Engineers, helicopters and drones were deployed because Storms Austen and Boelo damaged long, exposed electricity and rail corridors while wind, flooding and fallen trees made ground access dangerous. The aerial surveys helped operators locate broken conductors, damaged pylons, trees and overhead-line faults so crews could isolate sections and target repairs without waiting to inspect every mile from the ground.
The storms hit Great Britain in quick succession on 24–25 October 2026. Restoration from Storm Austen was still under way when Storm Boelo brought new faults. The national electricity system remained secure, but local customers and rail passengers faced prolonged disruption because physical repairs could not safely proceed in the worst weather.

Why were engineers, helicopters and drones used after the storms?
The three resources perform different parts of the same job: find damage quickly, make the network safe, then carry out repairs. This matters on overhead electricity and railway routes that can run for many miles through flooded, blocked or remote terrain.
Ground engineers complete the repair
Once a damaged section is isolated and weather conditions are safe, engineering crews replace poles, re-string conductors, repair overhead-line equipment and clear trees or other obstructions. They also test equipment before it is re-energised or a railway is reopened.

Helicopters cover long corridors quickly
Aircraft can survey an extended line or rail route faster than road crews and can reach areas where roads are flooded, blocked or absent. The operational account reported by New Civil Engineer and relayed by Geomechanics.io described helicopter teams looking for downed conductors, damaged pylons and fallen trees on important rail corridors.
Drones provide close, repeatable views
Uncrewed aircraft can inspect a particular span, structure or overhead-line component without putting a person in the first reconnaissance position. Their imagery can be repeated after a repair or after conditions change, while a control room coordinates the wider response.

How many customers were still without power?
The Energy Networks Association said about 700,000 customers had been restored over the weekend, while about 90,000 remained without power on Monday morning, 26 October. The figure covered continuing restoration after both storms, not a single fault.
Outages.uk, an independent tracker, recorded 2,055 active unplanned cuts affecting an estimated 90,487 homes and businesses at Storm Boelo’s Sunday peak. Its highest combined point for both storms was 104,882 customers without power.

Outages.uk estimated 322,767 customer-outage impacts from Storm Austen and 854,988 from Storm Boelo, or 1,177,755 impacts combined. These are not official final totals: 1,457 of the tracker’s 8,322 recorded cuts had no published customer count, and a property affected more than once can appear more than once. The tracker therefore describes its figures as a floor and an independent estimate.
What happened inside Great Britain’s electricity system?
National Energy System Operator (NESO) coordinated network operators, generators and industry partners while demand exceeded 33GW. Repeated transmission faults required teams to inspect assets, repair damage and restore supplies, including on the Western Isles where weather continued to hinder work.
NESO said as much as 4.9GW of wind generation had to be actively managed to maintain system security. In northern Scotland it identified a potential 70MW flexibility shortfall and issued a Localised Negative Reserve Active Power Margin notice. It also gave one generator an emergency instruction to provide 50MW for balancing.
NESO reported healthy operating margins and a nationally secure system. That assessment describes the balance of Great Britain’s electricity supply and demand; it does not mean every local feeder, pole or community had already been repaired.
Why could engineers not repair lines while the wind was still blowing?
High winds can make poles, conductors, trees and lifting operations unstable, while flooding can cut off roads and conceal hazards. Energy Networks Association chief executive Lawrence Slade said crews could not safely be sent out to replace poles and put wires back up until the weather system had passed.

Control-room staff can reroute power, issue switching instructions and analyse aerial images during a storm. Physical work still requires a safe worksite, isolation from live equipment, suitable access and conditions that allow workers and machinery to operate without creating a second accident. Because Austen arrived before Boelo, crews faced fresh damage while completing the first storm’s repairs.
How badly was the railway affected?
Network Rail’s North West route logged 357 weather-related faults. Teams cleared 70 trees, removed three objects blown onto overhead-line equipment, recorded nine floods that stopped trains and repaired four key overhead electrical-line sections at Garstang, Lostock and Hazel Grove.
Most lines reopened on Monday morning, but amended timetables and lower speed limits remained while inspections and recovery work continued. Network Rail’s Chris Wright said teams had worked around the clock to repair damage, remove trees and reopen routes safely. A line can be technically open while trains still run more slowly because the infrastructure needs further checks or temporary restrictions.
When will a power cut or train service return?
There was no single restoration time for all affected customers or routes. Networks prioritise faults that can be safely accessed and that restore the greatest number of customers, while remote locations, repeated damage and continuing flooding can extend the schedule.

- Check your electricity distributor’s updates or call 105 for power-cut information in Great Britain.
- Stay away from damaged poles, wires, substations and flooded electrical equipment; call emergency services if there is immediate danger to life.
- Check the rail operator or National Rail journey information before travelling, because a reopened route may still have amended timetables or speed restrictions.
- If a local estimate changes, follow the latest network update rather than assuming the first announced time applies after a second fault.
What should households do during a prolonged outage?
Keep essential information available when mobile coverage, broadband or charging may fail. Emergency-management guidance recommends a battery-powered or hand-crank emergency radio for prolonged outages.

What does the response show about storm resilience?
The Austen–Boelo sequence shows why resilience planning combines system control, aerial reconnaissance and repair crews. National balancing actions can keep the wider grid secure while local assets are damaged, and helicopters or drones can shorten the time needed to identify faults. They cannot remove the final constraint: poles, conductors, track and overhead equipment still have to be repaired by people in conditions that are demonstrably safe.
Frequently Asked Questions
What is a Localised Negative Reserve Active Power Margin notice?
It is a warning that a defined area may not have enough flexible generation or demand response to cover its reserve requirement. NESO can then seek additional flexibility or issue instructions to generators to protect the local operating margin.
Can drones fly throughout a storm?
Not necessarily. Wind, rain, visibility, battery performance, launch-site safety and aviation rules can all stop a flight, so operators may wait for a lull or use another inspection method. The incident accounts do not publish a specific wind limit for the drones used.
Why can a railway reopen with slower trains?
Network Rail may reopen a route once it is safe for limited operation while inspections, debris clearance or repairs continue. Temporary speed limits reduce structural and overhead-line risk until engineers complete the remaining checks.
Does a nationally secure grid mean every home has electricity?
No. National security refers to maintaining overall supply-demand balance and system margins. A local pole, feeder or substation can still be damaged or inaccessible, leaving customers without power even when the wider grid is stable.
