Facilities management (FM) coordinates the people, places and processes that support an organization in its buildings. It is broader than repairing faults: it includes the upkeep of fixed building assets, services such as cleaning and security, and the management needed to plan, coordinate and monitor that work. Hard FM mainly covers fixed building fabric, equipment and systems; soft FM mainly covers services that shape the building environment and the experience of its users. Building maintenance sits within hard FM and includes both planned work and repairs after a fault.

For construction clients and building operators, that distinction helps organize responsibilities from handover onward. It is a useful framework, not a universal contract boundary: the precise services, accountability and delivery arrangements need to be defined for each building.

What is facilities management?

Facilities management is the organizational function that coordinates what a building needs to support the organization using it. The UK Government’s Facilities Management Standard 001: Management and Services attributes this definition to ISO: “organizational function which integrates people, place, and process within the built environment with the purpose of improving the quality of life of people and the productivity of the core business.” The standard is a detailed framework for central government property in the UK; its definition and service examples are useful more broadly, but its formal application should not be assumed to govern every property or country.

In practice, FM connects the physical building with the services and management processes that keep it usable. Depending on an organization and its service scope, this can involve maintaining building systems, arranging cleaning and security, managing service performance, and coordinating the people responsible for delivery. The work may be grouped into management, hard services and soft services. FM can also be part of a wider workplace-services model that includes aspects of human resources and information technology.

This makes FM relevant throughout a building’s operational life, not just when something breaks. The UK Government’s Facilities Management Strategy, published in a 2022 context, describes FM services being delivered at “more than 135,000 public buildings,” including jobcentres, courts, schools and health-care facilities. That figure refers to the public estate described by the strategy—not to all UK buildings or the global FM sector.

What is the difference between hard FM and soft FM?

The simplest distinction is what the service primarily concerns: fixed elements of the building and its technical systems, or the environment and services experienced by people using it. The UK government standard uses this distinction while recognizing that the exact scope can vary between organizations and service arrangements.

Category Main focus Examples in the UK Government standard How to think about it
Hard FM Fixed elements attached to the building, its fabric, equipment and technical systems Repairing a leaking roof; servicing a boiler; mechanical and electrical engineering; lifts; ventilation and air-conditioning; fire-detection and firefighting systems Work that keeps the building and its installed assets in suitable working condition
Soft FM The building environment and the experience of its users Cleaning and security Services that help make the building usable and support the people in it
FM management Coordination and oversight of services The standard groups management separately from hard and soft services Planning, defining responsibilities and monitoring how services are delivered

These categories organize work; they do not establish an identical boundary for every contract. For example, a client may commission hard and soft services together or manage them separately. A service can also have operational dependencies across categories: a clean, secure and functional building depends on clear coordination, even when different teams perform the work. Contracts and operating procedures should state which services are included, who coordinates them and where handoffs occur.

What does building maintenance include?

Building maintenance is the work of preserving or restoring the condition and operation of a building’s fabric and technical assets. It is part of hard FM, and it is not limited to emergency call-outs. The UK Government Standard 001 lists mechanical and electrical engineering, building fabric, fire-detection and firefighting systems, lifts, standby power, ventilation and air-conditioning among maintenance services. Its examples show why maintenance planning must account for both the physical fabric and the systems that support building operation.

A maintenance regime should be proportionate to asset risk and criticality, according to the standard. In other words, organizations should not assume that every item needs the same intervention schedule or response. The source names four approaches, distinguished by what triggers the work:

Approach What triggers work Practical interpretation
Corrective A fault or failure Repair or restore an asset after a problem is identified
Preventative A planned schedule Carry out maintenance at set intervals to help prevent failure
Risk-based The assessed risk associated with an asset or failure Direct attention according to the consequences and likelihood considered in the risk assessment
Condition-based The observed condition of the asset Arrange work in response to evidence about an asset’s state

The standard lists these as available regimes; it does not say one is best for every asset. A building may use different approaches across its systems, depending on risk, criticality and the information available. Nor should “planned” be confused with “preventative” in every case: a schedule is one trigger, while a risk-based or condition-based decision uses a different basis for deciding what work is needed.

Why does maintenance matter beyond fixing faults?

Maintenance supports reliability and safety, and it can affect how efficiently a building uses energy and water. The U.S. Department of Energy’s Federal Energy Management Program says inadequate maintenance of energy- and water-using systems is a major source of waste in the federal government and private sector. This is federal-facility operations and maintenance guidance, not a quantified forecast for a particular building; it does not establish a universal savings figure.

For a building operator, a fault-only approach can leave little time to plan work, coordinate access or understand the condition of assets before failure. Planned, risk-based and condition-based regimes give different ways to organize that work. The choice should reflect the asset and the consequences of poor performance rather than rely on a blanket assumption that more frequent intervention is always preferable.

For construction teams and clients, the operational implications are worth considering before handover. Building fabric and installed systems will need to be inspected, maintained or repaired; the operator needs a defined service scope and a way to understand what assets are in that scope. Clear asset information and responsibility boundaries help connect the completed building to the maintenance regime selected for its operation. The cited standard supports tailoring maintenance to asset criticality; it does not prescribe a particular handover package or maintenance interval.

Who delivers facilities management: in-house, outsourced or hybrid?

FM describes a function, not a procurement method. The UK Government standard says its approach can be used with in-house, outsourced and hybrid delivery. It establishes that these models are available, not that one is universally preferable. The right arrangement depends on the organization’s needs, service scope and delivery responsibilities.

Model Basic arrangement Questions to settle
In-house The organization delivers relevant FM services using its own arrangements Which services are handled internally? What specialist capabilities and management capacity are available? Who coordinates service performance?
Outsourced An external provider delivers services within an agreed scope What does the contract include? Who retains or performs each operational and statutory responsibility? How are performance, reporting and service continuity managed?
Hybrid Internal and external parties share delivery across some services or responsibilities Where are the handoffs? Who is accountable for coordination? How are hard and soft services aligned and issues escalated?

These are comparison questions, not a ranking. The model label alone does not tell a client who is responsible for a particular task. In any arrangement, document the service scope, accountability and reporting routes, and clarify responsibility for operational and statutory compliance rather than assuming it transfers automatically with a service contract. Also consider access to specialist capabilities, continuity of service, coordination between hard and soft services, and the organization’s ability to manage the arrangement. The standard highlights differing delivery models and the importance of responsibilities, service delivery and performance monitoring; it does not provide a universal procurement checklist.

How should a building owner define an FM scope?

A useful scope starts with the building and its operational needs, then turns them into assigned services and responsibilities. The hard/soft distinction can help organize the discussion, but it is not a substitute for an explicit scope. A practical definition should make it possible for the owner, operator and service teams to tell what is covered, who acts, and how the work is overseen.

  1. Identify the building and the services required. Record which parts of the fabric and installed systems need maintenance, and which user-facing services—such as cleaning or security—are required. The examples in the UK standard are a taxonomy, not a mandatory list for every property.
  2. Set the maintenance approach by asset. Consider whether work is corrective, preventative, risk-based or condition-based, using risk and asset criticality as the standard’s stated considerations. Avoid applying one regime indiscriminately to every system.
  3. Assign delivery and accountability. Decide which services are in-house, outsourced or shared in a hybrid model. State who performs each task, who coordinates it and how responsibilities intersect.
  4. Define oversight and reporting. Specify how service delivery and performance will be monitored, what information is reported and how issues are escalated. Include interfaces between hard and soft services where one team’s work affects another’s.
  5. Review the scope against operational needs. Building use and service requirements may change. Revisit whether the assigned services, responsibilities and maintenance regime still suit the organization and the assets’ criticality.

This sequence is a decision aid, not a claim that every building requires the same contract form or reporting system. The source standard is specifically for central government property in the UK, while its broad service categories can help other owners frame the questions they need to resolve.

What the hard/soft distinction does—and does not—tell you

Hard and soft FM are useful labels for understanding the range of work that supports a building. They help explain why a maintenance problem with a boiler belongs to a different service category from cleaning, and why both can still sit within one coordinated FM function. The labels do not, by themselves, define a provider’s obligations, establish legal responsibility, guarantee a service outcome or determine whether a service should be delivered internally.

For international context, ISO/TR 41013:2017 addresses FM scope, key concepts and benefits, while the ISO technical committee identifies ISO 41011 as FM vocabulary. These references sit alongside the UK government’s more operational service framework. The latter’s detailed categories should be read in its central-government-property context rather than treated as a binding boundary for private buildings or other jurisdictions.
