Construction-product manufacturers selling into the European Union should act now, but not by applying one blanket deadline to every item. The practical priority is to map each product family and market, determine whether CPR-2011 or Regulation (EU) 2024/3110 (CPR-2024) currently governs it, organize life-cycle-assessment data, strengthen the Declaration of Performance and Conformity workflow, and make product information ready for a future Digital Product Passport (DPP). CPR-2011 and CPR-2024 will coexist while product families move under new technical specifications, so the correct plan is family-by-family rather than a single company-wide switchover.
What CPR-2024 changes for manufacturers
Regulation (EU) 2024/3110 is the revised European Union Construction Products Regulation. It creates harmonised rules for placing construction products on the EU market and addresses environmental performance, safety performance, product requirements and obligations for economic operators. The regulation matters to manufacturers because compliance is no longer only a question of proving that a product performs its traditional technical function. The framework also requires manufacturers to prepare for environmental characteristics, more structured product information and a changed declaration process.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →The transition is not a single event affecting every construction product on the same day. The European Commission states that CPR-2011 and CPR-2024 will coexist for a significant period. Individual product families move according to the technical specifications and implementation measures that apply to them. A manufacturer can therefore have one family operating under the earlier framework while another is preparing for, or already using, requirements established under CPR-2024.
That legal reality creates two risks. Treating all products as if CPR-2024 already applies can lead to unnecessary or incorrectly timed work. Treating the revised regulation as a distant issue can leave the company without the data, evidence and systems needed when its product family migrates. The right response is a controlled transition programme built around product families.

Start with a product-family and market map
Before changing labels, declarations or software, create a complete inventory of what the business sells and where it sells it. The map should be granular enough to distinguish products that have different harmonised technical specifications, assessment methods or implementation dates.
Record the legal and commercial scope
- Market: identify every EU country in which the product is placed on the market or made available, and separate EU sales from non-EU business. The evidence here concerns EU rules; it does not establish that the same obligations apply worldwide.
- Product family: group products only where the same technical specification, assessment route and declaration structure genuinely apply. Similar names or a shared marketing platform are not enough.
- Current framework: record whether the family remains under CPR-2011, has a CPR-2024 route available, or is awaiting a relevant specification or implementation measure.
- Economic operators: identify the manufacturer, importer, distributor and any other parties whose responsibilities need to be allocated for that family and market.
- Evidence owner: name the person accountable for technical files, test results, environmental data, declarations and change control.
Use a decision register, not a general assumption
| Question | Record for each product family | Why it matters |
|---|---|---|
| Where is it sold? | EU countries and any separate non-EU markets | EU CPR obligations should not be presented as universal rules. |
| Which specification applies? | Current harmonised technical specification and assessment route | Migration depends on the applicable technical specification. |
| Which framework is active? | CPR-2011, CPR-2024, or transition status | The two frameworks coexist while families migrate individually. |
| What information exists? | Technical evidence, environmental data, declaration versions and product identifiers | Missing information becomes a bottleneck when a new route takes effect. |
| Who maintains it? | Named technical, environmental, regulatory and data-system owners | Responsibilities must remain clear when a product or supplier changes. |
Freeze this register as a controlled document, assign a review date and update it whenever the Commission publishes a relevant specification or implementation measure. A spreadsheet is sufficient for a small portfolio; a larger manufacturer may need a product-information system linked to technical documentation.
Track the transition by product family
Do not announce an internal “CPR-2024 deadline” unless it is tied to a particular family and legal trigger. The transition depends on new harmonised specifications and related implementing measures. For each family, monitor when the applicable specification is adopted, when it becomes usable, what assessment and verification procedures it requires, and whether a coexistence or withdrawal period is provided.
Separate three dates in your planning
- Publication or adoption date: when the relevant EU measure or specification is formally issued.
- Operational date: when the new route can be used or a requirement starts to affect placing the product on the market.
- End of any coexistence arrangement: when relying on the earlier route may no longer be possible for that family.
Keep these dates in a regulatory calendar with the source document, affected product codes and an accountable owner. If a date is not yet established, mark it as pending rather than filling the gap with a company-wide assumption. This approach prevents a family with no immediate transition from consuming resources needed by one that is moving first.

Make environmental product data a core workstream
CPR-2024 introduces environmental sustainability declarations based on life-cycle assessment (LCA). The European Commission states: “Manufacturers must now declare predetermined environmental characteristics based on Life Cycle Assessment (LCA) to help calculate the carbon footprint of buildings.”
For manufacturers, this means environmental information must be treated as controlled product evidence, not as an optional marketing narrative. The data needs a defined product scope, documented assumptions, traceable inputs and a method for updating the result when materials, energy sources, production sites or packaging change.

- Define the product represented: connect the assessment to a precise family, model, formulation, size range or performance class.
- Collect upstream evidence: obtain material composition, supplier information and relevant process data, with version numbers and effective dates.
- Document manufacturing data: record plant, energy and process assumptions so a later change can be assessed for its effect on the declared characteristics.
- Control calculation inputs: preserve the source data, calculation method, software or model version and approval record.
- Plan verification: identify which assessment and verification procedures apply to the family and retain the evidence supporting the result.
- Connect to building use: structure the output so designers and other users can use the declared characteristics in building carbon-footprint calculations.
Do not combine values from different products merely because they share a brand name or factory. A change in formulation, recycled content, production site or declared performance can create a new data version that must be traceable to the product placed on the market.
Strengthen the Declaration of Performance and Conformity process
Under CPR-2024, manufacturers issue a Declaration of Performance and Conformity (DoPC) after completing the applicable assessment and verification procedures. The declaration is therefore the output of a controlled evidence chain, not a form that can be completed independently of testing, calculation and review.

Use a release workflow
- Classify the product: confirm the family, intended use and applicable technical specification.
- Identify required characteristics: list the performance, safety and environmental characteristics that must be determined for that route.
- Complete assessment and verification: obtain the required tests, calculations, inspections or other evidence and retain the reports.
- Review consistency: check that the product description, factory, model, declared values and supporting documents all refer to the same configuration and production period.
- Approve the DoPC: assign an accountable signatory and a controlled document number or revision identifier.
- Publish and maintain: make the declaration and required product information available through the channels applicable to the product, and trigger review when evidence or specifications change.
Establish a single source of truth for declared values. Sales sheets, technical data sheets, labels and customer portals should draw from the approved record rather than being edited separately. This reduces the chance that a revised environmental value or performance class appears in one document but not another.
Prepare for the Digital Product Passport without inventing a 2026 deadline
CPR-2024 provides for a Digital Product Passport. The European Commission describes the CPR DPP as machine-readable product information intended to integrate the DoPC with other required product documents. A DPP should therefore be treated as a product-data architecture project: the quality of the information matters as much as the eventual interface.

The Commission’s current timetable lists a delegated act for construction materials in the second quarter of 2027. That is a planned milestone, not proof that every construction product already requires a DPP in 2026. The exact obligations, data fields and timing will depend on the delegated act and the product-family implementation that follows it.
Do the preparation that remains useful whatever the final format
- Assign a stable product identity: use identifiers that distinguish model, variant, production site and revision.
- Define a data dictionary: agree names, units, permitted values and ownership for performance, safety, environmental and conformity information.
- Keep documents machine-readable: store declarations, evidence references and technical documents in structured formats where practical, while retaining human-readable versions for users and reviewers.
- Control access: decide which information is public, which is supplied to professional users and which remains controlled technical evidence.
- Design for updates: link every data value to an effective date, revision and approval so a corrected declaration can be traced without destroying the previous record.
- Pilot one family: select a product with stable identifiers and complete evidence, then test whether a user can find the declaration and supporting information without manual reconciliation.
Building this foundation now avoids a rushed data migration later, while allowing the company to adjust field names and interfaces when the EU implementation details are finalised.

A practical internal action plan
| Period | Internal action | Deliverable |
|---|---|---|
| First 30 days | Inventory EU product families, markets, specifications, declarations, environmental studies and data owners. | Approved product-family register and gap list. |
| Days 31–60 | Confirm the applicable framework for each family; assign regulatory-calendar ownership; start collecting missing LCA and technical evidence. | Family-specific transition map and evidence plan. |
| Days 61–90 | Test the DoPC approval workflow, reconcile published product documents and define the DPP data model for a pilot family. | Controlled release procedure and pilot data set. |
| After the first 90 days | Review Commission measures, update affected families, repeat verification after product changes and expand the pilot. | Maintained compliance programme tied to product-family changes. |
These are management steps, not legal deadlines. Adjust the sequence to the family that has the earliest confirmed technical or implementation milestone.
Control suppliers, changes and evidence
Environmental and conformity information can become inaccurate without any obvious change to a product name. A supplier may change a material, a plant may switch energy sources, or engineering may substitute a component. Connect change management to regulatory review so that each change triggers a decision about testing, LCA recalculation, declaration revision and DPP data.
- Require suppliers to identify changes to composition, source, manufacturing site and supporting evidence.
- Store test reports, calculations, certificates and approvals with the product-family record.
- Use revision control for declared values and retain superseded versions according to the company’s document-retention policy.
- Reconcile technical files with labels, instructions, web pages and customer portals before release.
- Train procurement, engineering, quality, sustainability, regulatory and sales teams on the change triggers.
The objective is not to create paperwork for its own sake. It is to ensure that the information supplied to a customer remains tied to the product and evidence that were actually assessed.
Common mistakes to avoid
- Using one switchover date: CPR-2011 and CPR-2024 coexist, and product families migrate individually.
- Assuming a DPP is already universal: the current Commission timetable places a construction-materials delegated act in Q2 2027; it does not establish a universal 2026 requirement.
- Leaving LCA until the declaration is due: environmental data collection, calculation and verification can require substantial coordination across suppliers and plants.
- Publishing ungoverned environmental claims: declared characteristics should come from controlled calculations and evidence, not an untracked marketing spreadsheet.
- Ignoring non-EU scope: EU CPR rules should not be represented as requirements for every global market.
- Separating documents from product identity: a declaration that cannot be matched confidently to the exact product, revision and site is difficult to defend and difficult for customers to use.
- Waiting for every detail before starting: product mapping, evidence inventory, ownership and data governance remain useful even while delegated acts and family-specific measures are still developing.
Questions management should answer now
- Which product families generate the most EU revenue or have the most complex evidence gaps?
- For each family, what technical specification and assessment route currently apply?
- Which products still rely on CPR-2011, and what event would move them toward CPR-2024?
- Where are the declared environmental characteristics stored, and who approves changes?
- Can the company issue a consistent DoPC from one controlled evidence set?
- Can a customer or authority retrieve the correct declaration, supporting documents and revision history for a specific product?
- Which product family is suitable for a DPP data pilot before the construction-materials delegated act is adopted?
- Who monitors Commission implementation measures and communicates a change to engineering, quality, sustainability, procurement and sales?
The practical conclusion
EU construction-product manufacturers do not need to pretend that every product has the same deadline. They do need to act now: map product families and markets, determine the applicable CPR-2011 or CPR-2024 route, build verified environmental data, control the DoPC workflow and organise machine-readable product information. The Commission’s Q2 2027 DPP milestone is a planning signal, not a licence to wait and not a universal 2026 start date. A family-specific transition register gives manufacturers the clearest way to meet current obligations while remaining ready for the next implementation step.
