Back Beach Road is not fully finished, but the worst of the widening project is ending on its western segment. Florida’s U.S. 98 corridor now has all six lanes open between Mandy Lane and Nautilus Street, where Phase 1 opened July 8, 2026, nearly a year ahead of schedule. Drivers should still expect construction on the remaining sections: Phase 2, from Nautilus Street to Richard Jackson Boulevard, is targeted for late 2027, while Phase 3, from Richard Jackson Boulevard to the Hathaway Bridge, is targeted for late 2030. Night work, traffic shifts and occasional detours remain part of the plan.
Is Back Beach Road open yet?
It is open across the completed Phase 1 segment, but the entire widening corridor is not complete. Six lanes are operating between Mandy Lane and Nautilus Street, and construction barriers were being removed after the July 8 opening. Work and scheduled improvements continue east of Nautilus Street.

The Florida Department of Transportation (FDOT) widening project is valued at $169 million. FDOT traffic data cited by WJHG recorded more than 50,000 vehicles a day in 2023, helping explain why lane reductions have produced major delays as Bay County has grown.
FDOT Secretary Jared Perdue said, “Bay County has seen tremendous growth over the last several years, and so with that, traffic gets worse, congestion gets worse.”

When will the remaining Back Beach Road construction be finished?
The current schedule has two completion targets. They are targets rather than guaranteed dates, and FDOT controls the project timeline. Local officials have expressed hope that work could finish early, but motorists should plan around the published late-year milestones.

Why is Back Beach Road traffic so bad?
The road carries more than 50,000 vehicles per day according to FDOT’s 2023 figure, while the widening work temporarily narrows or shifts lanes. Seasonal tourism adds demand when Panama City Beach is busiest. Mayor Stuart Tettemer described summer conditions bluntly: “In the summer, the traffic is brutal — we need those lanes.”

Even after Phase 1 opened, drivers can encounter bottlenecks where the completed six-lane section meets active work zones. Trucks, concrete operations, lane switches and nighttime closures can also create short-term delays that do not indicate a new permanent restriction.
What detour should I take around Panama City Beach?
There is no single detour for every closure. WJHG identified Hutchison Boulevard, Front Beach Road and Phillip Griffitts Parkway as alternate routes when Back Beach Road traffic is restricted. Check the posted signs at the time of travel, because the usable route depends on which work zone is active and whether a closure is overnight.

- Use Hutchison Boulevard when your destination is north or south of the U.S. 98 work area and the signed route keeps you away from the active segment.
- Use Front Beach Road for east-west travel serving beachfront destinations, allowing extra time for tourist traffic.
- Use Phillip Griffitts Parkway when signs direct traffic there around a closure near the eastern project limits.
Do not move cones or enter a closed lane to bypass a queue. Lane arrangements can change between daytime and overnight operations.
When do lane closures happen?
Remaining segments may have occasional night lane closures, generally between 8 p.m. and 6 a.m., as well as traffic shifts and periodic detours. Overnight work reduces daytime disruption but can be especially difficult for residents, service workers and late-arriving visitors. Tettemer acknowledged the frustration: “I know it’s a challenge in the evening; I know people are sick of the orange cones.”
Allow additional time after 8 p.m., follow temporary signals and merge before the taper rather than at the last moment. A closure can be limited to one night or move as crews advance, so the signs in place are more reliable than an earlier route description.
What does the project mean for drivers and residents?
The completed Phase 1 segment removes a major six-lane bottleneck between Mandy Lane and Nautilus Street. The benefit will not extend continuously to the Hathaway Bridge until the later phases are delivered, however. Until then, congestion can shift toward the boundary between finished and unfinished work.

Could the late-2027 and late-2030 dates change?
Yes. The dates are FDOT targets, not promises. Weather, utility conflicts, contractor progress, traffic-control changes and other project conditions can move a schedule. Mayor Tettemer has voiced optimism that segments could finish early, but only FDOT can confirm a revised completion date.
