
The site has been in planning for more than a decade. Its current construction activity represents a transition from planning documents to the infrastructure and buildings required for the first phases.

Is Legacy Savannah under construction yet?
Yes. WTOC reported on October 26, 2026, updated October 27, that a senior complex was under construction at the former fairgrounds. The same report said city leaders were planning 15 affordable single-family homes and expected additional development permits to come before the council in coming months.
The 15-home figure should be read as the immediate plan described in that report. City records for the broader Phase I program describe 30 single-family homes and 20 townhomes, so the news report does not replace the larger approved Phase I count.

The October 2024 groundbreaking release recorded the 30-home and 20-townhome Phase I program and identified 64 senior apartments for Phase II. The overall build-out will add later residential, recreational, commercial and community uses beyond these first housing phases.
What infrastructure did Savannah approve for the fairgrounds?
On October 22, 2026, the city council agenda recommended a $2,732,028.75 contract with BRW Construction Group, LLC. The public-enabling work is designed to connect the property to sanitary sewer and improve access along Meding Street.

- Approximately 7,500 linear feet of force main connecting the site to the existing sewer system.

The agenda says this work will serve the initial housing phases and later residential, recreational, commercial and community uses. Savannah also secured a $2.5 million OneGeorgia Rural Workforce Housing Initiative grant for sanitary-sewer infrastructure. The city’s FY25 capital-improvement document projected the Fairgrounds Phase I housing-infrastructure project for completion in 2026 and described infrastructure intended to enable 50 affordable single-family homes. That budget projection is a schedule marker for infrastructure, not a promise that every Legacy Savannah phase will be finished in 2026.

How many affordable homes will Legacy Savannah provide?
Affordability is built into the initial housing program rather than being limited to a separate later addition. Phase I includes 30 single-family homes targeted to buyers at or below 80% of area median income, plus rental townhomes with affordability requirements. Phase II adds 64 affordable senior apartments.
WTOC reported that Dr. Estella Shabazz held 14 public meetings with district and city residents before the development was finalized. She said affordability was the clearest community request: “It is what the community was very clear on in having housing that’s affordable.”

There is no authoritative final completion date for the entire multi-phase Legacy Savannah build-out in the reviewed city records. The next concrete milestones are the status of the BRW infrastructure contract, progress on the senior complex, additional development permits and updated schedules for later phases.

The city’s 2024 groundbreaking announcement marked the start of the planned housing program, with Mayor Van R. Johnson II saying, “We have been working towards this moment for a long time.” Construction progress should therefore be judged phase by phase: utility and street work, senior housing, Phase I homes and townhomes, and then the parks, recreation, commercial and economic-development elements planned for the wider tract.
