The minutes also record deputations both opposing and supporting the officer recommendation, so the meeting itself was not one-sided. The published sources do not summarise the content of each deputation.
How the staff assessment was reported
PerthNow reported that city staff later confirmed the proposal met the “element objectives” of the residential design framework for visual privacy, size, setbacks and orientation. That is the newspaper’s account of the assessment. The underlying planning assessment, the officer report and any conditions attached to the approval were not part of the material available for this article, so the claim should be read as reported rather than independently checked. Where a concern such as overshadowing or parking is not listed among the reported element objectives, the published account does not say how it was assessed.

Her comments show the central tension of the decision: a direct sympathy for neighbours, set against a wider housing objective. The report identifies both speakers as councillors and does not give a committee role for either.

The council’s stated reasoning, as reported, rests on two points. The first is compliance with planning instruments: the town planning scheme, the residential design code and the council’s strategic plans. The second is the broader goal of housing growth in the Morley Activity Centre, which Councillor Meleca linked to “affordable and diverse” housing.
The phrase “affordable” is the councillor’s characterisation. The sources do not establish the sale or rental prices of the dwellings, whether any tenure arrangement applies, or whether any affordability criteria were attached to the approval. Readers should treat the affordability claim as a stated aim, not a verified outcome.

What the 2024 decision does not establish
A council approval is a decision about whether a proposal may proceed under the planning rules. It is not evidence that the building was constructed, that it was built as approved, or that the approval remains unchanged. The available reporting and council record do not confirm whether construction began, whether the approval was amended, extended or superseded, or whether any objector sought a review.
To check the current position for this address, the most reliable steps are:
- Search the City of Bayswater’s planning application records for “10 Hewton Street, Morley” and locate the 2024 decision and its reference number.
- Review the decision notice and conditions attached to that approval, as these set out what must be built and when.
- Check for any later planning applications, amendments or extension requests against the same lot.
- Check the City’s building approval records and visible site works, which indicate whether construction has started.
- Confirm with the City whether any review of the decision has been lodged, since a record of that would not appear in news reporting.
Until those records have been checked, the accurate description of this project is a council-approved proposal from 2024, not a completed or currently under-construction development.
